THE EVENING STAR. THE DRAFT. rtant Provisions of the New Law. The provisions of the new amendatory act of Congrese, parsed atthe late sessiog, in re- gard to the enrolling and calling out of the national forces. have been published by Gen'l Fry, cofaras they relate to the details aud the machinery of the draft and to drafted men. The following isa full abstract. As the sixteenth section is important, we give it verberbatim: REVISION OF ENROLLMENT. The law provides that quotasshali hereafter be aesigned according to the enroliments re- vised at any period previous to the actual drawing of the names, and without regard to previous appertionments. Itappears, however. that this provision has no reference te the draft lately ordered. REW SYSTEM OF CREDITS. All persons mustered into the service are to be carefully credited to the ward, towxship, or precinct where they actually reside. This is to prevent miscellaneous and anaathoriz-d Te- eruiting, and secure fair and jast credits to ery section of the country, provided that in any call for troops hereafter, credits shell not be given except for men actually furnisked on that or on the preceding call, and musjered into the military or naval service. In com- puting quotas hereafter, credits shall be given tor all men furnished by them respectively, and not heretofore credited during the present retellion, for any period of service of not less than three months, calculating the number of dave for which such service was furnished, and reducing the same to years; provided that such credits shall not be applied to the call for additional troops made by the President on the 2istof December, 1564. IMPORTANT TO DRAFTED MEN. The following section wili be interesting to ® class of pereons drafted Jast summer. It was added during the last hours of the ses- fion: “Sec. 10. And be it further enacted, Thet Fersons who have been, or may hereafter be dratted, under the provisions of the several ects 'o which this is an amendment, for the term of one year, and who have actually far- nished or may actually furnish acceptable substitutes (net liable to draft) for the term of three years, ehall be exempt ffom military duty during the time for which such substi- tute +hali not be liable to draft, not exceeding the time for which such substitate shall have been mustered into the service, anything in the actof February twenty-fonrth, eighteen hKundred and sixty-four, to the con rary not- withstanding.” Under the ruling of the War Department last year, any drafted person who put in 2 substi- tcte for three years was exempted bat fora single year. ILLEGAL ENLISTMENTS—PUNISEMENT FOR SWINDLING BECRUITB. Any recruiting agent, substitute broker, or Other person enlisting, Or causing to be en- listed, an insane person or & convict, or a person under indictment or bail for felony, or person in astate of intoxication, or & deserter, ora minor between the ages of sixteen and eighteen years, without consent of his parents er guardian, or any minor under sixteen years of age, knowing bim to be such; or any broker or other person who shall defrand or illegally deprive any enlisted man of his local, State or United States bounty, shall, upon conviction, be fined from two hundred to one thousand dollars, or imprisoned three months to two yeurs, or suffer both fine and imprisonment, at the discretion of the court. An officer Mosteripng in any person whose enlistment is forbidden may be dishonorably dismissed the service. PRINCIPALS MAY BE HELD TO SERVICE FOR THEIR SUBSTITUTES. . In cases in which persons (insane convicts &c ,) are so improperly enlisted as substitutes, after pageage of this act the names of the princi- ais ehall be restcred to the enrollment lists. f a substitute, by reason of any ailment exist- ing at the time of muster, and since the pas- fage of this act, shall be found incompetent to perform the duties of a soldier, the principai Will be beld to service as though he had fur- nished noeubstituate. If a man furnishing a substitute sha)l in any way encourage the said substitute in deserting he shall himself be placed in the ranks for the period for which he ‘was liable to draft, dating trom the time of the desertion of the substitute. FORFEITURE OF RIGHTS. ‘The law also provides for the forfeiture of the right of citizensbip, or the privilege of be- coming citizens, or of holding office, in case of desertion or ayoidance of the draft, and it re- quires the President to issue a proclamation setting forth these provisions, and notifying deserters to return to their places. The procia- mation is already published. ANOTEBR IMPORTANT PROVISION. The Jaw providing