The South was lost, too; but it is for Northern votes to determine whether it shall win back again.” This is a fair sample of Radical logic. Hav- ing avowed that billions of money and millions of men were given to suppress the rebellion, does the Trilune mean to say that that object Was not accomplished! We assert that the rebellion was suppressed, and that its sup- pression was the full value we expected to receive for all our sacrifices. The South to- day is helpless; so weak and exhausted that it is completely at our mercy, and while parties ‘at the North are contending as to its ultimate fate, the great majority of people there are taking no part in the controversy, but endeay- oring to rebuild their shattered fortunes, boping the best, but fearing the worst from a political struggle in which they can take no part, but in which they are vitally interested. Are those same people (the masses, we mean) to be held @ccountable for the murder of President Lin- coin, or for riotous demonstrations (from which the Northern cities are not exempt) such as those at New Orleans. Memphis, and Platte City? Can we not afford to view these matters dispassionately, and being so strong and so victorions, act magnanimously!? Are twenty-srx rich and powerful States, so ‘weak, or ¢o timid as to fear the political as- cendancy of ten weak and exhausted commn- nities, if they are granted their political status under the Constitution and laws! We cannot believe it. Andif we @ not realized all the advantages we hoped and expected from our victory, the cault rests with those who are do- ing all they canto keep up political excite. ment and dissensions, and who resolutely op- pose the admission of the seceding States. THE POTOMAO GOLD MINES. We bear rather encouraging reports from the gold diggings in Montgomery county and Virginia, the companies having machinery in Operation doing very well. The companies up the river are the “Union Arch,” near Cabin John Bridge, the “Maryland,” and “Henry,” mear the Great Falls, and others. The “Eureka” company, which are at werk on ‘Windham’s Farm, three miles from Rockville, besides gold, have found copper in consider- able quantities, and they are very sanguine that when they get their machinery in opera- tion, which will be in a few weeks, they will do a paying business. The parties at work on the Virginia side of the river are reported to be doing well, and expect shortly to put their machinery in operation. THE GENSRAL LAD OFFIOR. The Commissioner of the General Land Office has received and piaced on file a map of the town of Santa Clara, situated in Santa Clara Covrty, Californias, and surveyed in July, 1866. The town embraces about fourteen ha1- dred acres, divided into one hundred and thirty-three squares (parlly subdivided into lots) and fifty-five sub-lots. The population is about two thousand. be of cburches, school houses, dwellings, stores, mills, manufactures, &c. A return has been received of the survey of the ranche Aqua Puerca y los Francas. in Calttornia. The ranche contains 4,421 acres, and is situated in the. county of Santa Uraz, about twelve miles from the cil ingon tbe Pacific. The title is derived from the Mexican Government. Amid so many failures of projected business enterprises bere we are glad to sec that there is a tair prospect that one at least, will prove asuccees. Werefer to the proposed steam- ship line between the District cities and New York. A very large portion of the stock re. quisite bas been subscribed, and the under. taking is in the hands of active business men, who mean to eanvass the city thoroughly to enable all who feel so disposed to take part in an enterprise that promises such satisfactory recults to stockholders, shippers, and to tue whole community. ln depending upon any steamship line owned in New York, the Dis- trict cities are subject to tne caprice of the management there, and, if, for instance. ship. pers at that point can make it more advanta. geous to detach a steamer from the line to send a cargo to Charleston or else¢where, it is done, and our merchants here are left to whistle for amesns of bringing on their goods until it suits the convenience of the New York mana- gers to start another boat in this direction. By establishing this line the merchants here will secure as certain and regu- lar means of transportation; and the officers of the company having their headquar- ters in Washington. the shippers in case of loss orgrievance would beable to appeal at once to the management for redress. Another very important consideration is the fact that by the establishment of this line the grievance ot the enormous charges of cartage between George- town and Washington will be remedied. This charge for cartage between Georgetown and Washington costs more at present, not unfre. quently, than the whole freight charge from New York to Georgetown. It sheuld be re. membered, too, that the tariff of freights will be regulated by the stockholders, thus ensuring fairness to District interesis; and as the profits will goto the shippers who may also be stock- holders, it will prove asortof mutual benefit association. We hope to be able to announce the gratifying fact in our next issue that the full amount of stock has been taken up, MEXICAN AFFAIRS. The following dispatch has been sent from this city to Northern papers : « WasninGTon, Oct. 23.—The instructions ta Hon. L. Db, Campbell, Minister to Mexico, wera prepared op Saturday tast, but owing to his hon-arrival, were not delivered to him until to-day. 1tis doubtinl, however, whether pri- vate affairs will not prevent his immediate de. partare. He has asked leave of the President to remain long enough to fix up his affairs, but the President repited that the urgency of the case admitted of no delay, and that if he cannot leave a: once another minister must be appeinted im bis stead. Should he decline go- ing. another appointment will be made to-mor.- row. The French Government ask for an exten- sion of the Ume for the withdrawal of the first instalment of its troops till January first, offer- ing in that case to waive the time allowed for the withdrawal of the balance of its troops, and remove all the troops substantially at one me. This proposition has not been assented to, but it is insisted that it shall commence at omce. and proceed as rapidly as possible. it is hoped that the whole body of troops will be withdrawn within three months. In view of the anarchy prevalent in dlexico, our Goy- ernment will be prepared to protect the Juarez Government, and finally establish it. In con- sideration of this, Lower California and the northern part of Sinola and Chihuahua are to be ceded to the United States.
