Throughout the history of American politics so notable an instance of perfidy as that of the Democratic party leaders in their conduct to- wards the South in the late elections, is uo- where om record. They went into the Phila- delpbia National Union Convention with pledges todo allin their power to save the South from the tender mercies of the extreme Radical jeader-. In subsequently, keeping Oly mer in the field in Pennsylvania, nd fere- ang Dix out of the way in New York in fayor of Hoffman, they threw away both those States in the vain hope of re-establishing themselves im power in the Government. They took no heed, whatever, of the lessons of previous elec- tions, which told most forcibiy that the majori- ty of the people of the States that had preserved the Union by force of arms, would not consent to trust again im power those at the North who had done their best to make the rebellion a success, And those at the South who had been } its originators and engineers. The upshot of | theta selfish policy is, that they have rendered the President utterly powerless to stand be- tween the South and the schemes of the ex- treme Radical leaders. Fortunately it 1s yet | im the power of the Sonth to depose those leaders from the control of the policy of the Republican party in Congress. Her acceptance of the proposed Constitution- al Amendment will accomplish that ob- Jeet beyond per adventure, and in that ‘way outy tan it be dome. The lute elec- tions mean that the North insists on the adop- Bion of the proposed amendment of the Const- tution as the condition precedent to the resto- Fation of the South to Congressional rights aud privileges, It is worse \handolly for the South to attempt to cheat itself into the belief that it ¢an bring about its restoration to full partici- pation in the Governmefit upon easier terms than the adoption of that amendment, and the entire exclusion of the classes of southerners from participation in the conduct of the Gen- eral Government. who cannot take the jron- elad oath. The danger is in delay on the part of the South in accepting these realities. Though no be- diever im the abstract right of Congress to fix terms to the readmission of the South to Uon- gress, we see no good that can possibly come to the lately rebellious States in longer strug- gling against the power of the North to do as the latter pleases in the premises: more espe- j cially as the terms fixed involve no real hard- sip or wrong. Morally, the South has no Tight to demand that the North shall ac- cept as the grand result of the war, @ state of things governmental in which each citizen who fought to destroy the United States shall hereafier wield, practi- cally, twice as much powerat te polls as each man who fought to maintain the iategrity of the Government. Nor is it morally right or proper that any may upon whom the respon- sibility of leadership, civil or military, in be- Ralf of the rebellion, can be fixed, shall be're- stored to any position of honor, ‘trust or profit under the General Government, except insuch ndividual cases as may be deemed Proper by Congress. The Star's readers will recognize these views as having been steadily enforced im its columns whenever it has taken occasion to approach the subject. The time having ar.
