It is prob. abie that Senator Wilson's ainendment may be Adopted, requiring the yoler to have been a resident of the District oue year, and of the ward in which be voies forsix months. Piracies having increased to an alarming ex- tentin the China Seas. and the Secretary ot the Navy baving directed the commander of the United Stst-s Asistic Squadron to act in concert with the British Admiral and other powers on the station, for the purpose of sup- ressing them, Acting Rear Admiral H. 11. commanding the equadron, issued a gen. eral order at Yokobarma, Japan, Sept. 11th, to his commanding officers of vessels to carry out their instructions rigidly, by employing Ching picts, and taking other eteps to cupture Pirat:cal yessele, and bring their crewa to pun- ishment. aS ee THE SOUTH PACIFIC SQUADEON, Despatchesjhave been received at the Navy Department from Rear Admiral G. Sun aTs.—Mr. Wilson presented the petition of army officers, asking an increaseof pay. Referred to Committee on Military Affairs. Mr. Morgan presented the petition of ma- Tipe underwriters of the city of New York, asking an appropriation for the removal of the wreck of the Steamer Scotland. Reterred to Committee on Naval Affairs. Mr. Wade, trom the Uommitwe on Territor- jes, reported favorably on the bill fur the ad- miseion of Colorado. Mr. Fessenden said the Commitiee on Fi- Rance had been instructed to neport tte tari billon the first Monday of December. The committee had not yet m uble to consider it, and be would move for the printing of 50 extra copies of the bill; which was adopted. Mr. Anthony offered a resolution, which was adopted, requesting the Committee on the Judiciary toenquire whether any furtver le- gisiation is necessary in regard to the succes- sion to the Presidemcy in the case of the disa- bility by death or otherwise of thore now desig- nated for it. The bill to regulate soffrage in the District of Columbia was then taken up, the question being on the amendment of Mr. Cowan, to strike out the word “male.” Mr. Anthony took the floor. The Senator from Pennsyivania had no doubt offered his amendment in a spirit of satire, but neverthe. Jees he (Mr. A.} should vote tor it, as he con- sidered it to be right to extend the suffrage to females. The ability of woman to direct the affairs of State, to contzol armies and navies, bad been sufficiently demonstrated, and of her intelligence and capacity to exercise this right, no one could doubt. Mr. Williams deniea that suffrage was es- sential for the protection ef woman, and main- tained that it was forthe negro. it was time enough to give itto woman when they asked forit. He wished the descendants of those pre and haughty families of this District to the franchise, and he wished the negro amongst t also to have it, The negro could not burt thers Mr. Cowau asked did be know the writer of the article alluded to, it might be that it was written in the interest of im) tial suffrage. Every one knew bow this thing was done. Some one wishing to get into notice and have bis stuff read in the Senate, would peu an ar- ticle and get some stupid editor to publish it. Mr. Williams said he did not know the wri- ter of the article, but be had been informed that it appeared in a paper purporting te be paniuers at Georgetown, but which was done in order to evade the law im regard to the puo- lic printing. r. Cowan wished the Senate to understand that he was err sincere in offering his amendment. Mr. ©. then advocated his amendment, and amidjmuch amusement criti- cised the course of the Massachusetts Senators (Messrs. Wtison and Sumner) as being advo- cates for the universal extension of suffrage, itt opposed to its being extended to wome: e alluded to the recent changein Mr. Su ner’s life with such humor as to bring a smile to the face of that Senator himself. Mr. U. thought that the idle habits of the negroes of this Distret did not entitle them to the ballot. He wes informed that the females de t on t were now starving, and las! ater Congress had been catled on to vote $25,000 to save them from starvation. Hou ‘Mr. Ingersoll (L!limois) endeavored bill regulating the sale of gold in reasury, but objection was made by Mr. Washburue, of Iilinois, and the bill was laid over. Nasavitte. Tuxwn.. Dec. 10—Gentlemen of the Senate and Howse of Representatives -—The Governor, Sec- retary of State, and Comptroller, by your directions, have beid for saf+ keeping #4615.250 in United States seven-‘birty bonds. known as our scbooi fund, treated ss a sacred tand by yon in all your tegistation relating thereto. Last week, for tbe first tume in my life. I Jearped tbat the Treasurer of the State bad loaned this fund to one of the Memphis bank«, witbout consultation with any of the State Oficials at the capital, and even without their knowledge. The Treastrer demands the fand trom the Comptroller, who held it for safe keeping in a good 8rd sufficient safe ina fire-proof building, claiming it under a law you euacted at your jute session, requiring the Treasarer to take charge of this identical fund. Your law is either exceedingly lame, or its provisions tooking tothe safe-keepinz of this secred fund have not heen complied with, and I theretore invite your early aud vigilant st- tention to the subject. J intend no reflection upon the bank at ail. Banks bave a right to | borrow and loan money in their Jegitimate operations: but I protest against the secreoy Mmaimtained by the Treasurer, who, t' seems, | leaned out tne fund so long ago as the 5th of Jnpe, 1996. During the last forty-eight hours I bave conversed freely with the Treasurer His reason for the transfer was that he feared it WAS Loteecure where it was. True, there were three National Banks in this city. with which it could have been divided out. but it is | for you, gentlemen, who loaned this money | over to the Treasurer, to look after its safety. 1am sione prompted by a high sense of duty 2m bringing the subject before yon to-day. Respectfally, &c., W.G. BrownLow. Impertant to Distillers PHILADELPHIA, Dec. 11.—The Collector of Interna! Revenue forthe fst district of this Oressed the following question to Com- oner Rollins, which is of interest: “A dis- r of this district desires to withdraw from bond a lot of spirits below proof, but L beld tbat be was babe to pay a tax of er galloa ob same, inasmuch as it had not rescned the strength of proof. The Commissioner replies :-—« I would state that in the case which you mention the conrse taken by you in requiring a tax of &2 per gal- jon upon the spirits was correct. According to the pisin Isnguage of the 32d section of the act ef July 20, 1566, all spirits below first proof are taxed the same as first proof, and for all above first proof the tax Teases in the same Proportion as the strengt Over 400 barrels of whisky.in the possession of a large commission bouse in this city, was seized yesterday in the first collection district, charged as baving been illicitly distitiea. 1: wae taken at the store of the parties who ciaim that it came trom Baltimore, and that they purchased it in good faith. 311,000 of Bui mg Association Funds Carried off.
