He advyerted to the important general improvements inaugurated Dy the Councils: The Paid Fire Department, Fire Alarm Tele- graph, and system of Public Schools, the lat- ter of whicb would soon furnish to the 7th ward a noble school edifice, similar to that in _the 6th ward. Mr. Lioyd then proceeded at some length to Geal with the question of the resolutions of the City Councils in relation to returned rebels, and to the cerstres that had applied to those who voted agsinst them. He said he assumed the position that we had nothing to do with the question of rebels returning to their homes; that it was a matter for Government to d with, and with which we had no right to med- dle, But while holding this position he had been from the outbreak of the rebellion, and at @ time when an exhibition of loyalty meant something, a devoted and determined friend of the union of these States. Mr. Wright, in defending his course in vo- ting against the resolutions, said that he had Deenin the service of the Government fora quarter of acentury—for ten years asanen- listed man and fifteen years asacivilian. For four years there had been persistent efforts to secure his removal, and he would guarantee tat the efforts would be quite as ineffectual in the future as they had been in the past, In re- = to his vote on the resolutions referred to, ie had acted from a sense of duty, and he would racrifice an. F siege: 2 in the giftof the Government rather than sacrifice his convic- tions of right. Mr. Dudley said that the same ineffectual efforts had been made to effect his removal as had been attempted in the case of Mr. Wright. As he had voted for the regolutions under dis- cussion he need not defend himeelf in that par- ticular. He bad endeavored to sustain the Government as far as was within bis power, and also to advance the interests of the people ofthe Ward to the extent of his abilities. Mr. Walker said that haying voted for the resolutions he supposed his Joyalty was not in question, and therefore need say nothing further. Mr. Noyes said that as he too had voted tor the resolutions in the City Coungeile, he sup- posed, if that were the test, be would stand upon the loyalty question in the same category with Messrs. Dudley and Walker: but he did not consider it atest in any degree of loyalty. It was 4 question rather of practicability. Men of equal and undoubdted loyalty were divided in opinion as to the feasibility of any action apart from Government action; and he, nimeelf, held that there should be discrimina- tion made between the penitent secession-sick- ened returned rebel, and the rebel who comes back blatant and boastfuland ready for further Mischief. While there was this difference of opinion amongst Union men he did not think it could properly be made a test in Ward poli- tice; and he was satisfied that the people of the Ward in casting their votes would not so |, regand it. gai Ax IMroRTANT Decition—ISABELLA HUR- DELL V8. CHARLES H. HURDELL.—This case bas been before alluded to in the Star and was an application for divorce a vinculo matrimonii, and alimony. The petitioner praved the court to award her the custody of r child, and to restore her maiden name. Soon after the —— was filed, the Court, on motion of Mr. Thompson, connsel for the pe- titioner, passed an order requiring the defen- dart to pay alimony to the petitioner at the rate of $30 permonth, which defendant stated, in his sworn angwer, he was not able to pay, but its payment was enforced by attachment as for coutempt. Testimony was taken under the order of the court, showing that the de- fendant was living in adultery with another ‘woman, upon ‘whom he was prodigal in his expenditures; that he boarded and elothed her at an extravagant rate; and the court upon the final hearing of the cause, granted a di- vorce as prayed for, restoring to the wife her maidén name, awarding ner the custody of her child, and decreeing that the defendant should pay to the complainant alimony at the rate of thirtyldollars per month. From this de- cision defendant appealed to the Supreme Conrt of the District of Columbia siitting in banc. Tke case was argued before this court on the 29th inst., by Mr. Thompson for peti- tition, and Messrs. R. J, Brent and T. W. Blount for the defendant The Court, all the Judges concurring, affirmed the decision ot Judge Wylie, and the attachment will accord- ing?y be issued forthnwith. Hartranft, now commanding at the penitenti- ary building, where the conspirators are con- fined and on trial; Gen. Curtin, now command. ing the division, and Col. J. Ord Mathews, who has commanded the brigade since its or- ganization, and others.
