Henry Addison, Mayor City of Georgetown, D.C. Sir:—I have the honor to transmit herewith copy ct communication received from Brig. Gen. James B. Fry, Provost Marshal General, in relation to correcting the enrollment lists of this District. I propose for your consideration, in order to carry out the requirements of suid communication, that there be a committee of three or more citizens of each ward appointed, whose business it shall be to look after the en- rollment of their ward, That is, to see that the name of persons residing in the ward liabis to draft are on, and those not liable are off. It is impossible to keep up & correct enroliment un- less we are assisted by the citizens, and it is manifestly to their interest to have the enroll- ment correct in every respect. To assist the comtittesintaeir work I will authorize two, four or six—according to the size of the ward— Persons to arrest deserters, and it shalfbe their duty to keep the rolls of theirown ward cor- rect. They willbe appointed on the recom- mendatien of the ward committee and should? be evergeticmen who know thoroughly the residents of their ward. The authority toar- rest deserters will be considered compensation tor their work in correcting the rolls, and I will reduce the present force at this office s0 as to make it pay them weil. Fer every deserter a reward of #30 is paid, and if a man arrests fourinamonthit will give him good pay. Some of my officers have arrested as high as 30m one mon h. The rolls are now being printed and will probably be ready the latter part ot next week. I propose to have them posted in some conyenient and conspicuous piace ineach ward, wherever the committee suggest. The officers in each ward will report any corrections to be made to the ward com- mittee. The ward committee will gather all the facta in the case and then represent them to this office, when the required corrections will be made. C.: Captain:--Circular No. 39, in reference te the correction of the Enrollment, has this day been issued. The subject is one which requires the closest attention of the officers of this Bureau. Iam aware that the most important step to- wards accomplishing the object Proposed would be the permanent employment of an en- roiling officer in every snb-district; but the expense connected with sucran arrangement would be too heavy to be incurred at this time if it is possible to avoid it. There arc over 12,(00 sub-districts; an enrolling officer tor each, at $3 per day, would amount to #36.000 per day—over fourteen millions a year. Tie result must be produced withoutso much cost. The work raust therefore be performed mainly by the employees we haye under pay, and by securing the Assistance and co-operation of people in every sub-district. They sheuld Lnderstand that it is plainly to the interest of each sub-district to have stricken from the lists AU names improperly enrolled, because an excess of names Increas.s the quota called for from such sub districts, and that it is equally tor the imterest of each person enrolled in @ given sub.district to place upon the Hits ail yereovs.in the sub-district liable to do military duty, becanse the greater number to be drawn from the less the chance that apy particular individual willbe drawn. It is the personal interest of every enrolled man that the quota in which he is concerned shall not be mad« oo large and tbat his own chances for draft shill uot be unjustly increased; both these objects will be attained if ail parties will aid in striking out the wropg names and putting in the right ones. Especially is this the interest of those drafted men who, by putting in substitutes themeel ves liable to dratt, bave secured ex-mp- tion which by the terms of the law holds good only until the present enrollment is exhansted in their sub-districts. Men who are over 45 years of age, and in consequence excused by law from the performance of duty in the field, owe it to the canse and to the country to take a zealous &nd active part in the correction of the enrolment lists, a military service of the firs importance. ‘The law requires that quotas shall be as- signed in proportion to the enroliment, and the tairness and justness of this mode ef determin- ing the amount of military service due from each and every section of the country cannot be doubted if the enrollment is made as nearly pertect as it i4- practicable to make it Thea smount of service due to the nation from every town or county is thus laid fairly and plainly before the citizens, and I amsure that a higher motive than selfish intereet will prompt all to do their ebare in perfecting the enrojiment and securing & just and efficient execution of the isws for raising troops whenever it becomes necessary to apply them. Confer with the local authorities and present the foregoing views to them, and secure, 1f pos- sible, prompt ard practical assistance from them in perfecting the enrollment lists. The subject should receive the attention of town, precinct acd ward meetings and committees. Deputy Provost Marshals and Special Agents Will be required to devote all their labor posst- bie to thfs service in their respective counties. They must communicate with the local au- thorities. clergy men and ether prominent citi- zens as to the accuracy of the present liscs and the corrections neceasary to be made.
