Not ExactLy Svicipg.—Yesterday Detec- tives Clarvoe & McDevitt arrested a foreigner, Spparently an Italian. who has been several days at Willard’s, where he went by the name of A. E. Burnette, but who, since his Srrest, has given the nameof A. E. icunes, on @ charge of being confidence man, and also Of being the adroit operator who, being arrest. ed in New York on the charge of swindling a bank in Paris, France, out ofa large amount, managed to elude the vigilance of Depaty Marshal in Gotham, a few days since, while that official was indulging in wine at the ex- pence of the prisoner. ‘After his arrest here he acknowledged he was a confidence man and bad “beat” Guy's hotel. Baitimore recently out of a week's board, going there by the name of Sevilla. The Detectives locked him up at headquarters. intending to telegraph to New York for infermation. fie appeared to be di tressed by the fact of his arrest, and very wu easy when told by the officers that they woulda inquire about him in New York. The officers Jeft him in the ante-room, the cells being very uncomfortable. About four o'clock Sergeant Reed, sitting in the trial room, heard a fearful €roaning in the ante-room as if some one was in adying condition. Entering the room he Saw the prisoner lying upon the floor, his arms quivering, his legs drawn up and his eyes rol- ding around wildly and des; rately as if he ‘Was in the agony ofdeath. His body was bare and just across the left breast wasa scratch trom which a few drops of blood had oozed, Superintendent Richards came in and with Sergeant Reed decided that the eyes exhibited too much intelligence, and the tossing of the head was done with too much regard to its patotal collision with any hard substance fora dying man, and that the attempt at suicile wasa dodge. They, however, called in Dr. Young to robe the horrid gash and ascertain its depth. fhe Doctor did soand prounounced the wound clmost skin detp. Sergeant Reed took a tum- bier of water and poured st on the face of the Suicide, who took great care not to let it stran- gle him. The Superintendent showed him the case knife, with which he scratched himself, and remarked that he would leave him to him- self, and if he desired to die, no one should prevent him. Sergeant Reed remarked, «Look here. old fellow, if you don’t get up we'll put you back in the cell.” The prisoner took the bint and immediately got up as well as ever, “barring” the wound. The Detectives will hold him wntil they receive a reply from New York relativg to his doings there. a eihinttessen Watt's New Orera Hovse.—The building S50 conveniently situated at the intersection of Ninth and-C streets and Louisiana avenue, has yust been fitted up as an opera house and isnow one ef the neatest and best arranged houses in this section of the country. The interior has been remodeled and renovated and now pre- sents & fine appearance. It contains in the parquette and dress circle and gallery seats for about fifteen hundred persons, those in the | Centum per annum on the amount unpaid may parquette and dress circle bemg finely uphol- stered; and the entire interior newly painted and frescoed. The stage is a large one, and is turnished with first class scenery and ma- cbinery with a beautiful drop curtain, repre- Senting the bridge of St. Angelo. The dressing rooms are conveniently arranged on the stage. The boxes, eight in number, are richly car- peted in Brussels, curtained in brocatelle and ace and richly papered. The means of enter- ipg and leaving the building are four in number, the principal by a wide stairway in | iront and two doors on the north and one on the south side. To be prepared against fire, | there are numerous water pipe and hose at hand. The improvements have been made under the supervision of Entwistle & Barron, carpenters; and the other portion of the work | by the following: Scenery by Stroag; ecarpen- tering by Kelly & Gross: ‘frescoing by H. Schutke: upholstering and aper-hanging by ‘Wilner: painting by S. S ‘Ker; gas-fitting by Shufiley. These are all well-known me- cbanics. and the manner in which the work bas been done fully sustains their previous reputation. Itis Mr. Wall’s intention to rent this theatre to none but lessees of known fone rg ebaracter that the performances may A No.1, and there is but little dsubt that it willsoon become the popular theatre of Washington. —— es Tue DisTRicT in Conckess.—in the Senate yesterday, Mr. Johnson offered the following joint resolution, which was referred to the Committee on Public Buildings and Grounds: “Resolved, That the Commissioner of Public Buildings be, and hereby 1s, authorized and Girected, under the direction of the Secretary of the Interior, to take such immediate mea- sures as he may deem best to cause a constant supply of Potomac water to the Capitol.” Mr. Morrill, from the Committee for the Dis- trict of Columbia, reported the bill to incorpo. Tate the Sailors and Soldiers’ Orphan Home, with an amendment. which strikes out the provision that-all Senators and members of the ouse of Kepresentatives shail be members of any advisory committee organized under its constitution and by-laws. Mr. Fessenden, from the Committee on Fi- mances, reported the bill making appropria- tiors for sundry civil expenses of the Gover: ment, with amendments. The recommenda- tions to cnt down include $1.750 fr extra compensation to the Commissioner and chief clerk of the Land Office on account of the | census, $1,500 for an electrician to manage the lighting apparatus of the dome of the Capitol, and $30,000 for an addition to Providence Hos- pital in’ Washington. The following new ap- propriations are recommended: Fer preparing and publishing medical statistics in the office of the Provost Marsbal General, $60,000; for pavement in trontof the Warand Navy De- partments, $13,000; appropriations are also made tor the pay of extra clerks in certain offices, and $3,000 for rent of room for the use of the Pension Office. es MEETING OF THE WORKINGMEN'’S ConvRy- vTion.