Concurrently with these influences, the sieady advance in Five-twenties abroad, by removing apprehensions of a return of those securities, lessens the prospect of the premium being strengthened by an export de- mand for gold. The stock market yesterday was dull and weaker. Governments were strong. The last steamer brought fresh orders for Five-tywenties; but not, apparently, forany large amounts. From Ogdensburg and Piatts- burg demonstrations will be made against Montreal, and ultimately Quebec; Kingston Will be approached by Cape Vincent, while Portland will be the general place of embarka- tion for expeditions against tne capitals of New Brunswick and Nova Scotia. The Canadian and Provincial borders once crossed, bases of operations will be established in the enemy's country, so that international quarrels with the Washington Government May be evaded. There are to be lands chosen at the head of Passamaquoddy Bay, St. John's on the Chambly. close to the tof Lake Champlain, Prescott, on the St. Lawrence; Wolf Island, at the head of Lake Ontario; Hamilton, Cobourg. Goderich and Windsor, in Upper Canada. These places are all within convenient distances of the United States, and afford by water an easy retreat, as well as cunning receptacles for fresh American levies. The Sweenry government calculates to have, by the first of April, fifteen millions of dollars at its disposal, im ready cash. This will give transportation ad maintenance for one month to thirty thousand men, a greater number than were ever before mustered to the conquest of thousand will carry the line of the Grand Trunk Road west of Hamilton; five thousand, crossing from Rochester to Cobourg, will be prepared to move either east, in time to act intly with three thousand men from Wolf Yeand, upon Kingston, orto take part with the western detachment in the capture of To- ronto. During the ensuing winter, diver- sions will be put in motion in Ireland, and while it is believed the Brotherhood can defy the Queen’s war transports to land an army in the west, arrangements will be developed to equip a powerful navy, for oggressive opera- tions on the sea. Before the istof June, it is thought fifty commissioned vessels of war and privateers, carrying [pree hundred guns, will be afloat, and te maintain these a tremendous moral influence Iria! most war. At the present time a burean of operations is being quittly organized in Paris, where the opposition press has already proclaimed for insh nationality. Itis Mr. Mitchell who sees that the funds of the brotherhood are distribu- ted in Treland. He alsois in correspondence with liberal statesmen in Great Britain, and eenducts the disintegration of army. Among the earliest aggressive operations will be the overhauling of a Cunard steamer between New York and Cape Race, with her usual allotment of specie. In like manner the British lines of steamers proceeding from Eng- land to Quebec, Portland, Boston and Halifax will be arrested and their funds secured. Military operations in Ireland,;mus!, of ne- cessity, be contined to the interior. ‘Three mil- itary departments will be organized, the Shan- non, the Liffey and the Foyle, and the cam. paign wll be entirely predatory or guerrilla in its condnet. The British Coast Guard sta- uons will fall ene 4 conquests, their number and isolation contributing to their ruin; while from the Wicklow Mountains, through ail the rocky fastnesses of lreland, the cottagers will descend upon the British garrisons, maintain- ing perpetual and bloody rebelJion till the bet- ter news comes across the sea, or the patience of England is quite worn out. General Sprague, Assistaut Commissioner of Freedmen's Affairs for the States of Mis- souri and Arkansas, reports to the Commis- sioner under date of February 20, 1806, that sd more rations were issued to white refu- gees in the month of January than were is- sned in December, as the number of refugees requiring assistance kad increased 1,091. The number of rations issued to freedmen in Jan- uary were 4,154 less than the issue in Decem- ber, the dependent freed people having dimin- ished 167 since the close of last year. He be- lheyes that the issne to refugees will have to be further increased, because in many parts of the district thege was but a scanty supply of food last fall, and this has been exhausted. The poor are withoat meney or means to pro- cure food from a distance, and there seems to be no alternative but to supply the helpless women and children from the Government commis-ary fiores or leaye them to starve to death. The Commissioner, therefore, is placing a liberal construction on the word refager, and is preventing starvation in all parts of the trict. He estimates the number of help! poor that will be dependent on the Goyern- ment for support during the next three months will be about four thousand. Two hundre and titty boxes of clothing Lave also been dis- iributed among the destitute white people. The demand for labor has been such that all freedmen, able and willing to work, have op- tained employment for the year at good wage: and but very few ed are idle; large nuin- bers of freedmen are being brought iato Ar- kansas from Georgia and other States; these are hired freedmen, ut lower wages than the resident bich, the General thinks, will not y tothe planters, as the im. is will not work as faithfully as the resident hands, being paid so much less. Our @onsui at Liverpool, England, in his despatches to the Department of State, dated February 23, 1966, says that this terrible scourge is still on the increase. No remedy has yet been found that meets with any general con- fidence, although there are several that promise well. The oMcial report for the week ending February i7th state the number of new cases to be 13,001. This isan increase of 2, over the number reported last week, and 3.-4- over the number reported as having been attacked in the weck before last. SUNK AT SEA. The United States Consul at Gibraliar re- ports, in his dispatches to the Department of State, dated February 26th, 1366, the wreck of the American coasting schooner “ Edwin Reed,” of Boston, Mass.
