Cot. t. om taking the chair, stated that all the bistories of the rebellion he had seen com- mence with the arrival of the 6th Massachu- and not one word was said in any. as far as he could ascertain. in relation to the District treops, who were the first to respond to a call, and then came in such numbets that the Goy-_ ernment did not muster in all. The officers were constitutea a committee to draft a constitution. A conversational debate took place as to what time the first troops were mustered in, euring which Col. Everett stated that fre- juently during the war ke had argned with he ofhcers of the Massachusetts Sixth that the District troops were first in service. Col. Towers stated that his company was the first mustered in, onthe lth of April, and other companies were mustered on the following day. Col. Tait stated that Company A, of the N 1 Guard Battalion, was on duty at the tin April, and received and escorted the Sixth Massachusetts to the Capitol. The Sixth Ws Dot assigned to duty at the time, because it was feared that in the excited state of the public mind & street fight would ensue. Dr. dimes ted that the Massachusetts Sixtn were ni ‘he first State troops in the field, for jour unarmed companies from Berks county, Pa., arrived here before them, and when they ived there were eight battalions raised in District, on duty. The District troops in- sugurated Abraham Lincoln, when they marched with fixed bayonets and loaded Tiuskets, and were drilling while the Confed- erates were drilling. They seized the flour and powder in Georgetown, and stored it in the Treasury, but no credit had been given them. The debate was turther continued, and while it was claimed that the District troops were the first to enter Virginia, it could not be determined as to which cempany the honor belonged: Capt. Rodier’s Company having crossed the Chain Bridge, Capt. Boyd’s the Aqueduct, others on the Long Bridge. Coi. Stone requested that the District troops should have this honor, and it was given them, but it Was not mentioned in history. After soma further debate, Col. Tait, Dr. S, A. H. McKim, and Lieut. Col. Towers were constituted a committee to prepare a history of the District troops during the rebellion. Lieutenant Colonel Boyd, Captain Kelly, and Lieutenant Hendley were appointed a ‘committee to secure a room and make arrange- ments for future meetings of the association. Engiceer Mockabee, Dr. Hines and Captain O-Hagan were appointed a commuttee on cre- dentiais of members. W. wn presided. of the executive com- mittee, stated that a number of prominent gen- tdemen had been mvited to lecture before the Associa among others Rey. Dr. Cheever, whi taken sick and could not come. Horsce Greeley bad also been invited, and Was expected, with others, to deliver lectures before the Association at future meetings. Mr. Joshua Clendennin, speaking of the or- €4Dization of the advisory committee of two rom each Site of the Union, urged more ac- tivityin the cause, and said he could speak without fear, as his head was now off. He would speak fearlessly if it was not off; it had not hurt him much, but he was now ready to werk bard to accomplish the objects of the association Judge A.T. Wiley suggested that the com- Mittee on lectures invite Rey. Geo. H. Hep- worth, of Boston, to lecture before the Associ- ation. The names of Rev. Dr. Bellows, Sena- tors Nye and Sumner, and others, were also suggested. Mr. Clendennin then introduced to the meet- ing Mr. A. A. Bradley, (a colored lawyer from Boston, who has been lately m Savannah, Ga.,) whose ap ce Was greeted with ap- plause. He is a keen looking gentleman of a delicate chocolate color, with a neatly black moustache and grey clothing. He spoke of the mooted question of the right of the colored man tovote in the States and Territories.and believed they bad the rizht now. {Applause.) Ifthe mat- ter was brought before the Supreme Court, and the speaker wonid take pains to bring it before that tribunal, it would be so decided. He tnen proceeaed to defend his position by an histori- cal argument going back to the formation of the Federal Government; touching on representa- tion withont taxation; glancing at the “free and equal” clanse in the Declaration ot Indepen- dence; referring to the Dred Scott decision: and then coming down to later times spoke of the fact of the colored race being enrolled and drafted in the recent civil war; and then of the recent Constitutional amendment. The speaker (who, as is stated above, is a lawyer) then said he would view the meeting a5 4 JUTY. and proceeded to take a legal view of the situation, which he admitted was not the seme a5 that heretofore taken by the Supreme Court, and therefore amounted to nothing. Under tbe constitutional amendment freeing the colored race, they were entitled to vote, whether they are called citizens or not. He then proceeved to discuss the habeas corpus act and other matters, speaking directly to his (constructive) jury, discussing the Constitution of the United States section by section, and making some novel assertions, among others «that no power but Congress can suspend the habeas corpus; that Congress or the State Legisiaturwseannot prevent the colored man fram yo! im any State,” &c., &c., building the righ! Whe negroes to vote on the first and second se@fons of the Constitution. To pre- scribe qualifications for voters is to qualify, not to annibilate, said he. My dear Moses {Appiause. Don’t know whether for Moses or the speaker—Rep.] that 1 labored so hard to elect as Vice President, that I spent my money for, but I think I can find a better Moses now; he wants the southern States to come in, be- eause there should not be taxation without representation, but he says nothing of the colored race in the South, and about their being taxed without representation. He thes spoke of the action of the Senate on the admission of Colorada, which he called a step backward, as admitting Colorado with a constitution ‘rejecting black voters. He then treated on the reconstruction question, and said nobody in the South can be elected to of- fice unless he wasa rebel general. The mayor of our city (Savannah) was a rebel general. When our Moses ordered an election we could elect no one but 4 mayor who had ordered a negre to be imprisoned and whipped just for ‘wishing to be loyal. He (the Savannah