Dawson, Hodgsov, Noyes, Ball and Tabler in the vocal department, and by Messrs. P. and V. Caul- field, pianists, on two exquisite toned Stein- ways, &indly furnished by Metzerott, and with other instrumental performances by a1 excellent band. ee eee PRESENTATION OF A RERBL FLAG.—Presi dent Lincoln yesterday presented to Governor Morton, of Indiana, at the National Hotel, a rebel garrison flag, captured by the 140th Jn- diana Regiment, at Fort Anderson, N. C. About four o'clock President Lincoln ap- peared, and the band struck up “Mail tothe Chief.” As the Presidententered the hotel, the assembled multitude greeted-him with leud and prolonged cheers. A lew moments after the President entered the hotel, he, accompanied by Governor Mor- ton, Colonel Dennis, and the following officers of the 19th regiment Indiana volunteers, who were captured in the first day's fight at Gettys- burg, and were in rebel prisons for twenty months, namely: Captain Makepeace, Captain Green, Captain Hart, and Adjutant Finney, appeared upon the verandah. There isa sin- geujar coincidence connected with the capture of these officers. They belonged to the Ist regi- ment, of the Ist brigade, of the ist ditision of tbe Ist army corps, and were captured on the ist day ot July. They were received with much applause, and when it had subsided the following letter was read by Colonel W.T. Dennis : Mis Excellency O. P. Morton, Governor of the State of Indiana :—Sir: I bave the honor, on behalf of Colonel Tom J. Brady and his com- mand, of presenting to your Excellency a rebel g@rrison flag, captured at Fort Anderson. Please accept, and give itsuch place on the records of Indiana as it may deserve. 1 have the honor to be, very respectfally, Gerorce W. Green, late Captain 19th Indiana. The flag was then unfurled over the baicony, and Gov. Morton addressed the assemblage, expressing his thanks to the 10th regiment for their gallantry, and his pride that Indiana treops were found in every department, and had participated in every campaign. He con- gratulated bis auditors on the speedy end of the rebellion. He had seen dark hours, but his faith in the success of the cause has never been depressed. He believed God was just, and would aid the right. Wehad numbers on our side, and if rightly used we could not bat be suecessful. Tnespeakerthen introduced Pres- ident Lincoin, remarking that he introduced the President of tbe United States, whose purity and patriotism was confessed by all, even amongthe most violent agitaiors. | Applause. | His Administration will be recognized as the most important epochof history. [ Applause. } There are but few views or aspects of this great war upon which | have uot said or writ- ten something whereby my own views might be mace known There is one: the recent at- tempt of our erring brethren, as they aresome- times called, [laughter,! to employ the negro to fight forthem. I have neither written or made Aspeech upon that subject, because that was their business and not mine; andif Lhada wish upon the subject, 1 had not the power to introduce it or make it effective. The great question with them was, whether the negro, being put into the army, will fight forthem. Ido not know, and therefore can- not decide. [Laughter.] They ought toknow better than we, ond do know. I havein my | lifetime heard many arguments why the negro ought to be aslave; but if they tlaht for those | who would keep them in slavery it will be a better argument than apy I have yet heard. {Laughter and applause | He who will fight for that ought to beasiave. { Applause.) They have eencluded, at last, to take one out of four of the slaves and put bim in the army; and that ene out of four. who will fight to keep the others in slavery, ought to bea slave himself, unless he is killed in a fight. (Applause.] While I have often said that all men ought to be free, yet I would aliow those colored per- sons to be slaves who want to be; and next te them those white men who argue in favor of mane other people slaves. [Applause.] 1 am in fayor of giving an epportunity to such white men to try iton for themselves. [Ap- plause.j I willsay one thing with regard to the negro being employed to fight for them that | ldo know. I know he cannot fight and stay at Bome and make bread too, [laughterand ap- plause;] and as one is about as important as the other to them, I don’t care which they do. Renewed applanse.} Iam rather in favor of having them try them as soldiers. [applause.} ‘They lack one vote of doing that, and k wish 1 could send my vote over the river, so that I might castit in favor of allowing the negre to fight. [(Applause.