‘THE EVENING STAR. LOCAL NEWS. Taz Firty Tuovsayp DottarR Forcery Case—The Fi -—His Antecedents—Interesting f'articulars “We @ were in possession some days eince of the facts toa 5 Sates fraud perpetrated upon the U: ‘States Treasury, ‘which we refrained from publishing. at the request of a Government official in the Treas- ury Department, im order that the efforts being made for the arrest of the guilty party might not be frustrated by & premature publication of the information in eee ot the Depart. ment. As the alleged criminal has been ar- Tested, we lay before our readers the principal Zacts in connection with the case. Last week, a person, since alleged te be Wm. Ringgold Cooper, who had been an ensign in the navy, was for some time empteyed as clerk in the Bureau of Equipment and Re- eTuiting inthe Navy Department, (where be Ddecame acquainted with the routine papers have to go through, and with the official — mstures,) Dy representing himself as A. Jen, & purser in the navy, succeeded in obate. ing a draft on the Treausury for the amount of $50,000, to wBich the genuine signatures of the Secretary of the Navy, and all theofficers of the ‘Treasury Department, through whose hands Such matters generally pass, were attached. He had the dratt made payable at the sub- treasury at Philadelphia, and deposited it, together with $2,000 in currency, in the First National Bank of Philadeiphia, and on the next day checked out the whole amount. The cei was made by a clerk in the Office of Fourth Auditor inadvertently addressing the notice of the transaction to the vessel on board of which the iymaster, A. R Allen, was known to be, Tnstena of addressing it, as di- zeeted by Cooper, to Baltimore. Paymaster Allen, of eourse, on reception of the notice, instantly communicated with the Departmest. Measures were taken for Scopes: 'S arrest, and on Thursday the offender, William Ringgold Cooper, alias A. R. Allen. was arrested in the afternoon train from Baltimere, at the Depot, at Broad snd Prime streets, Philadelphia, wnder circumstances peculiarly delicate and distressing. He had married that morning a young lady of higbly respectable family, nearly related to & progninent civil officer of the Gov- ernment in this eity. They were on their bridal tour. attended by a gay and happy escort of bridesmaids and groomsmen, to New York city, from wherce the newly wedded pair were to sail to Europe. The startling shock to the joyous hopes of the bride may be imagined, but not described. She was com- mitted to the care of friends in Philadelphia, while ber husband was removed by the officers of the law. Nearly all the stolen funds were recovered from his person in the form of United States five-twenty bonds. After a private hesring before United States Commissioner Sergeant, in the Mayor's office, Philadelphia, he was allowed a short visit to his afflicted ‘wife. He has been held fora further hearing on Saturday. Meanwhile he is imprisoned ‘Within the ponderous walls of Moyamensine prison. He had engaged his passage in the Scotia, and in a few weeks more would, if bis scheme bad prospered, have been safe in Europe.
