I have the honor to inclose here- It will be observed that the board speak ot the employment of the officers designated as a *Secretary and Topographer,” as absolutely Meeessary, to enable them to discharge the duties imposed upon them by them by the law which created them. That law imposes on the d the duty of the direction of the collection of the water tax of seven-eighths of a cent per “*quare foot on every lot or part of a lot which binds on or touches on any avenue, street, or alley in which a main water pipe has been laid by the United States or by the Corporation,” and designates the Water Registrar as the gent of the board to collect this tax. board entertain the opinion that this duty can- a Pare performed except upon the The minute and accurate set of maps, ‘don a uniform scale, which shall line of water main, and every ‘lot alot” to which the tax attaches, tax books, which shall refer to the which shall be posted all the de- dits ofevery such “lot or part ef a se maps And books mustbe prepared @ tax can be collected. The Water Registrar's knowledge and experience can direct and greatly facilitate this ‘work, but it is not physisally possible for that Officer personally to do it, and at thesame time carry on the indispensible daily duties of his reliminary ‘This will, it is thought, be apparent to every Member of the Councils, when itis remembered ‘that the water tax already levied and for the col- ection of which this preparation must be made, by. oF before the ist day of January next, at- taches “to every lot or part of a jot” which binds on, or touches on more than thirty-six ‘miles of water mains. The duty of “Secretary of the Water Board” though now of comparatively little labor will steadily increase in magnitude. It cannot be expected that any member of a Board who Serves “without compensation” shali undertake in addition to the responsible duties of his po- gition, the irksome labor of a Clerk. As the ‘Water Registrar is the principal executive offi- @er of the Water Board, it 1s desired by the Board that all other officers amenable to them g#hall be under his general supervision as his @irect assistant. In conclusion, I beg leave to say to the Coun- ceils that inasmuch as the duty of Topographer inyolves more than the skill and ability of an <= Jlerk, the Water Board hope thatsuch yn may be allowed as well enahle ea Gey, ayer officer. ery Tespectfully, RicHARD WALLACH, Mayor. = ‘TurecW agp MzETING._The Third Ward ‘as well attended last evening. Ti asurer, Mr. Angus, stated that the to: ‘ tal pt placed in his hands was $10,938.30. After deducting the amount borrowed and ex- pended for recruits, the sum now in his hands amounted to $533. The President, Mr. Larner, stated that he had received $3,029.36. Mr. McMurray stated that he had received trom benefit at Ford’s Theater the sum of $622; expended, £61.39. The sident informed the meeting that the << the ward had been reduced three since , Making it now twenty. He had the of stating that the recruits could be Farnishea at once, if the money was turnished to psy forthem. Lack of men was no longer a stumbling block. He had, during the day, hud @ conference with the Mayor in reference tothe $50,000 appropriated, and learned that if the Fecruits were furnished for the ward, and mustered for three years, the ward would be entitled to about $1,500. He thought, in view of the contribution promised, on condition of the men being turnished, the prospect looked wery fair. The amount necessary to be raised 500. it was farther stated by Messrs. Bartlett and Sharretts that the men would unquestionably be furnished on Thursday (to-dey;) but the mooey must be on hand by 9 a.m. At this stage of the proceedings the secretary “was kept busy in receiving contributions guar- in @nticd in case the men could be furnished, and The receipts were quite large, but by no means se much as required. » Dir. Wolf proposed a $5 contribution, and led “Off with that amount. $135 was thus raised. President stated that the amount neces- bad been reduced to $1,621.64. ir. Pratt agreed to loan the club 8600, [Ap- iz. Sharretts proposed to contribute his share ofthe £21.61 to making the President a dite member of this club. Mr. Wolf again started 2 $1 subscription, to aise $21.61, and make it an even $1,000. It ‘was vot long before Mr. Larner announced that the sum was raised, and he was, there- fore, constituted a lite member of the club. Laoghter } £ It was now necessary to raise $1,090, as the Mowiey appropriated by the Corporation could mot be obtained until certificates were pro- @uced that the men had been mustered in tor three years. In order to obtain this amount for the use of the committee at 9 o'clock this morning, as was Absolutely necessary for Lhe purpose of securing the men, Mr. Angus, the treasurer, gave his signature to 4 note for that amount, which was indorsed by Messrs. N. D. Larner and D.T.
