All Quiet at Petersburg—Reviews—Ad- vance of eur Picket Line—Negro Seldiers ¥ m the Rebel Picket Line. A letter trom the Army of the Potomac, dated March 9th, says quiet continues in this depart- ment, and is likely todo so for some time, so tar as army movements are concerned, for the roads are in very bad condition, owing to re- cent heavy rains. = The troops are being drilled daily, and new | arms, clothing, &c., issued, preparatory to the | coming campaign. The reviews, held almost daily, show that the men are in excellent condition, each com- > and seeming ambitious to surpass the others | in appearance and discipline. The 2d division of the 5th corps, command. ed by Gen. Ayres, and the ist division of the 2d corps, commanded by Gen. Miles, were re- viewed to-day, the former by Gen. Warren and the latter by Gens.Meade and Humphrey. Gen. | Doyle, of the British army, was present, and nearly all the general officers in the army, ‘with their staffs, making the most brilliant dis- play witnesced this season. The divisionsand | their commanders received high commenda- | tion trom the reviewing officers, and they well deserve it. Previous to the review a grand musical mat- inee was given at the camp of the 1ith New York, (Engineers.) The musicians who took part were selected from the various bands in the 6th corps, and were under the direction of Oaptain R. F Halsted, of Gen. Wright's staff. ‘The quarters of this regiment are superior to @ny other in the army. Deserters continue to come in, although net 80 mumerous as heretofore. About thirty ar- rived to-day through the lines of the 5th id 6th corps. It is reported that four were shot on their way over. The ist New Jersey Brigade in the 6th corps, advanced their picket Tine 4 short distance this morning, and it is reported to have found colored troops onthe picket line in their front. if this be true, it shows the rebels to have at last brag I the policy of arming the slaves. Maj. n. Robinson, who lost a leg at Spott- sylvania, is here on afiying visit to his old command, and the reception he met wi'h to- day from both officers and men was of the heartiest kind, cheer after cheer greeting him she passed along the line. Few officers in the army stand higher in the affections of his men than General Robinson, and his inability to take the field is a severe loss to the service. He returns North to-morrow, and carries with him the good wishes of this entire army. REBRL PRISONERS. Five hundred rebel prisoners passed through Baltimore yesterday trom Rock Island en route to City Point for exchange. By the President of the United States of America. & PROCLAMATION. ‘Whereas the twenty-first section of the act of Congress, approved en the third instant, en- titled An act to amend the several acts here- tofore passed to provide for the enrolling and purposes,” requires “that in addition to the other lawful penalties of the crime of deser- tion from the military or naval service, all persons who have deserted the military or naval gervice of the United States who shall not return to said service, or report themselves to & provost marshal within sixty days after the proclamation hereinafter mentioned, shall be deemed and taken to have voluntarily re- linquished and forfeited their rights of citizen- such deserters shall be forever incapable of United States, or of exercising any rights of citizens thereof; and all persons who shal) hereafter desert the military or naval service and all persons who, being duly enrolled, shall depart the jurisdiction of the district in which be is enrolled, or go beyond the limits of the the military or naval service, duly ordered, shall be liable to the penali.es of this section. And the President is hereby authorized and re- quired forthwith, on the passage of this act, to issue his proclamation setting forth the provi- sions of this section, in which proclamation the President is requested to notify all deser- ters returning within sixty days as aforesaid that they shall be pardoned on condition of to such other organizations as they may be as- signed to, until they shall have served tor period of time equal to their original term of enlistment.” Now, therefore, be it known that I, ABRA- HAM LINCOLN, President of the United States, do issue this my Proclamation, as required by said act, ordering and requiring all deserters to return to their proper posts; and I do hereby notify them that all deserters who shall, with- in sixty days from the date of this proclama- tion, viz: onor before the 10th day of May, 1865, return to service or report themselves to & provost marshal, shall be pardoned, on con_ dition that they return to their regiments and companies, or to such other organizations as they may be assigned to, and serve the remain- der of their original terms of enlistment, and, in addition thereto, a period equal to the time lost by desertion. We are satisfied there is no truth in the report. FROM THE LOWER RIVER A! be PEAKE. ND OHESA. The steamer Don, flagship of the Potomac Flotilla, Commander Parker, arrived this af- ternaon at the Navy Yard, from the lower river and Chesapeake. The Don has been very Active lately, and has taken part in several raids in the enemy's country. Having recetved infermation that a party of rebels, said to be composed partly of sailors, intended to cross over into Marvland, the Don landed a@ party to thwart them by breaking up their boats. The party was com- posed of about 75 men, who, in searching for their boats, came across Mosby’s guerril- las, (who, it is stated, have been sent to that locality (Northern Neck) for the purpose of foraging upon the people, who refuse to pay taxes to the Confederate Government,) and several skirmishes took place, but we lost no men. The boat—a finenew boat—which would carry about fifty men, was smashed up. It was hid in HAS OpMIANEY, Creek, afew miles below Aquia Creek, The Don also accompanied the expedition to Fredericksburg as high up as Jones’ Point, on Monday last, and fired a broadside into a purty of rebels, whoskedaddled. As wasafterwards learned from a letter found on a prisoner, they had stationed Jones’ light battery teere, but the effect of the broadside caused the men to Tun and leave their pieces, which they did not attempt to get until the next day. e Don also paid a visit to York River and gedined much information of vaiue. A party was sent ashore at West Point, which was found to be deserted of men, a few women remaining. Here they were just too late to capture Col. Richardson, of Lee's staff, and four soldiers, who had just left there—they having vamosed justas the Don hove in sight. MARINE DISASTER. We learn by a letter trom St. Pierre, that on the 9th of January the Dutch bark&ntiue J. Cappe, from Boston to Martinique, W. L., tely in with the wreck of a vesse) which proved to he the British brig Lona, from Portland to Porto Rico, Aden with staves. The vessel had cap- sized five any. As it was, the steward ot the Iona, a young man from Port- land, died as he was being taken on board the Cappe. Mk. Lincon’s RECEPTION.—The last draw- ing reception of the season by Mrs. Lincoln: took place this afternoon at the White House between the hours of one and three o'clock. and during that time the arrivals were con- unuous. Mr. Davis submitted a resolution that the Secretary of the Senate, out of the propria- tion for the compensation and mile: of Sena- tors, pay to the Senators whose terms of ser- vice commence on the 4th of March, 1963, and 1865, and who were in attendance at the extra sessions of the Senate in those years, respect- ively, their mileage severally for traveling to the seat of Government. The testimony (which was taken before Edmund F. Brown, an exa-niner and commissioner of the court, upon interroga- tories.) proved that the parties were married some six orseven years ago; that they were resident and domiciled in this city; that they lived together as husband and wife until about three years ago, when the defendant deserted the complainant, and has ever since been, and still is, living and cohabiting with a man named Andrew Ritter, ina houseof John H. Wise, on New Jersey avenue, in this city. and that come sixteen months sinceshe hadachild, which the said Ritter claimed as his child,and which she admits is his child; that she passes by the name of Ritter: that the defendant and the said Ritter treat and speak to and of each otber as husband and wife, and that they have been so regarded and treated by their neigh- bors.
