T. J. Durant, of La. in the chair, and D. H. Bingham secretary. Senator Fowler, of Tennessee, addressed the meeting on the pending reconstruction bill, snd expressed his di approbation of it. He believed that if the bill became a law it would net be ix months before they would be sorry that the measure bad been adopted. Mr. Griffin. of Mobile. Ala., suggested cer- ‘ain Ameodments which should be made to bill so as to provide thac there shall be ten tricts instead of five; that the proviso in the Td section, relating to the civil authorities, Il be stricken out; that the district com- minders shall iake possession of the State ar- cbives and nullify the existing governments; tbat the district commanders shall, if neces. #ary, organize a locai loyal mili to be sub- ject to the orders of the general commanding, and that the district commanders shall give tull proteetion to the loyal people in any ef- tort Wey may make to form loyal State gov- «rom€nts on the basis of universal suffrage for loyal men Mr Field. of Mississippi, offered resolutions deciaring—first, that all rebels have forfeited the right of being protected by the Governa- nent, and baye forfeited their political rights; second, that justice should be done the lo citizens of the South; that national dignity and security demand that in any plan of reconstruc- ton adopted by Congr disloyal persons saould be ignored; taird, that Congress should Appoint one or mere commissioners, whose any it shall be to investigate the claims of ists im the South; which was laid on the urth, that if Congress should deem it © govern them by military rather tuan vil power, the commisnion aforesaid be authorized and directed to proceed under said military Govermment and protection to the performance of their duties, &c.; which was \abled; fifth, that any unregistered or disloyr! person may be restored to citizenship by the recommendat tull reorganiz: of the State Legislature, after tion and the approval of Con. Thousands would strike off “the rule when they were told how. Louisiana bad tried the civil mode of reconstruction and failed, and he was now 1n favor ot trying the cnilitary plan. If the bill passes, he could at least go home with the belief that he would be Protected. He boped that the association would bot stand in antagonism to Congress. Judge Sherwood, of Texas, was in favor of the bill and of military rule, and be believed that Congress, after passing it, would go on and give them something else; and they will at least bave the protection of the military while making a loyal civil government. Mr. R. King Cattler, of La., said that the as- sotiation should not undertake to dictate to Congress, but they could give their couusel. He believed that if reconstruction could noi be bad on @ civil basis, they should ‘ake it on a military basis: and the Government should be in loyal hands. Judge Fields asked who were to judge of the leyaity of parties. A Voice.—Gen. Grant says that the people in the South are reconstructed now. The resolntions of Judge Field were con- sidered seriatim, and the first, second and fifth aoe adopted; the others being laid on“the table Mr. Cutler offered a resolution declaring that the association unanimously approve of the reconstruction bill now before Congress, with amendments to providein the first section tor sbrogating the present governments in the State: making the third sectien provide that po rebel shall have anything whatever to = with the life and property of Union men, Mr. Griffin offered the resolutions introduced by bim at the commencement of the meeting as @ substitute. Col. Moss, of Mo., offered a resolution declar- ing that the bill was one which the association could not endorse, which was laid om the ta- bDie—yeas 9, nays §. Mr.Griffln’s amendment to the resolutions of Mr. Cutler was acopted. Governor Hamilton. ot Texas, spoke in oppo- sition te the bill, saying that it looked to him like & eunmingly-devised scheme, proposed simply because they think that they must do something. He woald not charge that Congress had deceived the people, but he felt justified in suspecting it. This bill seems to look to par- chasing the fidelity of military Officers, and :f fidelity is to be purchased, it is not worth the price. Congress had utterly failed to meet their pledges; they had promised to set aside the asurper He believed tnat they intended to keep this question open until after *he election. As for military officers, some were tyrants by nature, and all tyrants by circumstances. They could withstand the influences which would be thrown around them. No mac can be sent to Texas who can find the loyal heart. The ice on the Potomac opposite this city, is tolerably solid and tenacious, except in the narrow track opened by the steam tugs, and boys were skating upon it this morning. The base ball convention, at Richmond, ad- journed en Tuesday evening. Alexandria was chosen 1s the place of meeting for the next session of the Convention.
