THE WAY IT WORKS. Notwithstanding the fact that there is great need of labor throughout the country, North as well as South, and that extra inducements are held out to the swarm of contrabands now at the seat of Government to employ them- selves at good wages, yetit is with great diffi- eulty that they can be prevailed upon to ac- cept the offers made for their services. They prefer to loaf about Washington, trusting to the chance of being supported by Uncle Sam; but mainly, as jate evidence has shown, with the idea that Congress will speedily give them the right of suffrage in this District, whereby they expect to derive some great advantages and be placed above the necessity of earning their bread by the sweat of their brow. This idea, however acquired, is fully fixed in their minds, and no efforts of even the Government agents, in whose word they have confidence, are able to dispel it. We have no doubt that the fact that Congress has held out the prom- ise of negro suffrage has caused thousands of negroes to resort to this District and remain here in idleness, acquiring vagabond habits, and in hundreds of instances resorting to theft, burglary, arson, and similar crimes. Hynes, who ‘s working under the direction of Col. M. I. Ludington, Quarter- master, Department of Washington, has been engaged for the last three months in removing the remains of the Union soldiers from the dif- ferent parts of Virginia to the National Ceme- terday at Arlington, and has identified and re- moved to Arlington about 1,600 bodies. in the neighborhood of 200 graves have been reported to Colonel Ludington, which are seat- tered around Darnestown, Rockville, and Poolesyille, Maryland, where men were buried who died of wounds at the houses of citizens in the vicinity of the different battle-tleids Capt. Hynes’ force will soon commence the re. moval of them, either to Arlington or to the nearest Cemetery. Itis believed that very few of the remains of our gillant soldiers will lie neglected upon the fields if every person, who knows where one or more bodies were buried, will communicate to Colonel Ludington all the facts conerrning their burial in their possession. COLOBED LABOBERS SUPPLIED. Communications to the Assistant Commis. sioner of the Freedmey’s Bureau in this dis- trict continue to arrive requesting him to aid the writers in making contracts with the treed people who haye assembled in Washington and its vicinity to labor on farms and planta- tions in the South and Southwest. The efforts of the Assistant Commissioner to satisfy these demands for labor haye been eminently suc- cessful, although the demand is yet largely in cess of the supply. Yesterday, upwards of four hundred freed people living iu and aear Alexandria, Va., were engaged by contracts, through the instrumentality of the Burean, to go to distant points. RECORDS DESTROYED, Dr. W. A. Spence, who was surgeon of the post hospital at Richmond, Va., during the re- bellion, states in reply to the inquiry made by the Government authorities whether he could furnish any information concerning the Union dead buried near Richmond, that he had in- duced the undertaker to keep a record of all the Federal soldiers that were buried, and to mark their graves, but the object sought was frustrated by the destruction of the records in the great fire that occurred on the evacuation of the city. SS FORTS DISMANTLED, The work of dismanuing Forts Stanton, Uar- roll, Slocum, Lincoln, Totten, Stevens, Reno and Sumner was completed yesterday, under the supervision of General Haskin. The ord- nance and ordnance stores were turned in to the proper authorities, the buildings will be sold auction, and the Jand turned over to the owners. WHITE HOUSE. In respect to the memory of the late President Lincoln, the President did not re- ceive any visitors to-day, and the offices of the Executive Mansion were closed. The Secre- lary of the Treasury and Assistant Postmaster General were in conference with the President for ashort time this morning, and Mr. Ray- mond, of N. Y., called later in the day. RELEASED.
