In nearly every instance they receive them im the kind spiritin which they are written, and show a disposition to consider the coadition and prespects of their secuon without 8 manifestation of the temper and fnise pride which have up to this time Prevented too many of them from listening to calm Gnd considerate reasocing. We qaete | the Lynchburg (Va) Vews of the 23th of No- vember to answer its only alleged objection to the policy the STAR urges upon the South «Tux FUTCRE oF THR SouTH.”—The Wash- ington Siar is pubis caption s series of a the Soutbern States that their interest demands that they shall speedily accept nod ratify tue | amendmruts to the Cunstituuon proposed by Con, Tess. * * * The only reply sary to be made to the arguments of the is, that it aseomes as true what is noto- riously untrae, viz: that by accepting the amendment ibe Southern delegates would be admitied atonce to Congress, and to the en. Joyment of all their Constitutional rights an. privileges ne such results would follow sachaction. The refusal of Congress to adopt a declaration w this effect. the explicit avowals of the jeading © men and jourmals of the radical party, and the manifestly increasimg rancour of the whole revolutionary faction which wields the legis. fation of the country, surely furnish sufficient proot of the correctness of the declaration, that the adoption of bed tr ven] amendment would tring ws no nearer admitrion into Congress, no nearer the restoration of the Union, and no nearer the settlement of there irritating and disturbing qqnestions than we are now.” ‘The Lynchburg News is right in saying thar we assume as true that by accepting the pro- poeed amendment to the Constitution, the South will be admitted to Congress: while i: | is grievesly in error in doubting that snch ‘Will be the result. There exists no extended disposition on the part of the people of the | North to keep the «th omt of Congress. On j the contrary, quite nine men out of every ten | whe voted th the majority im the recent Cong:.~sional elections, well nigh as weary and sick of the current anomalous condition of American public affairs as the South is, are but anxious for its termination on the only terms they regard as being admissible. Viz-_ ‘With positive security against the rebabilita- tion of secession inflaenees in the Govern. ment, and with such a “new departure” on the part of the South in her business affairs as shall make it plain that hereafter she will do ber share in the work of production and Pro- gress. The strength of the extreme radical Jeaders among the people of the North lies wholly in the fact that up to this time the South bas given noevidence whatever of a dis. position to cut herself loose from the guidance Of those whe ied her into the rebellion, who are at this moment defending and enforcing at beme the principles, policy and political doc- trines which culminated in the war, as earn. estly as before its sufferings and sacrifices opened the eyes of the world to their terrible consequences and capabilities. The Proposed constitutional amendment was the Work, not of the Radical leaders, but of the moderate men of the Republican party in Comgress. It triumphed there over the earnest labors ef the former to defeat it. Some of them eventually voted tor it, simply because they did not dare to tace their constituents atter putting them. selves on the record in opposition toit, There is not the slightest doubt that three-fourths of the present Congress, as well as the next, will vote to admit the delegation trom any south. ern State that may adopt the amendment, and send men hither who can take the Fequisite cath, with as much alacrity as that was done Bot long since in the case of Tennessee. Their Sction tm that case involves the best possible guarantee of their intentions in the premises. Extreme men among tnem will continue two Bree their individual views, bat with as little avail sein the Tennessee case. We are glad to percerve also that the press of the South—as 4n the Richmond Whig of the 26th November— are awakening to the fact that the South is destined (o become the great manufactaring section of the Union. She possesses first the raw material of ali the requisites of water and {nel, the means of Ttransportation—navigation and railways, (constructed and projected)—of sol! and cli_ Tate, and of markets, all within ner. Self, as these great advantages are possessed by no other country and people on the face of the globp. That in the progress of events they ‘Will be brought into play, is as certain as that the sun will rise to-morrow. The only ques- Uon in doubt is, who are to reap the advan. tages to individuals which are thus to acerae? Shall it be tue present tand-holders of mineral lands and water power in the South, and her present generation of business men in all ‘walas of lite? or, shall it be @ generation of strangers, who will flock there by hundreds of thousands to that end? They will go there thus under protection of Congressional legis- lation, if this unhappy controversy be pro- tracted until, weary of the South's inflexible purpose of returning to Congress under her former leaders, with their devotion to seces. sionism intensified, that body may resort to the Proposed territorial-governments plan, wich, it in now evident, is to be the only alternative Presented by those who have the power to cut the Gordian knot. These territorial goy- eroments, if made, will turn out little else than expedients for developing the Ssuth’s resources by and through grinding her Present generation of grown citizens to powder, apd substituting strangere in their places. These are sore words—but nevertheless the truth, and nothing but the truth. Can the Soath afford to fold her arms nd trust to her alleged States’ rights to hold her harmless under the prospect of this inevi- table alternative! Who, among all who coun- sel her to refuse the Constitutional amendment, can ward off this fate trom her, if it be not accepted! Does she not yet know that most of those at the Nerth who are urging her to “bide ber time,” (as they call it,) are simply aiming tquse her cause for their own advantage in Politics, aud will desert her when the oppor- tanity comes with as little compunection as they man) (ested in deserting her cause as rep.
