We propose yery briefly to set him right, and inci- dentally to diffuse some useful information upon the subjec: for his benefit and that of his colleagues, so that when the question again comes before the House, they may speak intel- ligently and vote understandingly. First, then, we will remark that the earliest legislative mention os the Washington canal is to be found in the act of the Legisiature of Maryland of 179%, chapter 47, wherein the di. rectors were authorized to have two lotteries | H for the purpose of completing it. Washington on the pdan of this city, and in 1-12 athirmed the act of the Legisiature author- he two Jotieries just mentioned. Subsequently Congress gave tothe city of Washington $150,000 if it would relinquisa all claims to these lots. These lots, or the monies in Neu of them, were given by Congress to drain and secure these valuable tounds, on which the gardens now stand. he act of Congress authorizing the eity to purchase the canal compelled it to change the course of the canal, at an enormous cost, simply to de what was thought to be, and has proved. a great benefit to the General Govern- ment.