—Last evening, the reguiar montaly meeting of the Workingmen’s Convention was held im the Council chamber, Mr. Wm. R. McLean president, and Mr. Jos. H. Reed sec- retary pro fem. The credentials of W. B. Berger and J. P. McKean. delegates from the Bookbinder’s As- sociation, were received, and, after being re- delegates. The secretary laid before the Convention a reply of the Granite Cutier’s Association to the communication of the Convention. It wiil be recollected that the delegates from the Granite Cutter’s Association withdrew from the Con- ‘vention at tne times portion of the Conven- tion nominated Mr. Easpy as a candidate for the mayoralty. The association approved of the action of their delegates.and sent a com- munication to the Convention asking that their pames be stricken trom the roll. The Conven- tion at their June meeting adopted a resolution requesting the Granite Cutters to reconsider their action. The reply stated that the con- munication had been received and laid on the table. Mr. J.C. C. Whaley was delezated to pro- ceed to Baltimore to ascertain what arrange- ments had been made relative to the proposed Nationa! Con vention of Workingmen to be held on the 20th of August. After the transaction of some routine busi- ness, the Convention adjourned. ——o ANNIVERSARY.—On Sunday morning Iast, the Fifth or Island Baptist Sunday school cel- ebrated its tenth anniversary, in the church. ‘The building was neatly trimmed, and on its ‘walls were the followi ig inscriptions :—Glory | to God in the high «Peace on Earth, “Good will to men,” “We aim to instruct.” The exercises commenced at 9 o’clock and continued until lo’clock, a large number of the friends of the school being present. The pastor of the church, Rev. C. C. Meador, pre- Sided, assisted by Mr. T. Campbell, acting for Mr. Lucas, the superintendent. The school sang several bymns during the exercises, and appropriate addresses were made by Thos. J Samson, Dr. Charles Alien, Rey. M. A. Yesterday, the vivid lightning and deafning thunder so alarmed her, that she was seized bh convulsions, and died in a very short A New Jair ror THE Disteict.—The House of Representatives yesterday PSssed a bill asa substitute for House bill 124, authorizing the constraction of @ jail in and for the Distri:t of Columbia. Section 1 authorizes the Secretary of the Interior to select a suitable site on come of the public grounds belonging to the Govern- ment in this city, and construct thereon a jail to provide for not less than three hundred prisoners, with suitable yards, hospitals. &c., the entire cost of which shalt not exceed S20, - 00. Sectien 2 provides for the employment of an architect to bt gape a plan for the building and the let'ing of the contract for its construc- tiom. Section 3 provides for the retention of 20 per cent. of the estimated cost of construction Bntil the completion of the comtract. Section 4 appropriates $200,000 for the ex ses of the building. Section 5 authorizes the Secretary of the Interior to sell at public auction the materials of the old jail, located on Judiciary Square, and pay the proceeds thereof into the United States Treasury. Section 6 requires the city authorities to raise $70,000, and pay it into the Treasury at or before the completion of said jail, tofeimburse the United States fora partof the costof the construction. George- town is required to raise $20,000, and the county $10,000. These sums are to be deemed the proportion of the cost of said jail of the cities and county, and the authorities ef the same are authorized to assess the levy upon the taxable property of the District a tax suf- ficient to raise the required sum. Section 7 provides that in case of failure on the part of either of the said cities or county to ise and pay om sum required of it by the time desi; nated, the Secretary of the Interior shall ap- point a collector, who shall proceed to collec the taxes assessed; and in case of failure, neg- lect, or refusal to make the requtred assess- ment, the Seeretary is authorized to make such levy and proceed to its collection aforesaid. a ee DIvIsION OF SCHOOL FUNDS WITH THECOL- ORED ScHOOLS.—The following bill, which had previously passed the Senate, passed the Houee yesterday, and awaits the President's signaturee to become a law : Be it enacted by the Senate and House of Repre- sentatives of the United States of America in Con- gress assembled, That the eighteenth section of the act entitled * An actto provide for the public instructien of youth in the county of ‘Washington, District of Columbig, and for other purposes,” approved June twenty-five, eighteen hundred and sixty-four, shali be so construed as to require the cities of Washing- ton and Georgetown to pay over to the trus- tees of colored schools of said cities such a } proportionate part of all money received or expended for school or educational purposes in said cities, including the cost of sites, build- ings, improvements, furniture, sand books, and all other expenditures on account of schools, as the colored children between the ages of six and seyenteen years, in the res- pective cities, bear to the whole number of children, white and colored, between the same ages. That the money shall be considered due and payable to said trustees on the first day of October of each year, and if not then paid over to them, interest at the rate of ten per be demanded and collected trom the authori- ties of the deliaquent city by said trustees, Sec. 2. And be it further enacted, That the said trustees May maintain an action of debt inthe Supreme Court of the District of Co- lumbia against the said cities of Washington and Georgetown for the non-payment ot any sum of money arising under the aforesaid act of June twenty-five, eighteen hundred and sixty-four. ——._—_ How To Eat Just Now.—Breakfast at Rea- gan's restaurant, seuth west corner of Pennsyl- Vania avenue and 1ith street, on broiled thin micdiing, broiled tomatoes, fresh toast and coffee—a breakfast, as Reagan gets it up, to be got nowhere else north of New Orleans.
