THE TROTTING YESTERDAY The attendance at the National Uoarse terdsy was not so large as could have desired, owing toa want of Publicity of the Programme of proceedings. Col. Moffat has catered most liberally for the gratification of pay ype in providing perhaps the best track im the country, and in securing an excellent String of horses, including the unsurpassed Dexter, and the famous Silas Rich, but be has made a great mistake in not using printer's ink more extensively to advertise his joings. Among thosepresent were most of our know- ing horse-mep, and there was some good horse- flesh im private teams cn the ground. Mr. Sayres, Superintendent of the Washington and Georgetown Railroad, was mt with one of his taet teams, and Mr. Allen Dorsey, Mr. P. Merhiing, Mr. J. Hinesly, Mr. C. M. Chamber din, and other city men knowing in horses, had fayorite animals on the ground. Previous te the trotting the great point of in- terest was the stable where were housed the tumous trotters Dexter and Silas Rich. Dex- rT. the King of trotters,is a dark bay with tour white feet and a white face, but his per- formances show that it would nave been a great mistake to have carried out, m his case, the role ef the old adage, to give a horse thus Marked to the crows. Dexter ts a $50,000 fel- low, and taken care of in proportion to bis value. It was a feat, requiring considerable diplomacy to induce his nostlers to unblanket the valuable animal for even momentary in- spection. In an adjotning stable was the trot- wer Rith, valued at. say 310.00, a neat built sorrel with white hind feet. These trotters Wul be pitted agsinsteach other to-day, and Dexter wiil also trot on Saturday. THE TROT The race yesterday was for a Parse of £15), Tile heats, best three in five to harness. The entrics for the purse yesterday were « follows -—Hattie, b. m., entered by John Hin jey and Jobn Thomas: Sazarac, g. g., entered by Allen Dorsey; Mary Washington, b. m, entered by Jobn Hirsiey: and Virginta, b. m., entered by John Thomas. The horses were driven respectively as stated below, viz:— Hattie, by Charles Chambers; Sazarac. by Allen Dorsey: Mary Washington. by P. Mehr- ling. and Virgims, by John Marphy. The judges were Mr. Robert Teal and Major King. Referee. Dr. P. H. Heiskell. The drawing tor position gave them in the order above-named, Hattie getting the inside track. Time was called for the first heat at a few Minutes past three, all of the horses starting off well, with Hattie in the lead. The betting at the start was almost ten to one in favor of the erey gelding, but be had not gone tar uetil it WAs evident that the contest was to be between Virginia and Mary Washington. They came Up beck and neck for atime, but after a whniie Virgmia cot ahead and came in two lengths ahesd of Mary Washingten. The latter broke ou getting home. Virginia’s ume Was 2.45% Mary Washington, Sazarac. and Hattie coming in in the order pamed In the second beat the horses started off ly, with Virginia in the lead. The race w however, closer than in the first heat, Mary Washington keeping up close to Vir- € bis, and running for a time neck and neck. Sazarac, tow, did beter, but Hattie kept be- hind, nongh she occasionally pnshed the gray forward togreaterspeed§ On nearing the pole Mary Washing on made a desperate ef- fort, but broke, and the victory was again accorded to Virginia. Time, 2.44%. For the third heat there was another good start—Virginia and Mary Washington in the jead, and Sazarac and Hattie in the rear. Mary Washington broke once er twice. and thus got abead of Virginia: but, on approaching the ges’ stand, the latter came in nearly one eth ahead. Time, 24%. Virginia having Won three successive heats, was, therefore, de- clared the victor, and carried off the purse ‘The horses were all driven admirably. Saza- Tac has evidentiy seen his best days, but he does very well for a twelve-year old pl + IMPARTIAL SUFFKA Meeting of Colored People —The colored peo assembled in con- siderable numbers at the fair building Ia: ning un the occasion of a mass meeting c: by the Colored Soldiers’ and Sailors’ Union for expression of views on the subject of im- partial suffrage. The audience was ot a mixed ebaracter, many white persons being tn at- tendance. A brass band (colored) discoursed music at intervals, and the remarks of the speakers were greeted with frequent manites- tations of approval Hon. J. M. Edmonds being called upon to preside, stated that be understood it to be the desire of the audience that thespeakers should discuss the propriety of the colored people lay- ing before Congress and the people of the Uuni- ted States their petition for the extension of the Tigbt of suffrage to the colored men of the K. Public, and their reasoas why the distinctions of race in that respect should be now «bolished. The speaker said that in exact proportion as ahe power of the ballot was withheld, the ca- pacity of the people for their own protection would be diminished and the opportunities for their oppressioa be increased. To the colored people, asa class, this essential attribute of citizenship ot a republic bad long been denied, both by common consent and statutory en- actment. It was now proposed that that com- mon consent should be withdrawn by the ma- jority of the nation, and it was the province of the colored peopie to peaceably petition for the abrogation of the statutory inhibitions or legal disabilities. It was fit and proper that this Movement should be inaugurated in the National Capital. In conclusion, Judge Hd- monds said tha: im the endeavor to effect their object the colorad people should not become discouraged by defeats or delays, but should act with unwavering courage and persever- ance until they achieved success. Senator Harlan was the next speaker. In the course of his remarks he said that wniversa! suffrage wasa practical impossibility, and that the ide& of the movement in behalf of the colored pleople was properly conveyed by the term imperial suffrage. As illustrating the fact that universal suffrage was impracticable, the speaker referred to the exclusion from the polls of all females,"unnaturalized foreigners, children, youths under twenty-one years of age, idiots, and insane persons, felons, va- grants, untaxed Indians. &c., and in a majority of tbe States, and until recently in all of them, alliwho had committed treason agsinst the United States. And thus far in a majority of the Stites and territories it bad been deemed impracticable for the extension of the right of suffrage tocolored men. The speaker, im refer- Ting to the exclusion of many of these classes, said the propriety of such exclusion could not be questioned: but with reference to the withbolding of the elective tranchise trom col- ored citizens he argued at some lengto against the propriety and justice of such & measure. ‘The colored people having become free, there Wess how nothing ep the statute book ef the United States pertaining to their civil rights wDich distinguished them from other citizens. The only question was as to how far they could safely be permitted to have a voice in the enactment of the laws. On this subject he did pol suppose the colored people asked for apy special legislation. If females of other races were excluded, they would expect the females of other races to be excluded also. And so with regard to the other elasses net allowed to vote. The speaker quoted trom sperches of the President, to show that he was committed to the extension of suffrage to the colored people, and after returning thanks to for the attention with which bis remarks had been received, retired. .Ccl.
