Barr, Uter- mehle, Canfield, Plant, Lloyd, Pe per, Lewis, Gulick, McCathran, Noyes, and Brown. Communications were presented from the Mayor approving certain acts, and transmit- ung & proposition from Mr. J. Edward Clarke to rent the river front and build a wharf at the foot of 11th streeteast. The latter wasreferred to the committee on wharves. On motion of Mr. Utermehle, a committee (consisting of Messrs. Lloyd, Gulick and Plant) was appointed toconfer with a similar committee from the lower board on the disa- greeing votes on the bill regulating the estab_ iishment and sale of fish wharves. Mr Pepper, from the committee on improve- ments, reported the following bills, which Were passec: Bills laying footway and setting curbstones along the front of Squares 107 and 6H; placing a trunk at the mtersection ot South Carolina avenue and lith streat east; and Bmending an act relating to the paying ot pub- fic alleys. Or motion of Mr. Utermehle, the committee On police was instracted to inquire into the ex- pediency of reporting & bill requiring potatoes to be sold by weight, and to authorize the use of coal oil for lighting the streets instead ot eas. Mr. Utermehie also reported from the police comunittee, a bill refunding to C. H. Beryer the Amount of @ license fee improperly collected; passed. Also, & bill amending the act relating to the Temoval of snow and ice from the sidewalks; pesced. (This bill provides that snow shall be removed from the payementin front of all im- proved property, within four hours after its fall, if in the day time, and if during the night, before nine o’clock next morning, under 2 pen- alty cf « fine of from two to five dollars, and a tax of from fifty cents to two dollars for every hour the waik is leftcovered withsnow. Ice isto be covered with sand or some other simi- dar eubstance under similar regulations.} Mr. Utermebie introduced a bill authorizing the payment of $20), or as much thereof as may necessary, to J. H. Obeutoffer, for damages sus- tained from an excavation at the intersection of 6th street west and Massachusetts avenue: passed. Mr. McCathron presented a bill to grade E Street, between 9th and 10th streets east; passed. Mr. Lioyd, trom the conference committee On fish wharves, reported that the committee has agreed to the amendments with the excep- tion of that requiring fish ofal to be thrown into the Potomac below the Eastern Branch. ‘The bill bow requires that no offal shall be thrown into the Potomac or any waters adja- cent thereto. Bills from the Common Conncil to increase the compensation of the assessors, and to take up and relay the gutter atthe junction of 9h Street west and M street north were appropri- Btely referred. Adjourned. Common Couneil—The Board met at the usnal hour, and was calied to order by the President, Mr. Lioyd, all the members being present except Messrs. Walker and Wright. A message was received from the Mayor, announcing his approval of the tollowing acts: For wooden trunk across M street north, at 6th street east; for iaying water mains on Sth street, from G to Mount Vernon piace; op N Street, from ith to7th; making additional ap- propriation to place railing in front of Uity all; water main along a portion of i7thstreet; Amending act increasing compensation of the Aintendant and other officers of the asylum; joint resolutions of instruction to the commit- tee before Congress. A communication was received from the Register, transmitting a report of appropria- tions made since his last report. The following were jresented and referred : By Mr. Larner—paper relating to the claim of MM. Reardon; by Mr. Ferguson—bill for the re- het of Wm. Nottingham to psy for work done on Eastern Market; fsubsequently vote recon- sidered and papers withdrawn; by Mr.Peugh-- bilt to grayel E street, from New Jersey ave. to Delaware aye. The following were introduced and passed:— By Mr. Larner—Resolution requesting the Mayor te inform the Board how many deci- sions, by police magistrates, during the past year, in favor of the Corporation had been taken upon appeal to the Superior Court; whether proper st9ps Dad been taken to have them premp'ly decided: and if not, why? bill to take up and relay gutter on the east side of $th street. above M street. By Mr. Ferguson— Resolution requesting the Mayor to inform the Board at what time they may expect the digest of the laws of the Corporation ordered by the dast Council. Mr. Ferguson, from the committee of ways And means, reported bill to increase the com- pensation of the Assessors to $300) per annum which after comsiderable discussion, was amended, on motion of Mr. Larner, by fixing their pay at $100 per annum, and passed. Mr. Moore, trom the same committee, reported back the bill tor the payment of bounties to wolunteers; ana after some discussion it was passed. ‘The bill as passed is as follows Be it enacted, &c., That the Mayor be, and he is bereby authorized and requested to oifer a bounty of $50 for each and every person who may hereafter volunteer and be enlisted and credited to the city during the pendency in this city of the draft under the last callof the Presi- dent, and to enable the Mavor to pay the boun- ties herein directed to be offered, he is hereby authorized to use so much of the appropriation made by the act approved September 29, 1564, for the paymert of bounties to persons who might be dratted under the callof the President tor 500.000 troops of July, I-64, as may be nec- essary; proyided said bounties in the aggregate shall not exceed the sum of £35.0'0—the bounty ineach case to be paid to the person enlisting, or on his order, and the volunteers who receive bounty under this act shal be credited pro raia to the respective wards of the city according to the proportion of the quota required of the said wards The following bills were received from the Aldermen and referred:—To pay for the erec- tion of a lunch room at the Wallach school ouse; to lay a water main on Hthstreet, from & to Sstreet; for a gravel footwalk in the Sixth ‘Ward, to grade and gravel P_ street, from 12th to 16th: for the relief of J. H. Obertenffer; to grade and gravei F, street, from7th to 10:h,and Council bill for the removal of snow and ice from the side walks, with amendments. The Council bill reiating to fish wharves was received, the Aldermen having non-con- curred in the amendments, and a committee of conference—Messrs. Moore, Larner, and Dud- ley—were appointed. Subsequently the com- mittee reported that a slight amendment had been made and the bili had been adopted by the Aldermen, and the bill passed. Mr. John W. Simms ‘was elected by a plurality of 13 votes, There was but little interest taken in the election, the total yote being 301, of which in the first pre- cinct John W. Simms received 111; Charles P. Wannall, 25: Frederick L. Harvey, 19; and in the second precinct Mr. Simms received 17; Mr. Wancall, 90; Mr Harvey, 40; and James Wise,2 Mr. Hall was not a candidate for the position. ——_—>_— ExemrTion Ciuss —The exemption clubs formed in the Third and Fifth Wards will each meet to-night, the first at Temperance Hall and the latter at Langley’s Hall. PRESHYTERY OF PoTOMAC.—At & meeting of the Presbytery, held last evening in the New York Avenue Ohurch, the pastoral relations between Rev. F. T. Browa, D: B:, and the Bridge Street Church, ot Georgetown, D.C., was dissolved. Rev. Dr. Tustin was selected to preach in said charch on Sabbath day, the 10th inst., to declare the pulpit vacant. Dr. Brown Das accepted @ call to the Central Charch, of Chicago, Ill. _A memorial was presented from Gen. Oar- Tipgton, Vol. S. L. Brown, Major Eaton, Hon. A. Chester, and sometwenty others living in the northern part of the city, desiring to be or- ganized into a new Presbyterian church. Mr. Campbell to address the people. ——— A DicorperRLy House AND DrsoRpERLY GaTHERING.—Last night, officers Watts, Voss and Williams made a descent upon & honse in the notorious alley between E and F and 12th and 13th streets, occupied by four families, one of which is an annoyance to all the rest The room occupied by Georgianna Morris is about twelve feet square, and the family consists ot five colored females, who receive the visi's at night of white and colored men, and their drunkenness and disorderly conduct is intol- erable. The officers arrested Kate Robinson, Georgiana Morris, Johanna Ward, Mary Jack- son, John A. Lyon and Fanny Armstrong, who were taken before Justice Boswell, who fined each $10, and required the females to give bail tor peace. The officers suspect that this is one of the places where soldiers get the drugged whisky alluded to in the Star last week. The men taken from the house were well supplied with funds. —_>—__—_ PICKPOOKETS AT THE LEvER.—Last night at the Levee at the White House, Sergeant Cronin, of the Metropolitan police, discovered two well known piekpockets in the dense crowd, who were doubtless awaiting a favorable opportu- nity to practice their profession. Sergeant Cronin promptly ejected them from the Man- sion, one of whom became very indignant at being thus treated, but he was speedily quietad by the Sergeant, who politely informed him that if he would appear at the 4th ward station this morning an abundance of proof could be bronght forward to show what his character was.
