Elvaus in the chair, and Mr. A. G. Hall secre- tary. Cartis explained that the object of the League was to secure the aid ef the association in obtaining the removal! of colored men from office, who do not sympathize wita their race orare not friendly to the Government, and staied that the question had been referred to the committee before Congress The resolution offered several weeks since by Mr. Wstson in reiation to the repeal of the charters im this District, was taken up. Mr. N.H. Miller stated that he, with others, had drafted a bill which he should like the associavion to approve, aud be proceeded to speak on the bills already presented, which were too lengthy for Congress to act on at this Jate day. He repeated that there were too MAD} governments in this ten miles square, viz: the United States Government, Corpora- tion of Washington, of Georgetown, the Levy Court, and the Board of Police, with oters whicb he could name it he had time. Mr. Miller bere read the draft of the bill he Proposed. [The first section provides for the repeal of the charters of Washington. George- town, and the Levy Court: for the appoint- ment of a “ board of commissioners for the District,” to be composed of tive persons, to re- ceive asalary of $4,40 each : for the appoint- ment by the said board, from among the citi- zeus of the District, of all the officers new re- quired to be appointed under the municipal governments, as well as two commissioners of police. Mutter argued that under this law the Tight of tranchise could be exercised in the cases of twenty offices Col. Cortis was not certain that ft was best for the association to endorse this bill at the present time, and he wonld, although approv- ing of some of the provisions, move to refer ie subject to the committee before Congress Mr. A. Watson said he introduced the reso- lution from the best motives, and he did not think there would be much opposition, but he had an inkling that some members desired to Gefeat the resoiution. If the association in- tended to accomplish anything they should unite, but he bad found one pulling one string and Snother. A mapority believed that a bill comld be passed to lake away the charter of the District. The bill at present before Congress is too eng, and the difficulty is, it is not compact enough. He hoped that the asso- ciation would unite on some pian Mr. ©. W. White remarked that he was a Working man, and the friend of liberty and justice; that the bill propesed by Mr. Muller Was correct in part. He would contend while the government of this District was in the hands of jocofocos—men who never loved lib- erty and justice—while Wallach and Addison bad control, the Republicans cannot get the District. He knew those in power, and knew that all (be members of the council except two Voted censure on Congress. Mr. Hall moved to lay the whole subject on the table, as Congrees cuuld take care of itself; carried. Cot Cartis moved to appoint a committee of seven to report on some pian in relation to the repeal of the charter. mm Bere moved to postpone action until jost. otion of Col. Cartis was adopted, and the following were appointed :—Col. Cartis, J. B. Adams, ©. W. White, ©. 5S. Bates, N.H. Miller. Col. Hinton, 4. A. Johnson. Dr. Boyd remarked that it was a jug-handile committee Dr. Boyd effered a resolution to change the name of the Association to “National Republi- can Association.” Mr. J. B. Adams rose to a question of privi- lege, aud stated that he bad been misrepresent- ed imthe papers as to the verbal report he made in relation to Georgetown. The fact< were, while he was speaking he was asked How many righteous men are there in George- town! andthe people gotan impression that he used the term tn a religious sense. He had been attacked by citizens in relation to it. He did not mean to say that they were unrighteoas ins religious sense. What be said was, that in 1561 when he went into Georgetown with his regiment he did pot know that there were ten, twenty. or five hundred men righteous or unrighteous, ana he meant to use the term po- litically Mr. Eivans suggested thatthe gentleman had been unfortunate in not coming in contact with Piety in that city. [Laughter } J. Madison Bell, of Cal , the colored poet, Was introduced, and delivered two recitations, after which a committee was appointed to make arrangements for & reading by him. Coleone! Smith testified that be had taken the evidence of Conover befure the committer, and proceed to state his receilection of the evi- denee. Joseph A. Havre testified to having knewn the prisoner since August, 1-65, and identified & written paper as one be subscribed to in Judge Hoit’s office. The prosecution proposed to offer this paper in evidence. which was objected to by the ae- fense, aud this point was argued until the hour of adjournment. This morning, the witness Hoan resumed the stand and was further examined. ——_e—_—_ Recoyeren.— Yesterday, Mr. E. H. Hale ap- Phed at police headquariers to see a valuable coat which was taken from a pawn office by detectives Coomes and Miller on suspicion that it was stolen property. Mr Hale identi. fied the coat as bis property, and it was de. livered to him hy the detectives. The pawn- broker very cheerfully gave up the rmen and Mr. Hale as cheerfully paid him the amount advanced. The property was pawned by & colored boy in Mr Hale's name, the boy Tepresenung hira as sadly in want of money. -- Fousp-—On the morning of the 5th, Mr. T- ¥. Shoemaker, clerk in the General Land Of- fice, reported to the police at headgaarters, that a trunk, com'siming ladies’ wearing ap- parel, valued at $200, belonging to his sister, was taken trom cerper of Ist street and Pennsylvania avenue, where it was Ppiaced to await the ears from the Soath Yesterday, a colored man who found it the same morning, turned it over to officer Fass.of the Fourth Ward, to be delivered to the owner, ———— “Hor” at THe Kinkwoop Horss.—a very piv-asant time was had at the Kirgwood House Ast evening, the occasion being a party given to invited guests by the Jadies residing at the hotel. It will be admitted by all that much of it, we may say most of it, resuited from the neglect of the resi- dents themselves, who, instead of complying regularly and promptly with the excellent law of the Corporation, persisted in violating it, and allowing the nuisances to. accumulate and increase im extent until the cholera panic urged astrict enforeement of the law, costing considerable for fines to individuals, and a greater sum to the city at large. The spring is about to open, and if housekeepers and prop- erty owners will comply with the sanitary regulations of the city, the bill of costs for sanitary purpores at the end of 1367 will be moch lighter than for 1866, and the healtn of the city improved. Petty LARCENIES.— Last night Officers Wilson and Greer, of the 2d ward, arrested Samuel Stroggoa and Leonard Dredge for the larceny ot two door mat:, the property of Geo, W. Corcoran.
