Mr. Thomas then read from ‘the Clerk’s estimates of receipts and expenses for the year 1865, and proceeded to show that amounts equal to $20,000 were not added in the general estimate, and must be provided for this year. He then proceeded to show that stocks of the Cotporadon did not sell as readily as for- merly. Mr. T. declared his readiness to go as far as Was proper for the relief of the citizens, and nothing but a sense of duty could induce him to oppese & measure for that purpose. Suppose a bill passed appropriating twenty or twenty- five thousand dollars. What bank or money lender would lend the money without first asking, what security can you give for the payment? Wi'h the facts presented before this Board, not one but would answer “No.” Mr. Hyde said his remarks had been antici- pated by the gentleman who had just spoken. He found but asingle individual in favor of this speropriadon, and not one who had been called upon to contribute. The estimate had been read and the outside difficulties alluded to, but there is an important item which he had overlooked. There are $12,000 for the Clerk to pay on the Ist of April,and not a cent topay it with. $10,000 had been referred to as the sum necessary for the new market house; an un- profitable building at that, but it would re- quire $15,000. This money they would haye to appropriate, but they did know where it was to come from. Looking to the illegality of such an act, as well as at the difficulties sug- gested, he could not yote for the appropriation until those difficulties were removed. Mr. Stake said other towns had given boun- ties to relieve their citizens, and there was no reason why their town should be behind. The Mayor had not lost faith in the stock of this Corporation, and had assured the citizens in town meeting that if the bill passed he would signit. If theamount required was $20,000, we can raise it in three days; if $40,000, we can raise it in six days. The subject was finally referred to the com- mittee of ways and means, to report at the next meeting, and the board adjourned. Slough has removed his Headquarters, to a fine, large building situated at the corner of Wolf and St. Asaph streets, and until recently occupied as a hospital. The following named deserters and refugees came into our picket line,on the Telegraph road, this morning, and were bronght into the Provost Marshal General’s office: Paul Hoyer, 49th Virginia infantry; Miss Harriet Hickey, Fsirfax county; Mrs Julia Stevens, Prince f William county: Miss Virginia Huett and Mrs. Susan Philips and five children, of Fauquier county. The third quarterly session of the Fairfax County Court convened at West End this morning. This session will doubtless continue four or five days. - The Gazette says: The market, this morning, was tolerably well supplied with country produce. Good beef, mutton and veal at 25 cts. per lb. In some instances more was asked for beef, but 30 cts. could not be sustained. Vegetables are beginning tobe more abundant, and to decline somewhat in price.
