CIRCULATION OF THE CITY PRESS. ‘The following is the official showing of the circulation of the daily papers of this city eompeting for the Government advertising under the recentact of Congress directing such advertising to be made in the two daily news- papers ot Washington having the largest | circulation - EVENING STaR Chromicle Intelligencer. It will be remembered that Mayor Wallach in his letter to the Secretary of the Interior (which the latter transmitted to Congress in his report) in reference™to the relations of the General Government to the city of Wasbing- top, made an exhib showing the sums of money (amounting in the aggregate to $37,-. 41061) advanced by the city to the Genera; Government at various times for improve- | them ment ments upon Government property, and which | sums had not been refunded to the city. | The Mayor called attention to the fact that Congress, admittirg the propriety of at least spending in the improvement of the city what was realized from the sale of the lots given by the original proprietors of the soil to the Gov- ernment, on the 15th day of May, 1520, by the 15th section of an act of that date, directed “that the Commissioner of Public Buildings, or other person appointed to superintend the United States disbursements in the city of Washington, shall reimburse to the corpora- tion a just proportien of any expense which may hereafter be incurred in laying open, paving, or otherwise improving any of the streets or avenues in front of, or adjoining to, or which may pass through or between any of the public squares or reservations, which pro- portion shall be determined by the comparison of the length of the tronts of said squares or reservations of the United States on any such street or avenne with the whule extent of the there remained of the lots given by the original proprietors 3 4 sil of which have been sold at greatly en- hanced prices, and the money paid imto the treasury. and this Corporation has since then. from time to time. advanced sums of money to the General Government, which it is en- titled under this act to have refunded, and which yet remain unpaid, as above stated. The Mayor has been assiduous in urging upon Congress the justice of refunding this money, and it would seem that his labors are now likely to be crowned with success. An appropriation was inserted im the Deficiency bill to repay the money. but objection was made by members that it was an appropriation not germane to the deficiency bill, and it was Stricken out of that bill. Those objecting to its insertion in that bill, however, expressed their Willingness to support it in any other shape: aud it has now been unanimously reported by the House Committee on Claims te the amount of $34,910.61, the committee striking out the Single item of $2,500 for enclosing Judiciary Square, (enclosed under act of Congress ap- Proved March 3, 157.) This sum of money will prove very serviceable in enabling the Corporation to carry out needed measures of improvement. THE TABIFF BILL An active fight seems to be goingonin re. ference to the bill now before Congress. be- tween the protectionists who favor a virtually probibitive tariff, and those who wish to frame the bill so as to produce the largest revenue. All of the old arguments familiar to politi- cians of twenty years ago are being revived ‘There is this difference now. In addition to the old theories of enhanced prices, &c., it is urged by those opposed to higher duties, that their impositien will diminish instead of increasing the revenue, and thereby impair the public credit. The protectionists seem to have been strongest in the House yesterday, as several amendments raising the rates were adopted, the most important being that increasing the duty on pig iron from 89 te $10 per ton. The Assistant Commissioner of the Freed- men’s Burean in this district yesterday issued an order relieving P. P. Burgevine, Superin- tendent of the Bureau at Freedmen’s Village, and appointing as Superintendent Captain A. A. Lawrence, V.R.O. Lieut. Burgevine has been assigned to the duty of renting lands and tenements, and such other specific duties as are directed by the Superintendent, or the Assistant Commissioner. No arrangements have been made by the Government for any public display of fire- works on the Fourth of July, we understand, as the Ordnance Department has been so much occupied with other matters that no opporta- nity bas been presented for the preparation of the fireworks. H. Ruger, who re- eyed Col. Whittlesey as assistant commis- sioner of the Freedmen’s Bureau in North Carolina, has reported to the commissioner for the time during which he occupied the posi- tion, he having been relieved in turn by Brevet Maj.Gen. PHILADELPHIA, J une 30.—The committee of arrangements for the flag reception on the 4th of July have rere accommodations for the President and Cabinet and Generals Grant, Mesde and Hancock at La Pierre House. The Governor and Staff will have their head- quarters at the Continental Hotei. ———_-ee- LOCAL NEWS. rear sas A DkstRABLE IMPROVEMENT.—The Com- missioner of Public Buildings is now engaged in carrying out the long-needed improvement of Virginia avenue, by grading and graveling that portion from Virginia avenue bridge to Ist street west. This thoroughfare for the past several years has been a low quagmire. and during the summer months, in consequence of the stagnant water upon its surface, has been a serious injury to the health of the neigh- borhood. The Commissioner of Public Build- ings with commerdable zeal, has directed the grading and graveling, thus abating one of the Most abominable nuisances in the city. It is to be hoped that Congress will aid the Commissioner by an appropriation suf- ficient to continue improvements of a like character,as many such places exist on the avenues in the vicinity of the pitol. and their individual health should be incentive to render such aid as lay in their power in protecting the city from any contagious dis- ease which the community now so feartully dread. The outiav of money would be very smallin comparison to the benefits to be de- rived, and we do hope and trust that the com. mittees in Congress will take into favorable consideration the recommendations of the Commissioner in this respect. The attendance was very thin, but there was considerable competition among those pres- ent, @speciaily for No. 1 scales on La. avenue, between 9th and 10th streets, No. 1, which is new, sold for $775—8125 more than it did last year, to W. L. Wall & Co.; No. 2, at the intersection of New York svenue and K street with 7th street, near the Northern Market, which is also new, to John B. Circuit Court, Judge Wylie.—This_morn- ing, the case of James Gates against William Fieming, was tried. This was an action to re- cover (83,000 being claimed) from the defendant, for assaulting and beating the laintiff and his wife in November last. Fiem- ing went tothe house of Gates directly after the latter and his wife had returned trom the faneral of their child, and accused the wife with stealing $30 from him, and commenced to abuse her, when Gates, who had laid down, yl and ordered him out of the house. then term, to pay 8 fine of three hundred dollars. In the case the Circuit Court this morning, Messrs. F.C. Morgan and H. ©. Gooding ap- peared for the plaintiff, and Messrs. J. E. Nor- Tisand W. Y.
