Semmes, of the 7th ward. —_———_ DRAFT MERTING —The citizens of the Second Ward met last Saturday evening. at German Hall, 11th street, for the purpose of forming =n agsociation by which to protect themselves from the coming draft. In the absence of Mr. W. N. Hawley, Mr. George H. Plant was called to the chair, and Mr. James W. Spaulding wgs secretary. Mr. Spaulding, trom the cdmmittee appointed at the last meeting to draft a constitution and by-laws under Which to form an agsociatior, reported the following, which was adapta Te constitution provides that the associution shall be called the “Second Ward Draft Matual Aid Association,” and shall be composed of the citizens of the Second Ward, for the purpose of aiding those who may be drafted of its mem- bers: the officers to consist of a president, sec- Tetary, and treasurer, to serve until the quota is filled. Any one of the ward can become a member by puying twenty dollars initiation fee, and two dollars dues thereafter per waek. It provides that any citizen of the ward may become a member by paying not less than five collars into the fund Atthe time of the first draft, under the late cal) for 360,000 men, each member drafted and credited to the quota of the ward shall be en- titled to an equal division of two-thirds of all the m@oney in the nands of the treasurer, and his membership to cease, the rest of the mouey to be reserved and the weekly contributions of those members who are not then drafted asa fund for those who may be drafted at a second draft under the call, who will be entjtled to two-thirds of the money then on hand, the same rule to apply to ali drafts made under the present call: provided, the amount received by any member shall not exceed the cost of his substitute at the time he may be drafted. Any member who may be, at the time of any draft, two weeks or more in arrears, shall forfeit his zereuersaip is, and ail aid from, the associa- tion. The followmg officers were then elected:— Presicent, W. N. Hawley Secretary, James ‘W. Spaniding Treasurer, Samuel Owens. On motion, 1,00 copies of the constitution ‘were ordered to be printed for distribution throughout the ward. The principal witness was Mr. John R.
