The speaker said, in conclusion, that the course of the Preeident thus tar met their hearty approval, and they would take occasion to say to him that they are ready and willing to stand by him as President of the United United Stutes, and defend the @onstitutioa of their country from any attack that may come against or him, from his enemies, East, West, North, or Soath. REPLY OF THE PRESIDENT. The President said, in reply, that the cordial expression of confideace in nim which was presented in the address, was, at this time pe- caliatly acceptable, and calculated to inspire him with renewed determiuation to pursue the course he had been pursuing, until the struggle agitating the country was ended. He would refer to his past course as a conclu- tive indication and as-urance of his action in the future, and he trusted that nothing he might do would ever lead any to think that their con- fidence in him had been misplaced. 1t was his design to effectas spee@ly as possible a res- toration of peace and harmony throughonat the whole country. At the conclusion of these remarks the mem- bers of the Commitiee baving been introduced to the President, after & pleasant interview w.thdrew. DOCTORS DIFFER. The Prerident’s reconsiruction policy has been so distincily siated and clearly deiined as not to be misunderstood by the most obtuse- The views of those who oppose it, however: seem to differ ex:entially, and althoagh each has bisown remedy for existing evils, yetall speak of the Congressional pian of reconsiruc- tion. Now, whatisthatplan? While the New York Tribune declares it to be the admission of thesouthern States oa condition that they adopt the constitutional amendment. the Independent lectures the National Republican Committee for committing itself to that policy, saying Congress has not pledged itself to ‘any such bargain. Like Thaddeus Stevens, it threatens new conditions. Which of these speaks for Congress, or are the so-called loyalists, who threaten another war, exponents of the views of that body? This isa vital question, and one in which not only the South, but the people of the whole country are interested. ———— tie A PAYMASTERB CHARGED WITH DEFAULT. Charges have been preierred against Pa: master Thomes M. Winston, of the regular army, who was lately in charge of the De- partment of the Gulf, of having dishonestly appropriated to his own use a very large amount of coupons attached to seven-thirty bonds? cutting them off previous to paying them out to the troops of his district.
