Moore, Sec- cagery No. 5, Third District, was received and Btecepted. ‘Dr. Walsh stated that there were 248 appli- ‘cations for admission in the primary school of Bis (the third) district. . Cassell, from the committee on supplies, reported that they had received two bids for Yurniehing the schools with fuel, viz:—From Dickson «= King, for the wile and Second Dis- aricts, coalat $13.75; 9ak wood, $9.75, and Lewis ‘Thomas, Fourth Di-irict, coal at $15; oak wood, ‘310. He stated that the committee had thought best to reject both bids, and to depend upon the amarket. The report was adopted. Mr. Murtagh, from the committee on ac- connts, reported that they had examined the treasurer’s accounts and found them correct. ‘The report shows the balance in the hands of the treasurer, June 39, 1965, to be $195.07. Aggregate amount expended during the year, Sl4ys24.01. Amount received from the City Register upon certificate, $20,010.01. Balance to the credit of the treasurer, $9.07. The re- ‘port was received and adoptea. Mr. Khees reported from the committee on Tules that there were no changes proposed for the present. Bates, Lizzie Hinton, and Mrs. Marion L. Stone. Mr. Tustin, from a special committee, re- ported a resolution authorizing the night Schools to be commenced on the I6th-inst., aad be continved as jong as ten members attend each school, and that the sub-board of the sev- eral districts designate the places where the night schools shall be held; adopted. Mr. Wilson offered a resolution of thanks to Mr. M. D. L. Hayes, for his services as an in- atructor of writing. Messrs. Rhees, Holmead, Murtagh and others Opposed the resolution as endorsing an untried system, and argued that Hayes had been com- Pensated for his labor. Mr. Wilson urged its adoption as a matter of justice, but subsequently withdrew the resolu- uon Mr. Wilson offered a resolution for the ap- pointment of a special committee of four to visit all the public schools in the city, for the Purpose of witnessing and examining the mode of teaching writing, and making such sugges- tions in this respect as they may consider best for the interest of this important branch of public instruction, and report to the Board the Tesults of their investigations, together with their views of the benefits resulting from the Spencerian system of penmanship. Se CAPTURE OF 4 DesPeratTE BURGLAR.—This Morning, about four o'clock, detectives Clarvoe and McDeyitt captured a well-known burglar, named Jas. Arthur Whitlow, more generally known as “ Babe” Whitlow, in a house on Buzzard Point, as a fugitive from justice, he having, with 2 comrade named Jobo Hart, made his escape from jail in June last, by cut- » tang through the roof and lettin, ives dewn. Whitelow was discovered last winter ‘with another person in the act of robbing the Festaurant atthe corner of 1ith and E streets, by the proprietor and barkeeper, who hap- pened to be returning from a ball, and an attempt was made to arrest them, but Whit- jow drawing a razor, succeeded in making his Sacape, A short time after this the store of Mr. Sipos, on F street, near 13th, was robbed, and dewctives Clarvoe ‘and MeDevitt arrested Whitlow as being concerned in the robbery, snd found Sipos’ coat on bint at the time. On being taken before Justice Miller, Mr. McKen- ba, the barkeeper, at 1!th and F streets, ideati- ted bim as being the one detected in robbing that place, and he was commitied to jail for a further bearing, but was released before the term of the court. A few weeks after Mr. Drew's tailoring establishment, near the Bank of Washington, was robbed, and Whitlow and Hart were arrested and committed to jail there. for, but they made their escape in June, as de- scribed above.
