Mr. Sherman reported from the Finance Committee the bill to make appropriations to supply deticiencies in the public printing ap- propriatious for the present year. which was passed. Lt appropriates abou: $60,000 for the purpose named Mr. Wiley offered a resolwtion for the felief of loyas eitizens of Berkelay and Jefferson counties, West Virginia. It provides for the payment of citizens in these counties for quar- lermasters’ stores furnished to the army. Mr. Trumbull said there was a bill now pending to provide for tha paymeat of loyal citz all over the South tor army stores re¢- ularly furnished. It was bis intention to call this bill up at an early day, and be thought at would sulliciently embzace the cases reterred to by Mr. Willey. Mr, Johnson inquired if the money had yet been paid. Mr. Howe said it had not been. It could not be paid until the money was appropriated. The resolution was adopted. The House then took up the special order— the bill hitherto reported from the Committee on Roads and Canials, for the construction of a ship caval around the Falls or Niagara. Mr. Hurtbard, of N. Y., addressed the House in favor of the measure, urging that it was a military «nd commercial necessity. Mr, James M. Humphrey, of N- ‘was op- posed to the bill, considering it nothing more than a big speculation to put six or eight mil- lions of the public money into a private enter- prise. He moreoyer expressed bis belief that the bill was unconstitutional. During his remarks the morning hour ex- pired, and the bill went over under the rale.
