Chronicle by bs 3,552 THE PHILADELPHIA CONVENTION. Hourly the importance of this approaching assembly becomes more manifest. The radi- cals of Congress and the newspapers in afMfilia- tion with them bave fairly gone “daft” over the prospect that it will usher into being a new organization destined to triumph at the polls | beyond per adventure. The call for a South- ern Unionist Convention to assemble at the same point is simply aconcoctien of Messrs Thad. Stevens & Co., designed, if possible, to embarrass the other cenvention by discrediting (with the North) the pro-Union intentions of whoever may be elected to it from the Soath- | While many ot the latter will be persons who took part in the rebellion. we do not believe a single one of them wil! go there with any other purpose than that of accepting in good faith all the legitimate results of the war and seek- ing to reorganize the Government upon the basis of thore results: which does not include the sweeping destruction of all the distinctuve features of the Constitution as that existed be- fore the rebellion, at which the radicals aim. The concoction of the Tariff Bill now before Congress by the radicals, whether they dare make it law tor the time being or not, strength- ens the proposed new organization beyond measure. It insures for itthe sympathy of the growing sentiment of the West against being made the virtual slaves of the small class of speculators in Congressional legislation, for ‘whose benefit the infamous project is sought to be carried out. It also fixes irrevocably against the radicals the entire commercial interest of the great cities: and it causes the substantial and well established manafactur- ing interest of New Enzland to hesitate upon tbe point of longer affiliating with radical. ism, on the ground that such legislation, while it surely hastens the downfall of the power of the extremists, will leave it (the New England manufacturing interest) to be the scapegoat upon which popular yem-eince will fall when that downfall comes, if it be found identified with the party of Messrs. Ste- vens, Sumner & Co. at that time. On the whole, no party in this country was ever ushered into being with half as much promise of success as that about to be brought forth at Philadelphia, for the country never before had half as much reason to be heartily sick and tired of the mistakes and shortcom- ings of the Democracy during the war and the radical party since the fail of Richmond. THE EUROPEAN NEWS. The dispatches in reference to the news from the seat of war in Bohemia. brought by the St- David, are not very clear; but 1t seems there bave been two engagements between the Aus- trians and Prassians—one near Turnanu. and the other near Skalitz, about fifty miles off, on the borders of Silesia. The fortunes of war seem to have been equally distribated, for in the first-named battle the Prussians claim the victory, and im the latter (an artillery and cavalry engagement) the Austrian cavalry, it is asseTted, routed the Prussians. We already read of the destruction of railroad bridges, which was one of the features of our late destructive war. it will be remembered that the Saxonia, which arrived on Sunday last, brought intel- ligence that the Hanoverian army was sur- rounded by the Prussians, and that a capitu- lation within 24 hours wasexpected. We are still left in doubt as to the fate of that army, as not a word of intelligence in reference to it has been received by the two last steamers. Did it capitulate, or aid it join the Austrisa forces? Like a Ledger story, the news abruyt- ly bro&e off at the most exciting point, and left the fate of the contestants undecided; and the mystery is yet unsolved. So of the Engiish crisis. Earl Derby (con- servative) is to head the Ministry and form a new Government, but he bas to work wit) in- harmonious elements. and encounters difficul- ties im reconciling them. We apprehend there can oe no doubt what- ever of the truth of the statement in this morn- ing’s papers that Postmaster General Dennison ‘bas tendered his resignation to the President Our belief ‘s that the demands of his large interests in railroads and other matters in the ‘West, which must have suffered mere or Jess from his abstraction from them through the devotion of his attention te the duties of his office, is perhaps as much the ce use of the step be bas taken as his alleged indi: pos tion longer to co-operate with the President in carrying out the views of the latter upon the subject of the reorganization of the Government. Mr. Dennison has certainly made a most efficient and eerviceable Postmaster General, and on that score bis retirement from the position will be universsliy regretted by thoughtful persons.
