The heaviest rains, which once wouid bave swelled the river several feet, now do not seem to affect it in the least. There are many theories advanced te explain this. One is that the climate is undergoing some change, which seems plausible. as those who have studied the meteorology of our State are con- vinced that this change is taking place. Another theory is, that the cultivation of the country, destruction of forests and other phy- sical causes have tended to decrease the rain- falland retard the flowing of extra moisture into the streams. Whatever may be the cause. the effect certainly exists, and the same thing bas been seen on all the Western rivers. which are graduallysbrinkingup. In our case, how- ever, the evil is less to be feared, because our railroad system is so nearly develeped, that Tiver navigation is not now the necéssity it onee Was to ourcommercialpublic. The river ean never again, whether it continues nayvi- gable or not, assume the important part it has hitherto played in the development of our State. We must look tothe railroad to con- tinue our civic prosperity.
