THE EVENING STAR, ADDITIONAL FOREIGN NEWS. We have received by telegraph, the follow- 1g additional items of news by the steamer Africa: The Madrid Epoca says that Spain has no intention to relinquish the war against Chili and Peru, aud the fleet when reimforced will Tm and complete the work so valiantly Ee Prince Van Reuss arrived in Paris om the 10th instant from the Prussian headquar- vers, and had an interview with Napoleon. The French and Italian Ambassadors left Berlin for the Prussian headquarters after a jong imterview with the Minister of foreign affairs. Florence papers state that Prussia bas de- clined the armistice. ‘ An official Viena paper states.that Napoleon bas taken fresh steps of an energetic character to effect the conclusion of an armistice. It also s that General Froissont bas been sent to Prussian headquarters to announce the med mediation of France. Napoleon bas announced his will that Aus- tria shall not be weakened in her position as a great power. e Austrians are reported to be evacuating Venetia. The headquarters were at Zewittan op the 11th. The Globe, speaking of an unconfirmed romor that the French flag had been hoisted in Venetia. says that France will hold Veneta for a ¢ varantee for the present. Itis reported that the§Austrians had aban- doved Rovigo, blowing up the works and fortifications. All the great powers are taking measures to procure peedie guns. 5 The Paris Press says the following are the basis of the negotiations suggested by France and communicated to the representatives of the Delligerents: The Germanic Confederation to be dissolved, ar @ another confederation to be established. of | which neither Prussia nor Austria shall form | apart. Noterritoria) accession shall be de- munded of Austria. The abandonment by the latter of her rights inthe Duchies and to re- place the war indemnities. Prussia to incorpo- rate Schleswig-Hoistein, Hesse Cassel, Hesse Darmstadt, and Brunswick. The population of the Prussian kingdom would thereby be raised to twenty-five millions. The Rhine to constitute the western frontier of Prussia and Provence, between the Rhine and the Main, to serve as an ipdempity ‘o the sovereigns dis- pessessed by the war. An exchange of terri- tory totake place between Baden and Bavaria, which would give the former nearly the whole of tbe Rhenish Palatinate, Saxony, Hanover. and the Duchies of Saxe to conelude military conventions with Prussia. The inhabitants of Landau to choose whether they shall belong to France or Bavaria, and the population of the valley of Sarre to choose between France and Rhenish sovereigns. La France says the Prussian conditions are the exclusion of Austria from the anic Confederation, and exclusive command of the military and the naval force of the confedera- tion by Prussia, tbe diplomatic representation of Germany abroad, and the annexation to Prussia of the duchies and a part of the terri- tory already occupied. La France also says that the Emperor Napo- Jeon immediately sent these conditions to St. Petersburg and job, as raising questions of European interest which can only be settled by concert of the grea: powers. Mavrrd, July 11.—The O'Donnel ministry resigned last night, and a new cabinet was ap- pointed, with Marshal Narvaez President of the Counei!l and Minister of War. Ferrapa, July 11.—General Cialdini is marching upon Rovigo with an army of more than a hundred thousand Italians and two hundred guns, the Austrians having evacuated the whole territory betweem the Mincio and the Adige. The greater part of the Austrian forces are stationed at Padua. NAPOLEON'S PLAN OF SETTLEMENT. The Paris Patrie of July 11 says:—The begotiations for an armistice have been delayed by the necessity of taking into simultaneous consideration both the conditions of the armis- tice and the preliminary basis of a future treaty of peace, if Prussia wishes to know beforehand the advantages which will be definitely as- sured to her. Prince Napoleon was present at the counc | of Ministers held to-day. The Presse of July 11, in the evening, pub- lishes an Boceet: Bn pee ous echexel Charegpy in which it says :—Yesterday, after the audience given by the Leow popes to Prince Von Reuss, a meeting was held at tne Tuileries im his Majesty’s presence. Prince Metternich and Baron Von Ottenburg represented Austria, and Count Von Goltz and Prince Von Reuss, Prussia. M. Drouyn de Lhuys communicated the views of France, and ‘Ww up @ report of the proceedings at the meeting. of the negotia- The following are the tions saggested by Franee, and communicated to Count Von Goltz and Prince Metternich, by whom they have been transmitted to Berlin and Vienna:—The German Confederation to be dissolved and another confederation to be established. of which neither Prussia nor Austria should form part. No territorial cession to be demanded of Aus- tria, « The sbandonment by the latter of her rights on the Duchies. aud to replace the war indem- | nity at first demanded by Prussia. Frussia to incorporate Schleswig-Holstein, Hesse Cassel. He=se Darmstadt and Bruns- wick. The population of the Prussian king- dom would thereby be raised to 25,0u0,000—the Kbine to constitute the western frontier of Pro-sia. and the province between the Rnine and Mensa to serve as an indeuinity to the fovereigns dispossessed by the war. Au exchange of territory to take place be tween Baden and Bavaria, which would giye the former nearly the whole of the Rhenish Palestines. Saxony, Hanover and the Duchies of Saxe to conclude military conventions with Prussia. The inhabitants of Landau to choose whether they shall belong to France or Baden, and populattion of the valley of the Sarre to choose between France and the new Rhenish sovereigns. THE AUSTRIAN MANIFESTO. Vienna, July 10, 1*66—The Emperor of Austria issued the following manifesto in Vienna, on the ith ot July:— To my Perortes—The heavy misfortune which bad befallen my Army of the North, botwithstanding its most heroic resistance to the enemy, the mcreased dangers thereby menacing the Fatherland, the calamities of Wer with which my beloved kingdom of Bo- hemia is being desolated, and wh ch threaten otbes parts of my empire, and the painfal and irreparable losses sustained by so many thous- ands of families among my subjects, have moved te its inmost the core my heart. which beacs with so warm and fatherly a feeling for the good of my peoples. But the reliance which | expressed in my manifesto of the I7th of June—a reliance on your unalterable and i tul devotion and readiness for any sacri- ii @ reliance on the courage of my army, which mistortune cannot subdue—a reliance upon God and my good and sacred bt—this bas Dot wavered fora single instant. I have addressed myself to the Emperor of the French, requesting tis good offices for briging about an armistice with Italy. Not merely did the Emperor readily respond to my demand, but, with the noble intention of preventing an turther bloodshed, he even, of his own acco! offered to mediate with Prussia fora suspen:ion of hostilities, and for opering negotiations for peace. This offer I have accep Iam pre. pared to make peace upon honorable condi- tions, in orderto put anend to bloodshed and ravages of war, ButI will never sanction a treaty of peace by which the fundamental con- diuons of Austria’s position as a great Power would be shaken. Sooner than thatshould be the case, 1 am resolved to earry or the war to the utmost extremity, and in this I am sure of my people's approval. All available treo are being concentrated, and the gaps in ranae of the army are being filled u by the conscription which Bas been and the large enrolments of volunteers, called to arms by the newly awakened spirit of patrietism. Austria bas been severely visited by mis- fortune, but she is not humiliated or » Boe down. My Peoples—Have confidence in your Emperor. The peoples of Austria have never sbown themselves greater than in musfortune. I will follow the example of my forefathers, and lead you on with determination. ver- ance and unshakeabie confidence in Goa, FRANcis Josgra.
