Rapicar Rercs.icaé ASSOCIATION OF THE SuyvuntH Waxp.—Last evening the regular Meeting of the Radical Republican Associa- tion of tne Seventh Ward was held at Turner Hall, at which time there was a yery large attendance, especijaily on the part of tne col- cored people—Mr. F. A. Boswellin the chair, and Dr. William Boyd secretary. The names Of about twenty-five colored persons were proposed and elected members. Dr. Boyd said that he anderstood that there were agents in the city endeayoring to per- suade the colored to go to Texas or some other place South. He bad thought that these agents were in the interestof the Executive, and their object was to influence the next election. If any celored people were inclined to go he would advise them to make written contracts: but if he were they he would not €0 to apy piace South unless the States had military governments, or at least loyal gov- ernments. Dr. Boyd spoke in regard to the Freedmen’s Bureau, saying that he made application for relief for two iadies, and they had been in- formed that no relief could be given aniess they accepted free transportation from the aty, North«r South. Rev. W. J. Walker (colored), remarked that he understood that the agents referred to had been going round, and previoasly that a party +d1d set outfor Texas, butewing to adverse winds (') they found their way to Cuba. The best plan 13 not to start at atl. Dr. Boyd —“That’s so.” Mr. J. i! Crane (whire) askedif what had been stated was known personally. Dr. Boyd replied that be had obtained his information from colored men, and that five men bac agreed to go, but failing to make a baresin to suit them they backed out. Mr. Crane said he believed that Gen. How- ard was doing the right thing towards the col- ored people, and as he understood the action of the Bureau they woald not give clothing and food to people and they be allowed to loaf sbout the city. The Bureau proposed to get such as are outof work employment in the Worth, and he thought it was right Dr. Boyd referred to two cases where the parties were actually suffering and yet when they asked relief were asked to go North, and be Wished to know if it was right for persons te be starved away from the city, and is it Fight that conditions should be impoved on biack men which are not imposed on white. Mr ¢ said that the Bureau in bis opin- jon was domg the best it could, andit could mot be denied that the city was now too cTowded: there are too many people for the amount ef work to be done. If persons will bot go where they can get employment they must suffer, be they white or biack: but he Would alleviate all present wants Rev. Anthony Bowen (colored) said he ‘would go anywhere work was to pe had, bat would pot go to Texas. But as soon as Uon- gets the military screw in operation it 1 safe to go anywhere in the South Hie believed General Howard's heart was in his werk, but that he had some bad men un- derbim. All the race wanted is work; they ¢id not want office yet, bat would vote white men in who would give them work and a chance to compete withthe white men. There ‘were more colored men walking about now than be bad seen tor years, while all the Irish were in the Departments. They wanted tostand sboulder to shoulder and pat you (the white Republicans) in power, and if you don’t work well we will kill you. (Laughter and ap plarse | He had studied politics for 40 years, put it was the firs: time he could beleh it out. He referred to what he had done—buying bimeelf, wife, and children, and buying a Bouse—as to what could be done, and he be- dieved that if they prayed for victory they would have a victory such as was obtained in Georgetown Mr. George H. Newman (colored), said that & Mr. Mitchell had eome te him and Mr. H ©. Jobnson with a view of using them as cat's paws to puli the nats from the fire, knowing that they were acquainted with the people of the Seventh Ward, and had been SWinging round the Seventh Ward circle. Mr. Mitchell said that he wanted fifty or seyenty- five men to goto Texas to Work, and that be bad a ietter from Gen. Howard. He saw something in Mitchell's countenance, althonzh be was @ white man, which was not as bright ms it onghtto be. Mitchell said that he had seventy-five men working for him last year, ‘and they all did so well that in the tall they were able to buy farms for themselves: but he “couldn't see it.” He was o} posed to asking Gen. Howard for shoes: all be wanted ‘Was work, and if they conid work for masters = could worm for themselves. They could suffer on s few days and the times would ¢gbange. He did not know but what Mitchell ad been deputized by our Moses for this work. He dectined Mitchell's offer, beca' it was bot his mission. It was the basi oT the colored men to infuse the bill and elective franchise in the race. Mr. Harrod (colored) urged that in-many cases the men of their race were obliged to ask alms, however much they disliked it; but be did not believe in men going to the Freedrmmen's Bureau when they conid avoid it. Albert Dyson (colored) followed. He wanted to put aman in the mayoralty who was radi- eal all day and dreamed republicanism ail nights man who would allow them te work in the dirty canal. and if they mad been al- Jowed, there would not now bave been so much suffering. He used to hack around Tom Lloyd to the polls on four wheels. bu: now he bad tventy wheels, none of them for Licyd. After some further debate, Rev. Anthony Bowen read the resolutions adopted at the yoeeting om Wednesday might, which were adopted. Mr. J. H. Crane, white, offered resolations that the practice of the Baltimore & Uhio Rail- Toad im compelling respectable and refined colored Indies to ride ig the smoking carja fla- grant violation of the civil rights and anti- demoeratic, uncbristian and mbuman, and de- nying the right of the proprietors of the:tres to exclude a portion of the community from the orchestra and dress eircie ef their places, and advising colored people to absent themsel ves from all places of amusement where any dis. upction ismade.
