APS EAE ITE ING THE EVENING STAR. NEW YORK SOLDIER’ VOTE. Astounding Development—A Grand Scheme Fraud—Organized Counterfeiting— fession of the Act—The Soldiers’ —Trial by a Military Com- m: \ {From the Baltimore American, Oct. 23.) A GRAND SCHEME OF BALLOT- BOX BTUPFING. One of the most stupendous and most sacri- Kegious of trauds ever attempted to be trated upon the sacred rights of the elective franchise has been partially and will be soon fully laid bare in thiscity. We stylethe fraud & sacrilege because the Authors of it have pro- faned the rights of the dead, as theeviderce will prove. The first intimation that the pubdlic in thia city had of the affair—although the tacts were kuown in official circles for two or three days past—was the assembling at the Eutaw House of a Military Commission composed of ase General Abner Doubleday, United tstates | Vo fanteers, as President; Brigadier General Francis Fessenden, United States Volunteers; t Colonel R. Butler Price, of 2d Pennsylvania Cavalry; Lieutenant Colonel T A Barker, of | the 14th New Hampshire: Captain J. H. Piatt, A. D.©.; Captain T. H. Ellis; of the 175th New York Volunteers; with OUolonel John A. Fos- ter, of the 175th New York, ap accomplished Member of the New York Barts Judge Advo- cate, to try the case of M J. Ferry, of Canton, § St. Lawrence county, New Yoru, and Edward Donahue, Jr., ot Albany, on the eharge of con- duct prejudicial to the welfare of the service, by falsely personating and fraudulently sign- ug the names ot officers and soldiers of the United States to certain papers purporting to Le their ballots a3 citizens of New York. We are happy to state that tue parues con- cerned are identified with the interests of the nominee of the Chicago Convention and Ho- Tatio Seymour of New York, are agents for securing the soldiers’ vote of that Siate, and bold commissions trom the litter personag fheir machinations rival in extent aud com pleteness apytning ever recorded ot any of | Goy. Seymour’s ‘friends,’ not exce “Dead Rabbits’ of NewgYork. The acts of tha “Plug Uglies” of this city pale befor» thuse ot these Commissioners of New York, in the man- ner and style of fraud. We have frequentiy beard cf cases of pollution of the ballot-box in the living. but this is the first instance, we be- lieve, in which the names of the dead nave beeu used in thousands to perpetrate fraud. The ciscovery of ihe modus operandi of the working of the affair, and the lucootroyvertible evidence, which we think will lead to the cou- yting the Viction of the nccused, was purely accidental. : Accofffing to the law recently passed by the Legislature of New York im relation t) the voting of soldiers and sailors, any one of either | class who may be in the fleid, on shipboard, in | hospital or 9; e45 d service, desiring to > vote, is req outa b:ank, enclosing bis vote, execute & power of @tterney—which Tiust be certi: YH LPOTA IN Ss lame” Offic aod witnessed by avother to%r—and forward the same to some person at his hums, who. Mast aiso be a legal voter, who is authorize to deposit the vote in the ballot-box on the day. of election. This bas afforded a fice field of op- | erations for the immaculate aud spouess + Dam. ocratic’ party, Who are constantly crying out fraud against their oppoveuts. A delay occurring ia the receipt of these proxies er yotes in some of the counties of New York. an ageut of the Union Ventral Committee of Clinton county was dispatched to this city to look after the matter, and dis- tribute tickets among the soldiers in camp and | This gentleman, whom we wilicall | hospitat. Seymour's Com- missioner, Bf. J. Ferry, No.°5° West Fayette street, asserting his views, and representing himself as a New Yorker, told him that he | thoughtihe Democrats were not doing enough in the way of securing votes. Mr. Ferry re- plied that they were doing a great deal more than he (Jones) was aware of, and desired to | know if he had a commission from Gov. Sey- mour. Jones repiied that he had not, but that he had been appointed as agent on the part of his county. He was then iaformed that if ho had a list of the soldiers from bis county it was unnecessary for him to proceed any fa ther on his mission, as the yo.e could all be made out ir this city. Jones responued that tais would be accompanied with considerab!e trouble, and Was met with the reply that the ugeocy had a ‘nigger who signed all the powers of attor- | ney.’ ‘The intelligent contaband, laboring earnestly for the cause of McClellan and Seymour, Vai- Jandigham and Ben Weod, was seen seated at a desk, busily engaged signing notes in the in- terest of the peace-at-any-termsparty. Asthe Governors of the Rebel States now believe the negro should be placed in their armies, we can- not be surprised at their friends on this side of me Appomatiox using ‘hem for their base ends, Mr. Jones’ attention was called from the “nigger” toa large blank beok, with the re- mark that “that record book contains 2.)) names of men who haye been in the bospital | once—where they are now, or whether dead or alive, Ido not know, but they are all good for a Democratic yore.” As Mr. Jones was about to depart from the | office be waa urgently requested to «help in the work” by the commissioner. and being tully impressed with the rottenuess and fraud of the entire arrangement, he consented. Wallace was apprised of the facts of the case, and with his usual promptness, atonce set to Work to bring matters to & conclusion. Mr. Jones was assigned Ly the agent