Col. De Witt C. Pool, 16th V.R.C., testified that during the time he was Provost Marshal and President of the Boardof Enroll- ment, be saw nothing in the conduct of the ac- cused which be could cosdenin, but that the accused performed 515 duties well 4s as any sur- geon beever met with, and he had inspected all the Boards in Massachusetts. Richard Waliackh, Mayor of Washington, testified that the character of the accused was upiformly admitted to be good, and his professional ability unquestionable. Orra B. Baily, orderly at the Board of Enroll- ment, testified that he saw the accused do nothing wrong; that, on th® other hand, the | surgeon was very strict in all the business of | his office. Daniel Washlurne, orderly at the same office, g&ve in his testimony, which was substantially the same as that of Orra B. Baily’s. John H. Wise, a Washington constable, testi- fied that be Bad presented recruits through Chas. A. Keasby to the board, and was confi- dent the accnsed showed his brother no favors {n the examination of the men. Chas. A. Keasby. Brother of che accused, testi- fied that no partiality was shown him in the examination of men by the aecused; that his brother had once credited seven men to him presented by Arnold, and that he offered the money to the surgeen for the men, bat he re- fused to take it; be had told the accused to pay his ronners for men presented for him, which the accused sometimes did. Officers Mark- wood and Williams, of the Second Ward, made & descent on the premises and captured thirty- four men and women and rched them to the station house. Parsuant to ad; ment on Monday, the 12th inatant, a number of citizens met last night in the Hall of theOus- tom Hodse for the paipoee of See an association for relief from future dratts. Jen- kin Thomas, Esq., Chairman, called the meet- ing to order, and after the reading of the pro- ceedings of the last meeting by Ed Shoemker, Esq., Secretary, announced the first business in order to be the report of the committee to draft a Constitution and By-laws for the asso- ciation. The Chair also urged prompt, harmonious action, in view of the recent call ef which the citizens are all aware. Mr. George Hill jr, from the committee on the constitution, reported that the committee had met and consulted, out they had not agreed uponaplan. The committee found a difficulty in coming to any definite conclusion, gT@wing out of a want of common understand- ing of the views of the meeting, and had agreed to lay the matter over until after this meeting. Mr. Deeble remarked that as he was tie member of the committee differing in opinion from his triend, Mr. Hill, he would briefiy ex- plain the grounds of difference. He was notin favor of the proposition that all should be re- genes to give #5 initiatory fee and $1 per week. t was and is his opinion that this ought to ba the business of the Corporation. Those who go tothe field are our representatives, and as the majority of the property of the town is in the hands of men over forty-five years of age, who sit comfortably in ease at home while Others go to tight the battles of the country, the property should be taxed to eupPly: men who would go willingly to the fleid, and relieve those who are unwilling. Mr. D. was deci- dedly in favor of a tax to supply the means, Mr. D. Collins said his,views were similar to those of Mr. Hill; but like him, he finds that the call interferes. He was in favor of prompt action; but was opposed to an organization to relieve the town, unless the town is fn it, Mr. Hill though it weuld be useless co cell upon the Corporation for one dollar more, .atter what had been manifested by some con- nected with it in the case of the last draft; nevertheless Mr. Deeble was right. The quota of the town under # call for 30,000 men will be about 120, and success ‘in filling it depends npon every man’s liberality. From $10 to $50 from each man would probably be sufficient. In filling the last quota, $353 to $355 to each man furnished was about the average; but to be safe in this matter the calculation had better be based upon an average of #100. The money should be spent after the draft, and then if there is not enongh to relieve the dratted, let it be distributed pro rata. After considerable debate as to the interpre- tation of the call by Messrs. Devine, Hill, Bur- roughs, Shinn, Parker and Deeble, the Chair suggested that they should proceed to an or- ganization. Mr. Deeble moved the appointment of a com- mittee of three to draft articles of agreement preparatory to the organization of a club, which was agreed to, and the Chair appointed Messrs. Deeble, Soper and Dayid Shoemaker. A recess was then announced, in which a collection was taken up to remunerate the jan- itor of the hall for his services. The meeting was again called to order, and Mr. Deeble reported articles of agreement to organize a club for protection against the next | dratt. The articles require the payment of $10 each, in instalments as the contributor is able, before the draft. Any payment less than the whole to be forfeited when the draft begins. In case no draft takes place the money is to be returned to the contributor. Mr. E. Shoemaker thought that $10 would be hardly enough. Mr. Deeble said the former club had proved the difficulty of many te raise $100. The num- ber of the club may be increased, and this amount be madesnufficient. Many more would be_ able to raise #40 than a larger sum. The articles were adopted. On motion, Mr. George Shoemaker, Jr., was elected treasurer pro tem. Persons present were invited to sign, and 21 responded, depositing five to ten dollars each “ earnest money, upon signing their names to the list. It was ordered that lists for the signatures of others be left at the Custom House and at the store of Jenkin Thomas, Esq.; and the meeting adjourned until 7% o’clock to-night, when the permanert officers of the club will be elected FLovr anp GRatn MARKET.—The weather prevents out-door transactions, and there is no change of prices reported.
