INDIAN AFFAIRS, The tribes that made the recent attack on the overland route are believed to be that branch of the Arapahoes and Cheyenres that were driven from the neighborhood of the Arkansas river, after the outrage known as the Chiv- ington massacre, at Sand Creek, Colorado Ter- riiory. Ltis thought that after their expulsion by Cnivington they made their way north of the Platte river. During last autumn, when the Commissioners were on the plains, they were informed that messengers had been sent by these Indians to meet them, for the purpose of nézotiating for peace; but whilst on their way for this object, it is supposed, they were attacked by some of our forces, who were igno- rant of their mission. It was, doubtless, in retahation for this last attack upon them, that they committed the depredations on the over- land route. From recent information received at the De- partnent of the Interior, those Indians are yet disposed to become friendly; and, with a view to confer with them for the attainment of this object, the Commissioner of Indian Affairs, with the approbation of the Secretary of the Interior, has appointed an agent, an officer con- nected with the army, and specially detailed for this mission by the Secretary of War, to meet and arrange with them for an adjustment of the difficulties. The agent will go out ac- companied by aeufficient escortto prevent any such mistake in fature as caused the disper- sion of the former Indian peace messengers. From the confidence imposed in the officer, who is well acquainted with these tribes. we have reason to expect that peace will soon be ablished in this region. FREEDMEN’S BUREAU. Reports now arriving at the Bureau of Refa- Kees, Freedmen, &c., give highly encouraging accounts of the manner in which the business of the Bureau is being carried on in the South- western States. Hospitals and camps are be- ing provided for the sick treedmen, and a large buniber have already been established. Homes are being furnished and work supplied to great numbers of the idle and suffering. The number of those supported the Government are daily diminishing, asthe freedmen gradual- ly fall into employment and are thus convert. ed froin idle consumers to producers. ATTACK ON A PROVOST MARSHAL. Yesterday, as the Provost Marshal of this Department was passing by the Treasury buiidiug, he was struck by aman who seemed fo be somewhat under the influence of liquor. z provost guard arrested the individual, v vroyed to be an ex-captain of the rebel The man has been turned over to the civil authority. —$_____ PROMOTED Major Finley Anderson, Assistant Adjutant General on the staff! of Major General Han- cock, has been promoted to Brevet Lieutenant Colonel, tor gallantand meritorious services. Major Anderson was correspondent of the New York Herald for the Second Corps, and volun- teer aid on Gen. Hancock's staff during the campaigns of 1-63 and 164. PRISONERS RELEASED. An order bas been issued from the Adjutant General's Office for the release of eleven more of the prisoners confined at Fort Whipple. This leaves but nine prisoners confined at the Fort WHITE HOUSE. This being Cabinet day, no visitors were ad- mitted. All the members of the Cabinet were present, except Attorney General Speed, who wus attending the United States Supreme Court. PARDONED. The President to-day pardoned one hnadred and eighteen Texans, all of the $20,000 class, and Gen. Itis the intention of this Department to make no More appointments. As the force at present engaged will soon be too great, it is intended to jet the reduction occasioned by casualties keep the number of clerks pers to the amount of labor to be performed. The boy Walker red at the office bear- ing the marks of the pistol shot in the ehspe of an ugly bole between the right eye and ear, Which the blood trickled. He testified be with other colered boys were sitting nima sheltered piace and the man came slong and told them to go awny, aod called for ® pistol and shot at him and the other boys two o: three times. The man said “d—d if i don’t kill one of them niggers.” The prisoer Otto here remarked “the pistol eas Mine. It was one kept atmy place.” Ylustice Bates.