RECONSTRUCTION—NEGRO SUFFRAGE ‘The problem of the times is the discovery of | the speediest and easiest way of thoroughly Ye-establishing the anthority of the General Government over the South—that is, in the minds and hearts of the people of the South. Nobody who pays # fair share of the enor- mots taxation which this war has necessarily | brought on us, or who has children to leave behind, is anxious to perpetuate military rule | anywhere in our land, unless he be a shoddy- ite: @ person who fattens and battens on the opportunities for plunder incident to the un- | settled state of society which civil war engen- ders. Tbere are thousands such people un- Zortunately, some seeking plunder threngh phi- janthrophic protessions, and the rest through ihe influence of their claims toexcessive Union patriotism. Together, they constitute almost the only remainimg bar to the restoration of the Bnion. They are the main advocates of negro suffrage, in the belief that the votes of the ne- groes can be so influenced as to remit the po- Jitical affairs of the South inte the custody of | parties wbo will aid them in perpetuating the war, by keeping the South governed by the force of bayonets only. They maintain that | the only trustworthy people south of the Po- tomac are the freed blacks. This is the drift of ali they utter on the subject. It is sweep- ingly untrue. We hold, on the contrary, to the theory of President Johnson, as promulged through- | out Dis administration as Military Governor of Tann~ 45 10l@ Adusess to the negroes of Washington, and in his decision with refer- ence to the provisional government of North Carolina, that there are loyal white menenough in the South to speedily reassure that section in its rightful aliegiance, now that the despot- ism o fJeff Davis, Billy Smith, Wade Hampton, Judah P. Benjamin & Co., has been obliterated trom the face of the earth. The Star's usual readers know well that it hhas steadily maintained that the mass of the people of the South needed but tobe assured that they were to be no longer at the mercy of ihat despotism, to take their stand eagerly in favor of the re-establishment of the authority of the United States Goverment over them, with any changes that the war might render mecesary. Everything that has transpired in that section since the fall of Richmond has gone to prove the correctness of this opinion. ‘We recognize and heartily approve the pro- riety of the regulations laid down in Presi- dent Johnson's late proclamation of amnesty, by which men who may possibly be still af- ected with disloyalty are to be debarred from ihe rights of citizenship in the South until they may individually purge themselves of that g@uspicion; his reservation of the right to par- don any men of the excluded classes being de- Signed to that end. We alsd recognize in the ‘very recent action of the Legislature of Ten- messee the true key to the reconstruction of State governments and society atthe Seuth ™mpon 8 thorough and reliable Union basis: the plan of disfranchising all who cannot com: | pletely substantiate their loyal intentions, tor a term Of years; in the course of which they will certainly cease to be dangerous to society, as citizens, in any respect whatever. To°remit the civil affairs of the South into the keeping of its negroes will be but to put those affairs in the bands of demagogu2s. The shoddyites and bogus philanthropists of the North who urge that policy on the Government would find themselyes beaten in a single month in the yame of controlling the negro vote, by the more Bdroit demagogues of secession proclivities. President Johnson knows human nature too well to run counter to that sen'iment, as is evident in all he writes, says, and does upon the subject: He is earpest in doing his best forthe future of the negroes of the United States; in assuring to them freedom, and the fallest opportunities for improvement, as all sensible men are.
