J. Hamilton Opposes the Stevens Plan of Re- construction —On Svturday evening, the busi- meee of the clerks’ meeting at Union League Hail baving been burried through, in order that Governor A. J. Hamiiton, of Texas, could deliver on address before the Southern Repub- lican Association, they having also rented the Dahli. “The speaker was introduced by General Wilson, chairman of the clerks’ meeting, who still occa pied the chair. Governor Hamilton spoke for seme time, contending that no State had a right to exclude any class of people from ig the electives franchise, as that was contrary to the Consti- tution of the United States, which guarantied Ww every State a repnblieam form of govern- ‘ment. The people would sustain Congress in enforcing this. 1t was Congress that was timid, not the people. Under the proposed constita- opal amendment, the Southern States conld disfranchise as many as they pleased, and the only penalty prescribed by Congress was that they should only bave representation accord- ing to the number of actual voters. The speaker said he would throw up bis bat Digber than ever before if old Massachusetts would take the initiatory step in voting down abe amendment. Hedid not intend to make war on Congress. but unless they would pass a law previding that every loyal man twenty- one years of age shonld vote, whe had not been convicted of crim-, the time wonldcome when they would bave it hissed in their ears worse than a nest of vipers. The loyal men of the South wanted no such protection as that of the sword, held by a pampered, be whiskered brig- adier general. Military men were very good im war; they werean arm ef the Government to execute the will of the people as announced by Congress. He was willing to acknowiedge that Gen. Grant was a great man. and deserved all the honor that nad been shown him; but he did not deserve to sit in judgment between the speaker anc those who had driven him from bis heme and now kepthim away. If he who slept at Mount Vernon could be resurrected to-night, the speaker was not Willing that he should hold all the people at the edict of his voice. People talked about Andrew Johnson being 4n usurper, but he had never yet entered upon such a fearful experiment as that: but if ‘Congress should pass the reconstruction bill bow before them and the American people sbould weigh Congress and Andrew Johnson, the end of the scale which held Congress would go down and Andrew Johnson would go up. Congress had been dealing with the reconstruction bill fer eighteen months, and talking as lightly over it as they weuld about Teorganizing the manicipal government of ‘Washington, and he believed they had devoted 3s much time to thatasanything else. Andrew Johnson was, by the Constitution of the Uni- ted States, Commander-in-Chief of the army and navy, and would have command of the brigadier generals who were placed in the South. After the close of the rebellion Gen. Grant was sent down South to examine the eountry and makeareport. Games: one M: SoDic pin, & pair of pants, vest, and shawl, vai uued atS3u, the property of W.U Black; one coat and sundry valuable papers, the property of James McOolgan, and 4 number of articies of wearing apparel, valued at 6125, the prop- erty of Jobn Kelly. Most of the Property each of these cases has been recovered by the — The same Detectives arrested Melville urtz ona charge of stealing one pistol, one overcoat and one cress coat, the property of Jobu H.Sevilie. Also, one pair of pants, one yest, one shawl and a pin. the property of W. C. Black. The pro 'y im these castes was re- covered and identified. .The same detectives asiso arrested Celia ‘Young for the larceny, at various times of cat glass ware, $25 in money, and various articies of sewing and trimming materials, the Prop- erty of Mrs. Ann Van Buskirg. The tast bamed prisoner was a servant in the employ of the complainant, and was detected in various petty larcenies; but upon the confession, and promise to be honest, she was retained in ser- vice. She was subsequently Suspected of the larceny of the $25 from the complainant, and also various articles of jewelry. a pistol, &c., the property of Hon. J- Driggs, and was arrested: but the evidence was not deemed sufficient to send the c: to court. Subs<e- quently additional evidence was produced, and she was rearrested. All these cases were examined by Justice Tucker, at police headquarters, Saturday evening, and the parties were committed to Jail for court Wm. Hull was arrested by the same detec. tives for the larceny of a coat, the property of John H. Seville.
