A better tone gradually succeeded, and the country will warmly welcome the official proclamation of | peace; not because it alters the existing state of society or politics, but because it is a culmi- nation of the policy of the Government of the United States from the beginning of the insur- rection to its overthrow and final suppres_ion; apd was the anxiously exoccted, beeause necessary step, to an early ard complete res- toration of the Union. We commend to our readers a careful pera- sal of this able State paper, which recapitu- lates the various proclamations of the lament- ed Lincoln; the resolution of Congress in 1961, “that this war is not prosecuted on our part in any spirit of oppression nor for any Purpose of conquest or subjugation, nor purpose of over- throwing or interfering with the rights or es- tablished institutions of those States, but to detevd and maintain the supremacy of the Constitution and ali laws made in pursuance thereof, and to preserve the Union with all the dignity, equality and rights of the several States unimpaired; that assoon as these objecis are accomplished the war ought to cease:*: and other action, all tending to the same end, and that end, the national unity. Total debt, $2,527,793,896.-2. Amount of coin in the Treasury, $62,069,700.90; amount ef cur- rency in the Treasury, $60,077,690.01. Total cash in the Treasury, $/22,147,350.81. Amount of the debt less the cash in the Treasury, #2,- 706,646.516.01. Since March 10, 10,106 white and 9,597 colored troops had been ordered to be mustered out, Waking a total re- duction since Janu: 9 of 4,300 white and 35,549 colored troops. May 1 the mustering out will be coneluded, and there will remain in the field 17,065 white and 30,217 colored troops, making a total of 47,232. MODEL HOSPITAL. The Surgeon General has had construcied a beautiful modet of the Hicks United States Army General Hospital at Baltimore, Md., which he decigns to send to France, to be ex- hibited at the Paris Expoxtion of 1367. This is a great dis- appointment to seyeral legal gentlemen from the South, who are anxious to practice their legitimate profession, but are excluded by their inability to take this oath. They had hoped that the oath would have been set aside, as it is no secret that five of the Court are opposed to it, But one of this five deems it impolitic to set the oath aside jucstnow, and consequently joins the Chief Justice and the three Justices who advocate the oath, in haying the decision post- poned. THE DISTRICT IN CONGRESS. The Sencte is occupied this afternoon (since tbe morning hour) exclusively with District business, and is considering the bill to incor- porate the District of Columbia Canal and Im- provement Company. It was pointed out by Senator Clarke and others that the bill was defective in not sufficiently protecting the rights of parties whose land may be con. demned for the use of the company: in not defining more precisely the rights of the city in regard to sewerage, the canal bridges, &e., ec, It scems probable at the time we go to press that the bill will be considerably amend. ed ere its passage. ES THE PATENT OFFICR. The United States Patent Office is proving te be more of a benefit to the coun‘ry than was probably ever anticipated, in stimulating the scientifical and mechanical genius of the land to greater effort and higher achievements. To no other influence can the rapid increase in the number and valne of recent inventions be more justly ascribed than to the protection and en- couragement afforded to inventors by the Pat- ent Office, espeeially since it has been under the able management of Commissioner Theak- ev. Mr. Chandier presented the memorial of the Tebacco Growers Convention of Michigan, asking for a modification of the tax on tobacco. Referred to the Committee on Finance. Mr. Sumner called up the resolution offered by him yesterday, ing upon the Secre! of the Treasury and the Postmaster General to report whether since December last any per- sons have been admitted to hold offices in these Departments without taking the oath reqnired by law, and whether the oath has been altered or modified in any cases, etc. Mr. Hendricks inquired ot Mr. Sumner if there was any reason for calling for such in- formation. Mr. Sumner said that on last Saturday he called on the Commissioner of Internal Rev. enue, and was told by him that the oath had in aa been modified to suit persons in the South. Mr. Hendricks did net see the necessity for passing such a resolution. He belie: the Secretary of the Treasury to have done his duty, and to be an able and efficient officer. The Government sent this morning some cay- alry, and the infantry are preparing to go to the scene. There is little danger apprehended of a gen- eral insurrection at present. A large defalcation was discovered in the militory treasury, and ihe intendant, Don Joaquin Galvez, and the inventor, Don Vi cente Rodriguez, have been condemued to p. ay over $2,502,000. Also, lerge deficits in the cus- tom house and other departments. The U.S. gunboat Mackinaw has been in port several days. She will leave to-morrow for St. Thomas. The New Jersey Senatorship. TRENTON, April 3.—This morning the reso- lution came rp to go into a joint meeting. Senator Scovel addressed the Senate at length, declaring that he could not surrender his pos'- tion without dishonor, and he would adhere to it to the end. The yote was taken, and the resolution was lost by a vote of 10 to 9, two Senators being absent who would have voted against the resolution. It requires a majority of the whole number to go into joint conven- tion. There were hisses in the lobby and con- siderable excitement. Mr. Scovel’s speech was particularly severe upon Mr. Cattell and Mr. Robeson T. Camden, nouncing them as having flourished and eTown rich on the suflerings of the people in the recent war. He offered to vote for any man who entertained the views he did. He was not urging his own election, and said he did not want the position, but he neyer would submit to the dic meinnat: Election. In the registry department, during the quarter, 5,350 valuable letiers rom the dead letter office were registered under the new system of re- turning valuable dead letters from the dead letier office to the writers or owners, aad 1.991 from individuals: 614 were received and dis- tributed, making a total of 10,%5. The money order department sold during the quarter 1,785 money orders on various offices—quite an increase over asy preceding quarter, the sys- tem being constantly growing in favor with the public, who find in it the fullest secarity againstloss. There are now over 600 money order offices in the country, and on the Ist of July 300 Additional offices Will be established, making in the country nearly a thoasand.
