Judge Sargent, on behaif of the heads of bu- Teaus, addressed the Secretary appropriately. RESPONSE OF MR. FESSENDEN. Gentlemen: I am exceedengly thankfal to you for this call, and for the kind expression of regard I have received eee yee through the Commissioner of Customs. canonly say to yon what you probably all know, that I came ere most unwillingly. I shall have perhaps but a single regret in leaving the department, and that arises from the necessity of parting ‘with so many gentlemen with whom my inter- course has been so exceedingly agreeable, and for whom I have avery friendly regard. 1 came here because I conceived it to be my duty under the circumstances, but encouraged and sustained by assurances of support from gentlemen connected with the office. I have received that support from allof you, without a single exception,so far as I am aware. I found every gentleman here disposed toaid me. I cansay to you, gentlemen, with entire frankness, that I believe my having been bere will prove of very great benefit to my- self, from the information and experience i have acquired, and I trust it has not been dis- advantageous to others, or to the department. I think it would be better for the Govern- ment, and for the country, if Congress and gentlemen connected with the executive branch of the Government better understood each other. I shall go back to the Senate with many opinions corrected and improved with regard to the conduct of the departments, especially that with which I have been connected. I think I shall be disposed to render justice to gentlemen who, placed in situations like yours, Jabor in season and out of season for the public good, for what I conceive to be, in these times, A very inadequate remuneration for their ser- vices. I have no doubt the same is true with regard to all the other departments of the Gov- ernment. 4 With regard to my daily intercourse with you, gentlemen, I can only say that in my opinion, however we may be placed rel: tively, either in the department or elsewhere, no man in this country is above the rank of a gentle- man; and every man who honorably and con- scientiously performs his duty is entitled to be treated as such. Acting upon this belief, I have regarded the humblest clerk in this office, so long as he discharged his duty hon- estly and faithfully, as my equal, and entitled not only to my protection, but to equal rights with myself. Gentlemen, you did not come here to make or hear speeches, and I will only add that I cer- dially reciprocate your kind wishes. At my age, new friends are not easily made, but I shall indulge the hope that in leaving the De- partment, I shall not lose the regards of those ‘whose Iriendsaip 1 have learned to value. £ Pete: ANNUAL COMMENCEMENT OF THE Mgpicat DeraRTMENT OF GEORGETOWN COLLE Ford's Theater wes filled yesterday by an in- terested assemblage to witness the commence- ment exercises of the medical department of Georgetown College. After the reading of the act of Congress au- thorizing the institution to confer this degree, Rey. J. Early, D. D., President of the College, addressed the classin felicitous terms, dwel- Jing upon the dignity and importance of the medical profession, and impressing upon the Ininds of the young gentlemen of the class thaf now they were going forth into the world as members of a most learned and honorable pro- fession, and that they were now to make their own way to distinction: or, if lured by the vi- ces and fascf@ations of dissipated society from earnest, determined and studious efforts to ex- cel, to sink into obscurity, and to curse rather than to bless mankind. As the names of the graduates were read by J. Eliot, M.D., Dean of the College. Father Early delivered to each a diploma, and the la- dies of the audience presented to them large numbers of boquets. An excellent valedictory address was then read by Prof. S. L. Loomis. The graduates may feel justly proud of the high compliment paid them by one of the pro- tessors, who pronounced the clase the best that ever graduated at the college. eggs ees Pick POcKET.—Last night, efficer P. W. Sul- Jivan of the 3d ward, arrested a man named Charles Vogel upon a charge of picking the pocket of Frederick Marx, of @ bank book and ® $20 note. Marx is a soidier in Hancock’s corps. The affair occurred at Lein’s General Siegel restaurant, 7th street. Vogel repre- sented himself as a cousin to Marx, and while they with others were sitting ata tabe, Vogel tried to induce Marx to go away with him The company persuaded Marx to remain. “Vogel behaved badly, suddenly became drunk and laid downin Marx’slap. Oneot the com- any watched him, and saw him sliding his Bana under Marx’s coat. He soon after got up and attempted togoaway. Theman who saw him stopped him, and ‘asked Marx to look for bis pocket book. Vogel gave up the ocket book. Marx remarked that ke had #20 in it, and the company looking round found it on the floor. Justice Thompson committed him for trial at court. eae aaa Tae INAUGURATION BALL —The arrange- ments for this great event are progressing most favorably. and promise a magnificent success. The dancing hall—5s= feet wide by 270 feet long—has seats placed at the sides for the con venience of those who do net wish to join in the dancing, and, in addition to this, a prome- nade hall 300 feet long is provided, together with a supper room equally spacious. Three bands of music have been engaged, one com- ed of forty pieces. Mr. J. Alexander, up- olsterer, is busily engaged decorating the hall with bunting, flags, &c.,,and Mr.G. A. Bal- zier, formerly of Brooklyn, furnishes the sup- per, confectionery and accompanying decora- tions, some of which, now completed, are rare specimens of artistic skill. Foxrcmry.— Yesterday afternoon, Justice Thompson took up the case of Capt. Herman Meiser, who was arrested on the 2d of Feb- ruary, upon a charge of obtaining $369 from Jerome Brown, jr., ;ras-fitter, upon a draft Pete to be ‘drawn in favor of Rev.G. . Meiser, of Pentsylyania, the prisoner's brother, which draft was pronounced a for- gery. The money was obtained im November last, and the case has had three hearings since the arrest; and the justice reviewing the evi- dence already given, committed the prisoner to jail for trial at court. oo ARRIVED.—Yesterday afternoon, the new steam fire engine, ordered by the city for our paid fire department, arrived and was immedi- ately housed at No.3 engine house on Capitol Hill.