of Gey. Sey- Mour to the work of filling up blank votes, and Was excused trom -doctoring up” his own county on the plea that his writing mizht ve MLOW:L by some of the supervisors ot the elec- tion returns when they were opened ‘Tbe work went bravely on at} Fayette street. Clerks were busily at work filling up blank powers of attorney in the names of deceased soldiers transcribed from the records of the hospitals in that city, Wash- ington, Annapolis, Harper’s Ferry, and other places, to which access bad been had on the ground thatthe names were to be published for the information of their tamilies Some of the blanks, which yet needed the sig- pature of & commissioned officer to the affida- vit. He professed a gre t desire to forward several of them to New York to the Democra- tic committees to whom they were to be trans- mitted, but this was objected to by Ferry, who Stated that he must get Donahue to sign the Officers’ names. Donahue, it will be remem- dered, is commissioned by Governor Seymonr | to take the soldiers’ yote. He was telegraphed for to Washington to come immeditely to | Baltimore and sign the affidavits, which, was, of course, dove. Among the names of the officers forged are several who are dead. many who Gre in hospitals, etc.,a).d &@ namber whose momes do bot appear on (he records of the Ad- jutant General at the War Department, and Dave no existence whatever, except in the imaginative brain of Donahue. Mr. Jones was kindly infermed that all the tickets tout were forwarded from here + were allright” Itisknown that in @ great number of cases where voles were collected the tickets With the pan-+sof the Union electors on were | abstracted from their enveiopes and those of the Democratic persuasion were substituted ia their stead. In several instances the Uncon- ditional National ticket aud the Democratic State ticket were placed together by soldiers, but when their ballots, which were found a: cfflee of the commissioners, wera opened, the Unier ticket was gone and that for McClellan in its place. cious trand has been practised, and to what extent it will affect the vote of New York, can- not be ascertained atpresent. Nor can the ex- act limit to where the operations have heen carried on be determined. A number of the envelopes in possession of the authorities pur- port to be the votes of the 125th New York reg- imeut, and are superscribed «Near Peters- | burg,” while the command is known to ba in Sheridan’s amuy, aud are located near Har- | per’s Ferry. Mr Ferry, who is an elderly man, appa- | rently &bout sixty-five years of age, seems to feel deeply the position in which he has placed Rimeetf. he has been made the tool of scme one behind the scene-. He is the last Man cre would suppose to ba implicated in fUcP a disgrace nl business. unabue is & youthtul looking individual, of the « Dead Sbbit” cenus, and dovs not seem at all abashed atthe iscovery of his crimes. It behoeves the frieuds of the Union ihroughout the city abd State of New York to be oa their guard and protect themselves scainst this outrage. The tickets are pow in the bands of the Democretic County Commitee of New York, and will be offered on the =th of Novem ber, if asense of shame aud tear of de “4 does not deter the holders. He also intormed him of theet- | fect of his pleading guilty. | Mr. Ferry, still ascerting that he was guilty of some of the charges, but notof all, desired that he should lave time granted to consider the matter. He was in very feeble health, had no counsel, And hoped a short delay woald be allowed. General Doubleday said he was entitled to counsel and con’d send tor any person he might name. Mr. Ferry then dispatched a messenger for Mr. Henry F. Garey, a member of the legal profession, whose office is at No. 85 West Fay- | ette street, in the same building as that occu- pied by the parues arrested. H Donabue, in answer to tae Judge Adyocate’s | questions, rephed that he plead a general de- nial as to the whoie aifuir. He wanted coun- sel torepresemt him, and desired to send to New York or Albany for that purpose. He } thought the matter belonged to the civil tribu- nals, and vot toa Miltary Commission, and requested that the trials be made separitely, as he and Mr. Ferry differed as to some pouuts. Gen. Doubleday said that counsel coald be telegrapled for if the prisoner wished. t Dopahue then desired to know if Reverdy Jobnson was in Baltimore? He thonzht he would act as his counsel, aud would like tosee him for &@ moment. He was informed that Mr. Johnson was not in the city. The Conrt then decided to postpone the further hearing of the case until this morning | .at ten o’clock, and Donahue said he woald iB: shurch to procure counsel for him, _Many of the prominent politicians ot New | T¥ork are alleged to be impiicated ia this or- ganized sysiem of baliot-box statling, among tem General James Farrell, Commissary General of New Yerk; Peter Cagger, Dean Richmond, and other members of the Demo- cratic State Centra! Committee. The evidence will be locked for with interest by the people throughout the country. CONFPEBRSION OF ONE OF THE PRISONERS. Aiter the adjournment of the Commission and the postponement of the trial, Mr. M. J. Ferry informed Jadge Adyocate Foster that he desired to make atull and free con fession of his currpheity with the forgery and fraud with which he was charged, and to appeal to the clemency 0: the Court. The request was, of course, complied with, and the contession | was made ip the usual form.