tor recruiting in the re- bellious States for the benefit of the loyal States is repealed. Any person or persons enrolled in &8ny sub-district may, after notice of a draft, @nd before the same shall have taken place, cause to be mustered into the service of the United States such number of recruitsnot sub- ject todraftas they may deem expedient,which recruits shall stand to the credit of the persons thus causing them to be mustered in, and shall be taken as substitutes for such persons or 50 many of them as may be drafted to the extent of the number of such recruits, and in the or- Ger designated by the principals at the time such recruits as thus aforesaid are mustered in. EXEMPTIONS. Acting assistant surgeons, con'ract surgeons &no surgeons and commissioners on theenroll- ing boards, while in the military service of the United States, shal) hereafter be exempt from all liability to be dratted under the provisions of any act for enrolling and calling out the national forces. This act is now in effect. Nothing therein igto operate to postpone the pending draft, or interfere with the quotas assigned therefor. Col. Baker among the Bounty Brokers WHOLESALE ARRESTS—SEVEN HUNDRED PRI8- ONEES CAPTURED. The war upon the bounty brokers and jam- pers, like that upen the rebels, is drawing tog close, yesterday they received the most signal defeat, beyond all comparison, that they ever before sustained. The affair was & complete surprise, and must be as demoral- izing as the capture of Richmend wil! soon be tothe revels. To give a clear and concise idea of bow this brilliant result was obtained it is necessary to review the previous operations of the campaign a little. The Provost Marshal Generals, including Genrerals Fry, Hinks and others, suggested varieus planus recently for trapping the brokers and jumpers; but it was all to no purpose. No pian they could devise would work. True, a jumper here and there would be pinned once in a while—perhbaps shot, or the like of that; but what did the great crewd mind that! How did it affect the successfal jumper, who had made bisfortane! He only laughed at his more unfortunate fellows and continued his own course, trusting to luck, which is always good till it turns bad. Colonel Baker captured a few on the old principles of his predecessors: but evr n this was becoming a very light busi- ness, for the brokers were growing more and more cautious on account of Colonel Baker's opefitions. At length, bodily cutting loose trom all former plans, the Colonel determined to adopt newer and bolder tactics, so he opened & recruiting Office in Odd Fellows Hall, Hebdo- ken, abouta week ago. The Stars and Stripes New from every part of the building, and jarge posters informed brokers, jumpers and every one else that fabulous bounties were Pee at the United States rendezyous. All ands coon got their eye on the place; it was freely circulated that large bounties were paid and that it was the easiest thing in the world toget off with a pocketfal of greenbacks. Some of them were let off. Bargains were made withthe brokers, who were to bring none but those who had jumped the bounty and were well posted in the busin Thus everything worked toa charm. Yesterday there was an immense rush teenlist. The men could not be mustered in fastenougbh. The medical exami. nation caused little delay. Tne door was blocked by nearly all the bounty jumpers in the city. The design was to get in as many as possible before closing the day's work, for if the day passed without the Teappearance f the enlisted men no more would be enlisted The trick would be discovered. Towards evening, when the business was at its heigne! the brokers held a consultation. They - manded of the recruiting agents where these men were that had enlisted ia the morning, Excuses were given, aud the work wenton. At length they demanded again, their sus. picions having been now keenly aroused. They determined to suspend operatious, conclading this to be more of Baker’s work, end shut down. It was now too iate. Colonel} Baker had soldiers secretly conveyed from Goyer. nor's Island. They were already among the jumpers enlisted, and these to the number of seven bundred were secured. Besides these were seventeen brokers taken. The surprise ef the bounty jumpers when they were placed Smong regulars for safekeeping, as they were ushered into the large room of the depot, is ceseribed as most extraordinary. It was only *qualled by the dismay ofthe brokers when taken. Ali hands were soon placed in irons and in this way they will be marched down Broadway to-day on their way from Hoboken to Governor's Isirnd.—. ¥. Herald.