}| But they cannet fight and work both. We inust now see the bottom of the enemy's resources. They will stand ont as lopg as they can, and if the negro will fight tor them, they must allow him to fight. They have drawn upon their last branch of resources, (applause,] and we can now see the bottom Seg one I am giad to see the end so near athand. President Lincoln appeared quite unwell, and after re- ceiving the greetings of a few personal friends in the parlor of the hotel, returned tothe Ex- echtrve Mansion. cael ea Sr. Patrick’s Day.—Yesterday being the anniversary ef Ireland’s patron saint, it was pretty generally observed by our Irish citi- gens throughout the District. In the Catholic hurches appropriate services were held, and last evening an entertaisment was given at Goneaga Hall, on F street, which drew a large audsence. During the evening Mrs. 4 Kretschmar sang in flue style « Tara's Harp” and “ Kate Kearney,” which were heartily ap- plauded. The nstional hymn of Ireland was sung by thirty young Indies, dressed in white, trimmed with green sprigs, in excellent style, and amid so mach 4pplause that it was re- peated twice. The feature of the evening was the lecture by Mr. John P. Brophy, principal of the parochbisi schools of St. Aloysius, on “Who are the Irish!" Mr. B. reviewed the entire history of Ireland, and noticed at length its palmy days and the years of war which followea. The lecture abounded in happy hits, and the story of Ireland's wrovgs was so graphicaily told as to carry the hearts of his sudience With him irresistibly. a We see by the advertisement in another colamn, that Professor Alex. Our Gity Fathers seem to adopt the above maxim of political economy with most patriotic zeal, for éhey have appropriated to every drafted man ihe enormous sum of seventy-five (75!) dollars from the city treasuary, to be wrung from the pockets of our property holders, al- Teady groanipg under the weight of a tax amounting to one dollaronthehundred. When We notice that in most of the lurge citfes of the Union the taxes are three times th ut sum, while Douse rents are about one half lower than in this eity, the hard case of tax payers becomes troly pitiable. Th@ drafted man’s heart fills with patriotism at the idea that his fellow-cit- izens, throygh the City Fathers af-resaid, have allowed him seventy-five dollars towards paying from $700 to $1,00 for a substitute fer one year, or, if he goes to the battle field, that seventy- dollars will goa long way towards the sup- port of his wife and children, when coal is per ton and flour #14 per barrel. What a joy- ful tarewell must he bid the loved ones at home, when he thinks that his friends in the City Councils have voted him seventy-five dollars a year during his, no doubt, entirely temporary absence in defending the «law for pepe in the city of Washington. hat a noble capital city itis fora drafted man to fight for—what a paradise of land- lords— what a glorious constellation of liberal and patriotic “City Fathers” legislate in it! But how strange itis, Mr. Editor, that Balti- more, Philadelphia and New York (where property pays about ten per cent. on the aver- age) should give to each drafted man or vol- unteer about six times as mueh as our City Fathers think a drafted man or volunteer oughtto have. There the “Defenders of the Faith,” in opposing increased taxes, are few an@ far between. Now, Mr. Edfior, don't you think that an Qasessment of taxes on the property of the many, could be as readily borne as the distress andruin of a few. With the property-holder it is scarcely felt, with the drafted poor man it is, im many cases, utter ruin. But why is the property of Washington to be “exempt” from the war? Certainly rents are ‘‘able- bodied” enongh, and if they were not, is ft not just that the stingy, shirking property-holder should be required to contribute to the neces- sities of the dratted man’s family, and not let all the burden of assistance fall on his liberal- minded neighbor. ATTEMPT AT Rapz—Yesterday a young woman complained to detectives OClarvoe and Mcwevyitt that an attempt to outrage her per- son had been made by a person ata house on Penn’a avenue, a few doors west of i2th street. Sbe said thatshe went into a clothing store, corner 13th and Estreets, formerly the Gleason House, and asked to be directed where to find employment A man named Charies Hananer | took her to the shop of Wm. Voigt, tailor, in | the house mentioned above. Hauaner left her | at the deor and went up stairs on pretense of | seeing the lady of the house, but persuaded Voigt and his workmen to leave the room. He then called her in and locked the door and made the attempt to violate ber person. Her sereams brought Voigtto the door and Hananer made his escape. Voigt was arrested this morning by detectives Olaryoe and McDevitt, and was held for a hearing.
