Swann, of Maryland, and the Police Commissioners, 1s be- coming serious, and seems likely, unless bet- ter counsels prevail, to eulminate in aa ap- peal to force, we propose for the information of owr readers to briefly aad dispassionately review the bistofy of the case, divesting it if possibie from the false colering of party preja- dice When the Federal Government, im the ‘Wret year of the great rebellion, was forced by the hostile attitude of Baltimore, to take armed possession of the city, some earnest Union men were found, but they were a small minority of the people. The various offices, Federal: State, and municipal were bestowed upon these few faithful ones, and they were secure om their places, as lomg as the necessity for military ocenpation ef the city continaed. Anticipating the restoration of civil authority and the withdrawalof the military, they took stepsto guard against a surrender of their local government into the hands of a treason- able majority, by the passage of a law wich disfranchised more than three-fourths of the former voters. They also passed an act pro- viding for the punishment of parties as trai- tors who might venture to offer resistance to the State authorities, and gave to the Gov- erpor,in a certain contingency, the power to control the police force of Baltimore, by pro- viding that “For official misconduct any of the said Commissioners may be removed bya concurrent vote of the two Houses of the Gen- eral Assembly. or by the Governor during the re* cess thereof.” Atthe recent mayoralty election in Balti. more, the number of votes cast was decidedly smal! for a city of sich magnitude; in fact, not more than one-seyenth of the total vote, if the qualifications had been the same as they were previous to the war. How much of the talling off in the vote 1s owing to the legislation we have referred te above, and how much to unfair construction of the law, or partial adminietration of its provisions we are unable to decide. At any rate & memorial was presented to Gov. The Governor, who has acted with great prudence and moderation in the matter, could dono more ner less than examine into the truth of these charges, and summoned Messrs. Hindes and Woods to appear before bim to answer charges preferred against them by a commitiee om Thursday last. They re. fused te appear im person, but their counsel had an interview with the Governor at An. napelis yesterday, am aceount of which will be found elsewhere in our paper. They not only deay the truth of the charges against them, but the jurisdiction of the Gover nor.