mayor) is now band and glove with the Fenians, and bad the speaker arrested and putin Fort Pu- isski tor one year for circulating a petition, while Jobn Mitchell was released to make trouble. He spoke of United States arms being Sold to negroes by the soldiers and an order being subsequently issued to reclaim all the arms, and therefore the United States was fuilty of stealing. Yesterday afternoon patrolman Doyte, of the Third Ward, and his brother, Michael Doyle, appeared before Justice Bates to answer to a warrant issued upon the oath of Eneas Keynolds, county constable, who charged “Patrick Doyle with assault and a so intent to kill, and also with robbing him ef $10” and Michael Doyle with aiding and abet- ting Patrick Doyie. Encas Reynolds W88 Sworn, and from his statement it appeared that on the morning of the 19th instant, between 2 and 3 o'clock, he Was going to his home in Sth street, between L and M streets north, when the hack was stopped by aman unknown to witness, who inquired of the driver where he was going. The driver replied that he was taking a gentle- man home. Tue man went tothe door of the back and asked Mr. R. for his aame. Witness replied, *‘What is that your business?" might have said, What the h—1! is it your business !”* ‘The man got on the hack, turned the horses and drove toward the station house. After going a short distance, witness got out of the hack, and stood in the street while the hack drove on. A man called to the pouceman, “ Patrick. come back: the man is out.” The officer went back and seized witness by the collar. Witness asked what he didit for. The officer replied by knocking him down with a club. Wenta short distance and again inquired about the cause of his arrest, and was again knocked down withthe club. Believing it was a mat- ter of life or death, he attempted to draw his billy, but it was seized and taken from his pocket by Michael Doyle, who tore the pocket im doing so. At the door of the station-house, witness was again knocked down by Doyle, this time with his fist. In the station-house, Deyle torcibly took witness’ money from bim, amounting to $45. Cross-examined.— Witness was at night charged with being drunk and disorderly, but in the morning was tried for profanity and carrying concealed weapons; was fined 35 for protanity and #20 for carrying weapons. At night witness asked Mr. Tucker, the officer in ebarge, what bail he wanted, as he was pre- pared to give collateral security, and was in the act of putting his hand in his breast to get his money, when Doyle seized his hand and tock the money. Witness did not resist the officer: the officer had on his uniform coat and cap. The next morning the money was re- turned Jess ten dollars after the fines were paid. Witness was out en his legitimate basi- ness as an officer. Is a constable, appo«ated by the Cirenit Court of the United States. Osborn Acton (the hackman) was sworn, and his testimony mainly tended to corroborate that of the prosecuting Witness. ‘The prosecution rested their case. Mr. Drury, for the detence, insisted upon the ex:imination of all the witnesses framed by the prosecution on the back of the warrant, ora continuance of the case that the defence might be prepared and have their witnesses present. Some of the witnesses on the warrant were wanted by the defence, but as they had been summoned for the prosecution the defence did not deem it necessary to secure their attendance, sudthe examination of only two of them took the defence by surprise. The counsel for de- fence stood upon their right to examine as many witnesses as they thought neceseary, and declined to examine turther, and objected to a continuance of the ease. Finally, by consent, the Justice held the parties to bail for court for ussault apd battery in the sum of &300 each. pablo cor CAPTURED AT Last. ‘Tuesday night, officer Miller, of the Second Ward, captured the noto- rious negro, Bill Shaw, and locked him up at police headquarters, preparatory to delivering bim to the U.S. Marshal. Shaw was arrested -ome months ago by detectives Kelly and Big- ley. for robbing a huckster in the Northern Market of $100, was tried and convicted in the Criminal Court, and when on his Way from the jail to the court to receive his sentence he eseaped from the guards. About ten days ago officer Miller got on his trail. and tracked him to Murder Bay, and being anxious to secure him, went alone among the desperadoes who Shaw associates with. The result was a des- perate ht, and a gang of colored soldiers sided Shaw in escaping from the officers, by seyerely injuring Miller's arm. Since then Miller bas been constantly on the lookout for him, and Tuesday night got information that he was working bis old game of robbery in the Center Market House. Miller went after him, and discovered him in the dark, moving about with acomrade. Milief gotin tront of him, and when near enough, knocked him down with a billy. He was quickly on his feet, and with his partner, made tor Mil- ler, at the same time drawing a razor. Miller struck at Shaw's partner, whe then struck at Shaw with his bil the razor in his hand. ana again knozked him down and seized him. Shaw shed his coat, leaving it in Miiler’s hands, and started torun. Miller raised the cry of “stop thief!” and Shaw fell down in the street, and was cap. tured by two citizens, who turned him over to officer Dunn, of the Third Ward, who took him to the Central Guardhbouse. Officer Mil- ler made application to Sergeant Skippon, who turned the prisoner over to him, and sent officer Dunn to accompany Miller and Shaw to police headquarters, where Shaw was ironed and kept till yesterday. Superinten- - Richards delivered him to the U.S. Mar- shal. a Dox’T WANT to ReETROCEDE.—The Mayor Wis so greatly exercised over the introduction of Senator Wade's bill for the retrocession of Alexandria county to the District of Columbia, that he sent ina message to the Council iast night asking for the appointment of a commit- tee to draw up an address in opposition to the measure. We were unable to get the names of the committee, but we doubt very much if there was 4 solitary loyal man placed upon it. It we find we are mistaken in this, we will take great pleasure in giving the presidents of the two boards that credit to which they will surely be entitled, “under the circumstances.” —Alezandria Journal.
