There are no wells at Briggsville, and as there have been heavy rains recently the water used has been surface water. To this cause the sudden appearance of the dis- ease is attributed. Drs. Babbitt. Our temperately worded article yesterday in relation to the “Grand Gitt Concert” scheme of Messrs. Hal! an others seems to have struck tbat concern between wind and water, judging by the wrathful, indecent tirade put forth in reply by @ person signing bimsetf «William S_ Morse, whoever he may be. This foul-mouthed effneion, which denies everything and admits everything alleged by us, demands attention only in a single point. This man Morse makes the allegation that ‘tiberal advertising with the STAR no doubt would have secured us favorable notives 1p its editorial columns; but all overtures to secure our patronage met with unqualified refusal.” The statement bere made that we have ever, in any manner, shape, or form, solicited or invited the advertisements of this gift concert concern is an unqualified falsehood: and tf all the utterances of its man- agers are of the same untruthful character, the unforiupate ticke*-holders in that remarkable scheme haye good cause for their despondency. The STaR wdérer solicits advertising, a rule of the ofltce s*well known in thé business com. munity here that the allegation referred to will simplywedound tothe utter discredit of the party making it: The Stam happens to be on ® business footing enabling it to dispense with solicited advertesing; and were ft other- wise, the class of advertisiig in question would hot be likely to claim our atiention. It is the STAR'S mistortuney perhaps, not to have earned the approval of the managers of tne “Grand Gitt Concert’ concern, but it will doaotless survive their disfavor, as it bas, in its career, that of various other individuals of very much the same stamp and character. fe Stir Shel ah Tania HOW TO po IT, Wendenl Phillips and others of his ilk bave been unceasing in their efforts to comcoct some play to rid ‘thémsélves of the ' President, and now they seem to think they have hit it. He Ppoposes tobave the President impeached, and suggests @ novel method of getting rid of him during thé progress of the trial. He says: «If the impeached President, unlike other ag¢oused and impeached officers,is to beatlowed to carry on his illegal sehemes white on trial and unti) the Senaie pronounces him guilty, ihe’ whole provision is worse than useless. THe true rule, undoubtedly, is that when th House of Representatives pronounces the President guilty ot grave misdeeds. and offers to the Senate evidence of its accusation, the inépmident ceases to havea right to exercise his office until acquitted. This is the only'ton- struction that leaves any value in the constitu- nonal clause.” The Constitution provides that the Presi- dent “shall be removed from office on im- peachment for, and conviction ot, treason, bribery or uther high crimes and misde- meanors.” It does not provide for his re- movalon an accusation of crime. 1f it did, the Honse have only to make up charges, when the President of the Senate would take the White House; @ very convenient arrangement tor Wendell Phillips & Co. Ps i Dekaies we SSUES LD APPOINTMENTS. in response to the general anxiety among the applicants for position in the reorgauized army nothing further can be said than that the list of tela intments, though un ‘to be nearly completed, is not ready for announce- met.
