Dec 9% ee COMPENSATION FOR COLORED TROOPS TO THEIR OWNERS The Secretary of War sent to the Senate to- day an answer to the call of that body for in- formation in regard to the appointment of com- missioners to award compensation to loyal persons to whom eclored volunteers or drafted men may bave owed service at the time of their enlistment or draft into the military service of the United States. The reply states that com- missioners have been appointed for Maryland, Missonri, Kentucky. Tennessee, West Virginia, and Delaware. The number of claims fil with the Maryland commission were 4.2 upon which awards were made for 78%: 279 Were rejected, and 2.902 were returned to cla‘mants unacted npon by reason of the disoln- tion of the first commission. The bill provides that it any person shall. within the United States, make false representations te any negro, mulatto, or other person for the purpose of inducing such hegro, Mulatto, or otter person to emigrate to 8 foreign country, where they would be liable to be sold as peons or otherwise reduced to virtual servitude, the person so offending shall to imprisonment or a fine of not less hundred or more than five thousand dollars. Phelps, a citizen of Ver- mont, for the re-apnexation of the county of Alexandria to the District of Columbia.” The petitioner reprefents that he has been for many years an owner of real estate in the city and county of Alexandria: that he has no confidence in the administration of law and justice in the State of Virginia, and he therefore prays for the restoration of said city and county to the Dintrict of Columbia, trom which ithas,as he believes, been violently and unconstitutionally dissevered.
