Murtagh and Cassell, Dr. Walsh in the chair and R. F. Boisesu, secretary. Mr. Khees announced the death of his col- league, Mr. Mitchell H. Miller, speaking ot the mnterest De had taken in the cause of edu- cation &5 a member of the Board,to which he WSs appointed in 1545; of the interest he took in the Young Men's Christian Association, of which he was one of the founders and presi- dent in 1561 aod 2, in which capacity he dis- tributed the first books to our soldiers. Mr. Khees also spoke of his character as a sincere cbristinn—an elder in his church, superintend- ent ofa Semday School and secretary of the fag Bible Society. In every relation f life he was distinguished for scrupulons in- tegrity and self-sacrificing devotion to the in- terests of others, love to God and love to his feliow men. Mr. Khees moved that a committee be ap- pointed to draft resolutions, which was agreed to and Messrs. RP 2es, Tastm, Clark and Hol- mead were appointed the committee. Subsequently the following resolutions were reported, and after appropriate remarks on the life and services of the deceased by Messrs. Woodward, Wilson, Tustin, Brown, Holmead and Walsh, were adopted. Resoived, That in the decease of Mitchell H. Miller, who has for eight years been an active, enlightened, laborious, and most useful mem- ber of this board, we have sustained no com- mon lose, and that in his death the cause of education, philanthropy and religion will be deprived of one of their most able advocates and bright examples. Resolved, That we deeply sympathize with his bereaved family in this dispensation of Providence, which has taken from them in the prime ot life one who was so true, so good, so nobie, sv honest. and so unselfish. Cariter, Chie} ¢ Criminal Court of the District of Columbia -—The undersigned grand jurors for the June term of the Criminal Court of said istrict respectfully beg leave to sub- mit the following report in relation tothe con- «ition of the jail of the said District After a careful examination we find the building in such a dilapidated condition that there is no security for the safe-keeping o! the prisoners confined it. The walls are soft 2nd easily cut, as they have been several times. , The ventilation is greatly defective, in fact here is uO means of procuring a thorough system ot Yentilation, and in view of its crowded condition, we find this one of the evils; trom the manner of its construc- »possible to remedy this; the clis nd entirely without the mean: of Owing to the great increas? in the popula- tion of this metropolis of the nation, and that being of all classes of persons, it has neces- sarily increased the amount of crime, in fact to & far greater ratio than that of population The jail, which has never been large enough, is now far less commodious than ever, cells that should. not contain more than three prisoners are at times occn- pied by foarteen. Thus, in an unventilated room, fourteen persons of all ages are con- fined, and become a nest of disease. The re- quirements for the safe keeping and health of the prisoners call for a building of much great- er size than the present one. We also find that there sre no accommodations for hospital pur- poses, and in view of the great amount of sick- ness at times prevailing, and the possibility of the spread of disease, we particularly urge the necessity that some arrangement be made in this Tespect. In view of the defective condition of the building for the safe-keeping of the prisoners, the entire absence of a system of ventilation, and its over-crowded cells, we deem it our duty to call your attention to these facts and to urge the necessity of a new and more com- modious building. Were it not for the strict sani measures adopted by the officers in charge, it is evident that the effects of such a hot-bed of disease and death m our midst would be far greater than they are Anprew J. The evidence against the prisoner was not positive, but so strong as to induce the Justice to commit him to jail for court.
