““TELEGRAPHIO NEWS, —— > GEN. BOSECBANS IN BOSTON, Mis Speech in the Representatives” Hall, Boston, Mya 11.—General Rosecrans visited the Representatives’ Hall, to-day, and at the eiose of the cession he-made a speech, in which Be said: I have perceived. in large letters im the newspapers to-d@y,-that General Rosecrans is going to raize 25,000 men to go te Mexico. General Rosecrans is not going to do any such thing. [applause.j General Rose- crans thinks that soldiers who have fought in this great battle for freedom, have done tt ‘with more patriotic motives than have ever been seen before (applanse], and I do not think any young men who have distinguished themsely@5 in the annals of all time, will per- mit themselves to be misled from their high and bonorable cause, into ay buccaneering expedition. ‘Loud applause. The General also said he Doped to see ptiblie opinion directing our young men into chan- nels of cefal industry, in which he pro- posed to set an example. ¥ ve taken the occasion to make these re- wath: because Isaw, when in Washing‘on, men willing tostart on something with other men whose advancement hitherto had not been sufficient to gratify their ambition; but if you examine the flames of those mentioned in the advertisements a will find that they are third-rate fellows, who are not worth a’snap, and that our common soldiers are worth a dozen of them. [Loud appiavee.} At the conclusion of his speech three rousing cheers were given for General Rosecrans, and three for the army of the Cumberland. GEN. TAYLOR'S SURRENDER... THE SOUTH—A STRANGE STORY AROUTSHERIDAN’S MOVEMENT. {London Times’ Richmond Correspondence. }j I believe that the fallure thus far of the in- furrection may be attributed to three princi- al causes: First, and most materially, to the ‘aslure ot Johnston and the Western Army to keep Sherman out of Atlanta in the same man- ner as Lee and the Eastern Army kept Grant outof Petersburg and Richmond. Secondly. To the imbecility of the Confederate Houses of Congress. Thirdly, and finally. to the inherent ‘weaknees of President Davis’ Government, and to the inability or indisposition evinced by him or General Lee to assume, at any risk, the dictatorial powers which a jealous and short-sighted Congress denied to either, but which are alone adapted to the successful management of revolutions. Reserving some further reflections upon the Philosophy of this revolution for a future oc- casion, I desire atonce to state thaty avithout in the least undervalning the admirable tena- city of Grant, the eager impuisive @gi, 3stness of Sherman, the soldierly qualities of ileade, and the valor generally of the Federal armies, it is my deliberate conviction that Lee has been defeated mere from the rearthan from the tront, and’tat nothing but the possession of the yery highest personal attributes by its commander has ayerted from his army the erusbing blow which, According to sll human foresight, ought to have overtakcn it some six Months sooner. + I may bere mention that if General Sheridan | had been able some few weeks ago to get &cross the swollen James river, between Lynchbarg ard Richmond, and swoop down upon the Danville Railroad, he would prob- abiy have met with little or no opposition, and theend would have come some forty or fitty Gays earlier. | ——_——— Uj Awork just published in England of the Sepoy mutiny, proves to the most com- plete satisfaction of the imparia! reader that ‘ was the greased cartridge which fired the inine of disaffection, and sent forth mutiny snd murder all over India. The fat of the pig and the fat of "the cow defiled Mahommedan and Hindoo alike and at once. A Lancer in the magazine at Dam Dum asked a high-casta Sepoy to give Mima drink of water and was | refused, whereupon he avenged the contume- jy by telling the Brahmin that high-caste and low would soon be allthe same by reason of the new cartridges to be isswed to the troops. That was early in January, 1957, and before the end of the month the taunt and menace had been spread allover the lines of the Sepoy regiments far and wide. At the endof Febru- ty the ferment in mens minds had produced actual and visible working. Lord Canning was at Calcutta, but the officers with whom he ought to have consulted in reference to the greased cartridges were away. Tre Mexican Movementix Brioxtyn.— Col M.
