ARMY OF THE POTOMAC. — Celebration ef St. Patrick's Day—Accident 46-€ k—Execution of Deserte <ere tpened. ‘Wr learn that the celebration of St. Patrick 6zy by the Irish brigade, in the Army of th Potomac, was a very fine affair, and, with the exteption of oneor twe accidents, it passed of without anything tomar the harmony and gco4 feeling always prevalent on such occa- @ons. The entertainment consisted of horse racing of various kinds, feot races, and a bag ‘race, the latter cre@ img more fan than any of the others. Daring theeecond hurdle race, & horse riaden by Colone! Van Shack, of the 7th New York volunteers, struck the hurdie, and throwing the Colonel, injured him severely. It was first reported he was killed, but he afterward was placed inanambulance and con- veyed to his quarters, where he reeeived prop- er attention. L Generals Humphrey, Mot: and Miles acted as judges, Colonel Nugenthaving charge of the courte. General Meade was present most of the day, with nearly ail of the generals of the army, and thousands of officers and men. ‘At o'clock an extra race came off near the Cummings House, between ¢ 2d and a 5th corps Rorse, on which large amounts of money were lost. The race was nalf & mile, and was won oy the 2d corps horse by twoer three lengths. Several other scrub matches took place after- ward, the fun lasting until dark. Several executions of deserters, which were to Baye taken place on Friday, were post- poned. The Dry Goods Trade. ‘The tradein dry goods, during the week: bas been of a very umsatisfactery character, especially tosellers. The marxzet has bordered npon & stateof panic, and prices have been as unsettled as at the most excited. periods of the war. Cottom goods are held with as much firmness as possible by the commission heuses, with a view to checking the tendency toward & violent decline; and as their stocks are mere- ly nominal they are in a position to pursue this course with some persistency; but the jobbers, perceiving theirrepressible tendency toward lower prices, are selling out their goods as {nel as possible atlargely reduced prices. Some are sending large amounts of goods to auction, where they are sold much below «he rates asked at private sale, even by the jobbers. Large lots have been sold in this way during the week atm decline of 10ai5 per cent. frem the current rate, among jobbers. The losses of the jobbers have been very heavy. Some have alreaay large proportion of what they gained during the process of advance; and certain of the weaker houses have had to ask an exten- cion of their maturing obligations, which Mave been granted witn liberality by the com- rission agents. Prices at first hands have not yetcomedown te the basis of cotton at 70 cents per pound and gold at 75 premium; jobbers see this, and will use to buy any important amount of goods such is the condition of values. Manu- rers have reduced their production to a very narrow limit: and the supply of goods is likely to be kept as low as for several weeks. although the supply of cotton may be much larger. The trade in woollen goods is very dull. Sellers and buyers are divided by a difference of about ten per cent.in prices, and transac- tions are therefore regulated by strict neces- sity. Good new styles of fancy cassimeres sell freely, but other styles can only be moved ata concession. Army kerseys-are offered at abeut #1.59 for Government contracts, but to the trade the same goods would sell at $145. Army flannels are worth about Wa%2<c. at pri- vate sale, and “5c. to Government. The trade in toreign goods has suffered from the decline in gold. Holders have reduced their quotations acecorgingly, but buyers hold off from apprehension of 4 still farther fall in gold. Te importers are supported by the ex- treme iightmess of their stocks, and stoutly re- fuse to make any concession beyond what may be required by the fall in gold. There would seem tobe no reasonable doubt that the de- mand will be snfficient to absorb the very lim- sted impertations, and a good peOnOrescn also of the goods in bond; although the transactions may be mere driblets, and be protracted be- yend the usual time.—.V. Y. Commercial, icth. American Securities im Earope. A letter to the Cincinnati Gazette, dated at Frankfort-on-the-Main, February 21, says: “The city of Frankfort has become a great emporium of American national stocks. ve- ral German banking houses established branch- es in New York, and within the last few months several have been established for the express purpoze of buying and shipping to Europe our national securities, which are now in so great demand in Europe. The latter Business has proved highly lucrative to the German bankers, and they have reaped profits warying from three te eight per cent. on every dollar tramsmitted for sale. «In London the chief houses engaged in this business are Rafeal & Co., Cohen (a relative of the Rothschilds), and Satherthwaite & Uo.: and in Frankfort, Speyer, Kllisen & Co., Gceenbaum and Ballion, Seibert and Co., Ph. Nic. Schmidt; and Seligmann & Stettheimer— the latter an Amertfcan firm just formed. «It is probable that the Amsterdam bankers buy snd import as many American national bonds as this city, but I think -not. It is very strauge indeed that none of our shrewd Yan- kee bankers have not gone into this profitable business, but have allowed it to be monep- olized by the foreign dealers wholly. I thing for the past two years not toexceed half @ dozen steamers have brought quotations showing higher rates in New York than here. Now every steamer brings a large amount to London and not less generally thana million to Germany and Holland. All that comes is absorbed at once, generally sold before its ar- Tival, and etil] the cry 1s tor more. Within the last week orders have gone to New York for over five million dollars of five-twenties for this city alone! “The sale of American stocks constitute the chier business at the Bourse. Orders arrive daily for large purchases from Brussels, Ber- lin, Dresden, Munich, and within the last ‘week the bankers have received orders to pur- cnase considerable amounts for Vienna, Gene- vaand eyen St. Petersburg. New fields for purchase seem constantly opening, so that it is impossible toglut the market. In Austria, it is not allowed by law for any person, as I am informed, to buy or sell anything bnt Austrian Yunds, yet the Austrian capitalists have caught the mania, and send their Austrian securities to be sold here, and the avails invested in American stocks, which are heid in trust for them by ‘he Frankfort bankers. I hope his smiperial highness, the Emperor Franz Josep’, Will not find owt this great breach of Austrian law, co their five-twenties will not be con- ated ! “The great dealings in American securities are not confined to speculators, but the pur- chasers are men of capital, whohave meang to spare, 2nd, as we say in our country, ‘salt Gown the funds’ as soon as bought. They are Attracted to these particular stocks, partly by the c@ at which they are sold, abou: -day), and the handsome interest co IMPORTANT TO CLAIMS Av-ENTS.—The War Department orders that hereatierno claims presented by any agent, whether banker or a@tiorney, Will be entertained by its di: ursing officers unless said agent shall produce a certi- fied copy of his license as granted by the col- jector, or @ certificate from the assessor of his district tha: he is not considered liable to li- cense duty. 7°A Caicago corresponcen: of the New ‘York Times tell the following bit of trath con. cerning the Chicago Stock Exchange: Oar Stock Exchange is getting to be a great institu tion.
