A Big Ssuiute inhenor ef Themas—The Rebs Puzzled. The mail steamer Matilda arrived here this morning from City Point. She brought up a large number of mustered-out officers, princi- pally of New York regiments. Yesterday a salute of 100 shotted guns was fired from the batteries along our lines in front of Petersburg, in honor ot Gen. Thomas’ bril hant victory over Hood, and the complete smashing up of the rebel army in Tennessee. The rebs came ont of their holes to see what ‘was the matter and evidently a good deal puz- zled to account for the firing. They evidently hadn’t heard the news from Tennessee. Some of our boys called out to them that “Hood haa been whipped clean out of his boots,” and then they began to appreciate “what's the matter.” ltis expected that the comments of Rich- mond editors upon Hood’s awful thrashing will be rich reading and our cee are on the lookeut for early copies of the Richmond pa- rs. Several of the regiments stationed on the east side of the Jerusalem piank road, are now engaged in felling trees from in front of some ot our works. On Saturday one man belong- ing to the 76th New York was killed, and three wounded by the failing of a tree. At Dutch Gap the rebels continue to keep up A pretty brisk fire upon our working parties, but with littie effect however. Our batteries and gunboats are not in the least backward in returning the compliment. GENERAL GRANT. Lieutenant General Grant, who accompa- nied his wife a part of the way on return trip home from City Point, left here yesterday af- ternoon at 1 o’clock, in the dispatch boat M. Davis, Surgeon in charge of Judi- ciary Square Hospital, has been ordered to Hilton Head, S. ©, as Medical Purveyor. Surgeon D. is now engaged in turning over to his successor the preperty of the hospital. Acting Assistant Surgeon Charles H. Osborne has been relieved from duty at Stanton Hospi- tal and assigned to Fairfax Seminary Hospital, Va. Aseistant Surgeon W. H. Miller takes the place of Surgeon Osborne at Stanton. Assist- ant Surgeon Bryan has also been detailed for duty at this hospital. CANADIAN A¥FAIRS IN THE SENATE.—An exceedingly interesting debate sprang up in the Senate to-ciay on a motion to refer toan ap- propriate committee a bill authorizing the ex- penditure of ten millions of dollars for the defense of the Northern frontier. The feeling Manifested 1s very strongly in favor of the Most vigorous action, several of the Senators urging the Committee on Foreign Relatiens, to. which similar bills have been already referred) to report to the Senate as soon as possible. An effort will bs made to secure the passage of un act tor the protection of the border early this week. Tue Die Te1¢T ComMITTSE IN THE SENATE.— Senator Hale arrived bere this morning, and took his seat in the Senate for the first time during the session. Shortly after the reading of the journal, he bonged to be excused from serving as chairman of the Committee en the District of Columbia, believing that there were others on the committee whose long familiarity with District affairs better adapted them to fill the position of chairman. Mr. Hale was ex- cnsed, and his successor will probably be an- nounced to-morrow. ADJOURNMENT.—The Senate concurred in the House resolution of adjournment from Thursday, the 22d instant, till the 5th of Jan- uary next. + -____ CONGRESSIONAL. Monvar, December 19, Sgyatx.—Mr. Grimes introduced a bill to es- tablish the grade of vice admiral in tha navy. Referred to the Naval Committee. Mr. Doolitele introduced a bill to egable the Preeident to cxpend the sum of #10,000,000, or so much thereof as 1n his opinion may be neces- eary, for erecting fortifications and floating batteries for protecting the ’akes and frontier against the attacks of piratical and hostile ex- peditions organized in the British Provinces by the enemies of the United States. He movedto refer it to the Finance Committee. Mr Sumner suggested that it be referred to the Committee om Foreign Relations, as the sub- ject was already under consideration in that committee. Sher- man, Howard, Foster, Johusc .Doiittle, Hale, Farwell and others, evincing a determination to do whatever might be necessary for defence in the premises and evincing a disposition to repeal the reciprocity treaty. This morning, the examination of John F. Lusby, who was arrested by the military au- therities on the charge of having committed the horrible outrage upon the person of little Octavie Rosseau ou the night of the vith of fast month, which resulted in her death on the following night, was brought to a close, The case would Rave been concluded on Fri- day morning last, but Judge Fisher (before ‘whom the aecused was brought outon a writ of habeas corpus) was taken sick and was not able to resume the examination until this morning, when, as before stated, Messrs. Brad- ley, Jr., and W. Y. Fendali appeared for the Fison er. The sister of the wife of the accused, Martha Howland, (who it was reported gave the infor- mation upon which the accused was arrested, ) WAs sworn, and testified that on the night of the occurrence,she was at the house of the ac- cused, but did not see him, or know whether he was at home or not, nor nad she heard the accused and wife talk of the affair; witness never knew how the prisoner's clothes were stained. : John Taylor, sworn.—{ Witness isa colored man, and worked with Henry Watkins (who testified at the last examination) in getting the marble columns to the Capitolj— Witness on the nightin question saw a gentleman pass where he was at work and take a seat on astone. This was about 4 o’clock, and he remained there at six, When witness stopped work. The little girl, when witness lett work, was play- ing on the bank near by. Witness’ attention ‘was cailed to the man by his being drunk. The man hadon a soldier's coat, dark pants and brown slouch hat, and wore moustaches, but no whiskers. He appeared to have been lately shaved. Mr. Bradley stated that he had witnesses to prove that the accused never wore a mustache nor @ slouch hat. Judge Fisher ordered the prisoner's dischargs from custody; and he received the congratula- tions of his many friends, who have refused to believe that he could be guilty of such an infamous crime. i As usually happens when a person is arrested on agrave charge, & great many reports were afloat to the prejudice of the prisoner, to the effect that he had been guilty heretofore of improper acts of a similar character. We have endeavored to sift the truth of these reports, and are satisfied that they #re either altogether groundless or that the accused has been con- founded with some other person. [t was diffi- cult indeed to conceive that a young man so prepossessirg in appearance and vouched for 8@ respectably could ilty of so revolti.g a deed, and all sincerely join in the gratification expressed by his relatives and friends, that his good name has been thus fully and honorably cleared by the action of the court. We may add that some evidence has recently come to light indicating that the party guilty of the deed was & ‘tially demented person, who had been seen that neighborhood about the time of the deed, clad as described py some of the witnesses, and who had been known to exhibit perverted propexsities designating him as not unlikely to be the offender in this case. It was caused by the wires of the American Telegraph while in use com- ing in contact with the alarm wires. The letters of the Morse instrument are the nu- merals of the alarm telegraph, which caused the alarm to be given apparently from seyeral boxes on that circuit.
