Asbury Lloyd called the meeting to order, ‘and upon his motion Mayor Wallach took the chair. Mr. Wallach thanked the meeting for the compliment, ana stated the object of the meet. img, which was to endeavor to adopt some Measures te correct what appears to be a most Serious grievance and an act of injustice to this city and District, in regard to the draft. That ‘was, to if possible induce the Government to five credit jorsuch men in our midst, or away, ‘who have not reported, although drafted. e Dave nct yet approached filling our quota, not- withstanding the addition of one hundred per cent. of names drawn, and it is owing to the fact that large numbers of the drafted men have failed to report. It was the business of the Government to arrest these men as desert- ers. He (Mr. W.) thought it would be well to adopt some measures to have an interview ‘with the Provost Marshal General, and in the event of a failure toaccomplish anything there, to then call upon the Secretary of War and the President. [App!ause.} Mr. Samuel E Douglass, Register of the city, "was elected Secretary, and seyen Vice Presi- dents; one for etch ward, viz: First Ward, J. B. Turton: Second Ward, J. R. Barr; Third ‘Ward. N. D. Larner; Fourth Ward, Asbury Lioyd; Fifth Werd, Geo. F. Gulick; Sixth ‘Ward, T. B. Marche; and from the Seventh Wart, John H. Semmes, were elected. Mr. Asbury Lloyd moved the appointment of acommittee of seven to draft resolutions expressive of the sense of the meeting, and upon his motion, Mr. Crosby S. Noyes, of the Seventh Ward, was appointed chairman of said gommittee. The other members of the committee were W. W. Rapley, First Ward: S.A. Peugh, Second Ward; S. Wolltt, Third “Ward; Chas. Hh. Utermeble, Fourth Ward; R. K.Eliiott, Fifth Ward; and James Dalton, Sixth ‘Ward The committee retired, and during their ab- Sence a collection was taken up to defray the expenses Of the meeting. hen the committee returned, Mr. Noves, the cbhaigman, reported the following pre- amble and resvlutions: Whereas a number of persons in the employ of the General Government haye been enrolled &s citigens of the District of Columbia, who ‘were/Dut temporarily resident in said District, and who, being subje?t to military order, have Teft the said District, and yet have been deemed and regarded &s its citizens, and when dratted, @©wing to such compulsory absence, have been considered deserters, and their places required to be filled by the said city;and whereas, as Appears by the officis! exemptions, nearly one- half of those drafted have been released on ac- count of an erroneous enrollment, thereby fully establishing the just claim and demand of the said District to have its quota reduced: aherefore, be it Resolved, That a committee of ten be ap- inted by the chairman of this meeting (the ayor to be chairman of said committee) ‘Whose duty it shall be to present the above Subject to the proper authorities, and thereby endeayor to relieye the District from any urther draft. Mr. R.S. Davis suggested that the Mayor be @ppointed chairman of the committee proposed Dy the resolutions and with that amendment Bbhey were unanimously adopted. ‘Mr. Wallach stated that be had visited the Buthorities with regard to this matter so often that he was a rather unwelcome visitor, and Thad been told that the District did less and asked more, with greater pertinacity than any draft district in tue couatry. He would, how- ever, most cheerfully comply ifit was the wish of the meeting Mr. Davis said it was due to the eltizens to know whether the United States will hola the city responsinle for those who haye run off, Who were dratted: and whether it is the pur- pose to have auother draft totarnish the same quota, and not hunt up those who have run off. Atthe last draft the Foarth ward was called upon for {60 men, and has yet got to far- nish 100; and the question should be asked whether we will get credit for such drafted men as have left the District. If so, and these deserters were subsequently arrested the goy- ernment would get two men instead of one, This (argued Mr. Davis) was amere arbitrary z entirely devoid of legality. We are not TFepfesented in Congress, and his (Mr. D.’s) Opinion was that constitutionally they had no Tight to call upon the District of Columbia for iers. Taney, on motion of John E. Norris, Esq., the Hon. David K. Oartter was called to the chair, and John Marbary, Esq. and Charles H. Utermehle, Esq., were ap- pointed secretaries. On motion of Philip R. Fendall, Esq.,& com- Mittee, consisting of Philip R Fendall, Esq. Walter Db. Davidge, Esa., John_E. Norris, Esq, John Marbury, Esq, and William Re- din, Esq., were appointed by the chairman for the purpose of preparing resolutions suitable to the occasion, and expressive of the sense of the meeting. After consultation, the commit- tee reported the following resolutions: Reselved, That while we bow in humble grief to the dispensation of Providence which has removed from earth Rober B. Taney, Chief Justice of the United States, we, as Americans, acknowledge with gratitude the Kindaess of the same Almighty power in having continued to an unusual length of Gaye pe life of one ot the best and greatest of our citizens. Resolved, Thatin the life of the illustrious deceased we contemplate an assemblage of qualities, moral and mental, conspicaouseven among the ornaments of the American Repub- lic, so rich in glorious names. Endowed by nature with gifts which im early manhood gained torhim public esteem and admiration, he continued to deserve and receive. through out his Jong career manifestations of the con- fidence ef his fellow citizens. In the profes- sion of his choice he rose at once to its highest rank, which was steadily maintained, till, in 1£36, he was placed at the head of the Judici- ary et his country. The voice of the profes- sion and of the nation soon crowned him with its highest praise—it proclaimed him to be of all men the fittest to wear the ermine of John Marshall Like Marshall, it had been his lot, on question of party politics, to be distin- guished as a leader; but, as in the case of Mar- shall, when he became a Judge tho spirit of party was hushed in his bosom, and tle wild- est imagination never dreamed that !: influ- enced bis official action. Impartiality, dignity, ample learning in all the branches ot jurisprudence, the firmness of Lord Chiet Justice Holt, and the grace of Mansfield marked his long judicial admin- istration of twenty-eight years. Manners gentle and unaffected added lustre to the com- prehensive, acute and disciplined mind which presided over the Court. ‘plike many other men of genius, the late Chief Justice was un- wearied in diligence. He was constantly ad- ding new acquisitions to his general as well as legal knowledge; and in his hours of leisure kept pace with the current literature of the day. The devoted patriotism and deep sense of duty which had ever characterized nis con- duct gave him strength to perform important judicial tunctions. evenin the chamber of sick ness and pain. Neither time nor disease had weakened his memory as to either recent or long-past events, nor impaired the quickness of his perception. His intellect remained un- clouded to the last, triumphing with imperial power over physical decay. In private life his virtues were as elevated as his public char- acter, thus completing the example of a model judge and a high-toned Onristian gentleman. Resolved, That the chairman ot this committee be instructed to present these poceedings to the Supreme Court of the District of Columbia at its next session, and to reqnest that the same be spread upon the minnutes of the said Court. Resolved, That the Secretaries of this meeting be instructed to canse these proceedings to be published fn the newspapers of this city, and that the Chairman be instructed to transmit a copy of them to the family of the deceased. Philip R. Fendall, Esq. prefaced the presen- tation of the foregoing resolutions by an im- pressive and appropriate eulogy upon the life, character, and virtues of the illustrious and lamented deceased.
