The toliow'ng 1s tne official showing of the cieculation of the daily papers of this city | com peti for the (fovernment advertising Bnder the recent set of Congress directing each Qdvertising to be made im the two daily sews Pepers of Washington having the larges eirculauon Intelligencer. ‘The return of ad or the quarter ending December 31, 1966, ax (@ken from the books of the lavernal Keveaue Oftice, are as follo IMMIGRATION, ‘There are good reasvas tor aaticipating this Season a tide of emgration from Europe in excess of that of last year, enormous as tt ‘was. Itis stated that in some of the villages Of Prussia one-third of the population will leave for America this spring. German cor- Tespondence published in tne North west rep- resents the preparations for emigration as un. Precedented in their magnitude. + They are coming by bundreds of thousands," declares the St. Paul Pioneer on the erated Dy much that has appeared in other journals. The efforts which some of the South- ern States are making to draw white labor from Europe will also produce considerabie effect. To secare a portion of the advantages which Will accrue to the country from ti cession ef capital and labor should be the aim of every community, and those States wRich do not avail themselves of the opportunity thus of- fered to them are behind the age. A few of tne Soutnerm States are at length waking up tothe fact that immigration will complete their rail- roads, restore their credit, supply their treasu- uries, lessen taxation, secure true progress, re- alize their mineral! wealth, and improve theirag- Ticultaral, commercial and manu‘acturing ca- pebilities. It is now two years since the Legis- ystare of the State of Missouri created by iaw @ State Board of Immigration, under great difficulties and in presence of a powerful op- posits which board is accomplishing great results for that State. The Governor, in his late message to the Lezisiature, urgently recom- ™mends that means be piaced at the disposal of this beard to continue its work of advertising and illustrating the material aud industrial resources of Missouri. To show what has al- ready been accomplished, he says: “A twelyemonth bas brought hundreds of thousands of people, with their wealth of property and labor, to siengthes our financial ability. No parallel exists to the rapidity with which wealth bas accumulated in every ave- nue of industry, and with which population has increased in every part of our State within te past year. Substantial proofs of maz ge Prosperity on every band, attest the sudden and upprecedented growth of the taxable wealth bas grown from $1 3563, and from $262.351,402 in 1565, to a sum which, by the meaus of the law establishing a State Board for the equalization of taxes, Passed At the last session, will reach $400,000,000.”" Even California, the land of gold, does not rely on her auriterous deposits to augment her Population. but meetings are now being beld there to consider the best means of inducing amMigration to that State. Maryland and Vir- ginia, however, cannot see the adyantagex of &u increase of laborers, and the legislatures of both States have rejected bills to eboourage imigration. The Virginia Senate passed a bill Sppropriating $10,000 for the purpose, but i: fa:led in the House. The spirit which Prompts such suicidal policy is shown in the speech of Mr. Hambrough, ene of the Anli-progressi ve Virginia legisiators, who said “It be bad bis way he wonld surronnad Old Virginia with a wailforty feet high, and it shouid be a little betrer than perpendicular: it sbould incline outward at the top, aud be as sitck as giass, and surmounted by @ cherauz de Jrise, makng it impossible for any Calmack Tartar to climb ever. If he understood this bill, 1t was designed to encourage immigration wto the State of the very scum and spew and off-sconrings of Europe. If we wanted im- provement, we bad sadly degenerated from our noble ancestry. if we had degenerated and our stock wanted a cross, it should not be 2 cross from curs of 2 low degree,” &c, &o. Mr. Dickinson, of the State Senate, seems to have ideas more in accordance with the spirit of the age and common sense. He said: “The inducements to immigration must b= held outin Virginia. and not jn Enrope, and we must Offer advantages which would not only bring Mmigrants but induce them to stay when they had come, or else we might meport millions of immigrants, and millions would leave as fast as others camein. Our fands were held too high to induce immigra- “OD, @nd anless some new policy were inau- gurated by our land owners, all attempts in that direction would be futile.” —$_$_____ CONFISCATION Mr. Stevens. this afternoon, delivered his expected speech mpon the confiscation bill offered by him. The bill forfeits all the public lands belonging to the wn Confederate States, and calls for the condemnation of sueh of the property belonging to the belligerent enemy &s is deemed forfeited by act of i7th July, 1562. Br. Stevens commenced to read his speech trem printed slips, in a low tone of voice, and evidently with much physical difficulty. After reading afew minutes he was compelled by ‘weakness to ask Mr. McPherson, Clerk ot the House, to continue the reading. Mr. McPher- son proceeded to read the speech in clear, dis- timet tones, Beard in all parts of the House.
