We can conceive of no ather pos. sible way in which the political infiuence of the two worst classes in cities can be so neu- tralized. That is: of the class who corrupt the ballot-box by buying votes to compass sinister ends. and the class who sell their votes either for the price of their taxes or fer money con- siderations or for all the bad liquor they can drink for a week or so before an election. There can hardly be a member of the pres- ent Congress who will tail to realize that if they enact impartial suffrage here embracing these stipulations, they will in a very brief period bave everywhere disarmed hostility to | their policy of extending the right of suffrage | throvgbout the land equally to white and bisek. There is no prospect that the bill will be breught to a vote to-day. THE CASE OF JEFFS. DAVIS. The position taken by Mr. Stevens. of Penn- tylvania. in the Honse yesterday in regard to the status of Jeff. Davie, is the general topic { ot conversation to-day.