—Did you keep it there to shoot P< ple with? Le nad but it was always kept on; to Of three higpere ~~ hes acouple of hundred James Raymond (cotetea) testified to the same geveral effect with the boy Walker as to the shooting. The boys he said had got nearly fcress the street when the shot was fired at Walker. = Washington Johnson (colored) testified th the boys were sitting down and the beeen oft and commenced running them Sway. The boys ran across the street. The man shot twice. Samuel Spencer (colored) testified that the man drove up in a wagon, and jumped ont and com. menced kicking the boys, and told them to get Away. He then commenced shooting at the boys, and shot at this one across to the lumber ard. z. Frank Lomas (colored) testified that the man gotoutof a nd witness sa Want your boots blacked ! and he said “No,” and commenced kicking them, and called for a re- volver, and a man handed him a revolver, and be commenced shooting at the boys. Dr. Buckicy was called in, and examined the wound, but was unable to find the ball with a probe, and was unwilling to express an opin- ion as the character of the wound under circumstances. In the meantime, Capt. Spargin, Superin- tendent of the Freedmen’s Bureau forthis Dis- trict, entered the office, and seeing the condi- tion of the boy, gave a permit for bis admission to Campbell kotpital, where he will be proper- ly treated. The revolver was found by Officer Roth and turned over to the Justice. It is a small sized silver mounted revolver, carrying a bail about A sive less thana buckshot. Justice Bates de- clined to take bail in the present state of the case, and committed Otto and Miche! to jail for further exainination, che first as principal and the latter as accessory. Tax RUNNING OF CARS BYSTREAM.—This af- ternoon, the trial of the case of the parties charged with running of cars through the streets by steam, and endangering the lives of the citizens, commenced on Tuesday afternoon was resumed before Justice Walter; Joseph H. Bradley, Jr. appearing for the prosecution, and Messrs. Riddle, Wells, and Webb for the defense. The defense called B. B. French, (Commis- stoner of Public Buildings,) who testified that lately whenever he noticed the cars running round the curye they were run slowly, and the bell was rung, and he nearly always heard the whistle. Witness did not recoilect, even when the road was in the hands of the Government, that the trains ran fast round the curve. The trains were run faster while the government had possession of the road than since. Wit- ness never saw the trains run at such epeed but that) any person with proper care could have got of the way. Mr. W. ¥. Montgomery testified that he had charge of the railroad bridge across the river, and noticed that going up he grade, which is heavy, the trains have to go up fastas faras 10th cr i2th street, but the baiance of the way to the Baltimore depot they run at about three or four miles per hour. A nin is stationed at 12th street, since the Orange and Alexandria Com- pany have used the road, with a lantern at night and a flag at day, who walks in front of the train. Witness never saw the flag used be- fore the accident on the 16th of November, but has noticed it continually since. In goingdown the grade the trains are very slow. Dr. James E. Morgan, for the proseention, tas- tifled that he resided at the corner of Maryland avenue and 12th street. Since the 10th of Oc- tober trains have not been run so frequent as before. As for speed the company had man- aged itas well as any, but what was objected to was the running by steam, causing horses fornn away. He considered that the running through the city was prejudicial to the lives and health of citizens. It was the use of sieam which wae generally complained of.and it was now a& public incon venience and injury. By the Defense:—The street cars area nuis- ance to someextent. The use of steam in any city be thought a nuisance. This compan. sermed, had used the road as judicionsly as any company would. While the Government had the road, some of the engineers used to blow their whistles, seemingly to frighten horses, but a complaint was made and it was stopped. For two years past the rate ef speed was probably Jess than six miles per hour, and the trams now run slower than that rate. Capt. James L. Maguire, for the defense, testi- fied that at this time the trains run very slow, and he recollects on the morning of the accident baving heard the whistle. Witness thinks a man with ordinary care can avoid accident. Witness during last summer saw the trains run through Kochester at a mucb faster rate than the trains do aronnd tha avenue. Colonel Wells remarked that at least forty trains per day run through the heart of Ro- chester, and sixty-five through Newark. Mr. Bradley said if a hundred ran through such Cities, it had nothing te do with this case, and perhaps those companies had legislative sanction for thus running, which this road bad not. Mr. Normon Harleston testified that the mora- ing and night trains ron slowly, and recently be soticed 2 man witha flag or lantern, who walked before the train. a Larceny.—Yesterday Henry Werner was arrested by Officer Parker, of the 24 Ward, for the larceny of a considerable quantity of bacon from D. L. Morrison, corner of 12th and B sts. A part of the bacon was recovered and the Titoner was sent to jail for court by Justice orsell. CE ES ADMITTED To THE BaR.—This morning, on motion of Richard T.
