Phillips in prominent characters. eS as IMPROVEMENTS.—At the Baltimore depot the company are making some improvements which will greatly tend to the convenience of the public. At present our merchants in in- quiring after freight are obliged to make their ‘way throngh the yard to the lower end of the building to the freight office or over the plat- form, and the present office of the agent, Mr. Koonts, with the telegraph office, are also ont of the way. Three new offices are being ereced near the gate to the platform, one for the agent, the other for the tonnage and the third for the telegraph. By this arrangement persons transacting business at the depot will find all the officers under the same roof, and the tele- raph office being in connection with all parts of the country it will be invaluable to the public. Thomas; Hyde, Forrest, Kelly, Edes, Craig, Stake, Fow- der, Bronaugh, and Mitchell. A communication was presented from the Street commissioner asking au appropriation of $1,000 for the repair of the lower and upper roads leading to the chain bridge; referred to the committee on streets. The bills of G. Crandle and Hudson Taylor, for stationery, were presented and referred to the committe on claims. A petition from Walter Godey tor permission to place a platform scale, for weighing ice, in front of his premises, south of the canal, was referred to the street committee. A communication from S. M. Waters & Bro., offering to tap the water mains at $2.50 per tap, Was referred to the water committee. Also, trom R. Cruit & Son, offering to pay $25 per annum for permission to enclosea por- tion of Montgomery street, near his premises; Teferred to street committee. Dakebart, Adams Express ©o., the Chronicle and National Republican; and paying to the street commissioner #27277 for the reitiementof bills due for work and ma terial im repair of streets, were Teported trom committees and laid over for one week under the rules, Resolutions instructing the committee on pumps to inquire into the propriety of letting out the repairs of pumps by contract; instruct. ing the committee on streets to inquire into the best means for using the small fund in hand for the repair of streets; instructing the mar- kKet-house building committee to devise a pian and ascertain the cost of furnishing the hall of the new market house with substantial move- able seats; appointing a committee (Messrs. Craig, Hyde and Mitenell) to confer with the butchers concerning their objections to occu- pyicg the new murset-hbouse; and appointing @& committee (Messrs. Thomas, Mitchell and Craig) to act in conjunction with the Mayor in Poems an eulogy on the late President, Mr. ncoln, were adopted. Mr. Hyde, from the market-house committee, to which was referred the proposed new rules for the government of the marget-house, re- ported back a substitute, which was read the second time, amended, and laid over till next meeting. The enbstitnte as amended provides that the sale of stalis advertised for the 22d of May shall be conducted under the supervision of the Mayor, who shall have the right to reserve @ bid in each case, if in his judgment the stalls should cell too low. The butcher, hucketer. butter and country ‘Stalls shall be sold for a period of ten years, at Qn annual rent, payable half-yearly in ad- vance, of $10 for each single stall, and $80 for each double stall. Nostall, after the regular sale, shall be sold for a period less than six months, and for all sales for that period the rent shall be $5 per mouth. In all cases where the rent is not paid within ten days after its falling due, the stall shall be forfeited to the corporation. All stalls shall be numbered, and if any stall is pot used for a period of thirty consecutive Guys, it shall also be forfeited. The market house shall be oper daily except Sundays, and from the ist of April to the Ist of October shall close at 10 a.m., and at 11 a.m. for the rest of the year. It shail also be open from 3 to9p.m.Saturdays. The exposure for sale of unwholesome meats or vegetables is prohibited, as are aiso smoking in the market house, posting placards upon or otherwise defacing the walls. The Market Master shall have supervision of the market house, with the exception of the hall and ante-rooms in the second story, which for the time being shall be ‘under the control of the market house building committee. The purchase of any article for sale again, except live stock, during market Bours, is prohibited, and none but those licensed @s green grocers shail be allowed to sell fresh meat or fish outside the market house. The Mayor is also authorized to sell the stands in the fish market over the canal till the Ist of March, 1566. The committee on grievances was discharged from the further consideration of tne petition of Thomas Wood ward, asking to beexcused from paying taxes so long as the Corporation of Georgetown is in debt to him for Coroner's fees; and the Board adjourned.
