West's brick yard. as This completes the draft in the Fifth Ward, and Mr. Blackford announced that the draft for the Fourth Ward would commence at once. —_—_-—_— Fourth Warp Drart MzgrTinc.—A meet- ing of the citizens of the Fourth Ward was held jast evening in the Council Chamber, (City Hiall,) Mr. Chaurcey in the chair, and Mr. S. Davis secretary. ‘The Chair stated that the recruiting commit- tee had put in two recruits during the day,and credit had been obtained for three others. Mr. Lyles announced officially that the Coan- | cils had passed a bill appropriating $50,000 for | the pur] of purchasing substitutes. The Fourth Ward would get the largest share, be- cause they would have the largest number of men to furnish, probably $8,000 or $10,000. ‘This bill was an excellent one, because it pro- vided for dividing the amount pro rata. The Poommittee should not, however, relax theirex- ) ertions, as $10,000 was a small sum for getting substitutes for 150 men. He suggested as first in order, that every man walk up and settle. Mr. W. E. Morgan offered a resolution pro- ‘¥iding for the appointment of a committee to Make arrangements for giving a grand vocal and instrumental concert, for the benefit of the Grafted poor men of the ward. After some debate, the resolution was so amended as to make it apply to those who Bave contributed to the fand, and adcpted. +e Messrs. J. H. Daniel, Joho B. Dawson, Rob’t all, Wm. E. Morgan, Geo. L. Sheriff, W. H. Baldwin, Frank Herbert, James T. Walker, James L. Barbour, Wm. Donglas, Asbury an ee lake were appointed the committee, The treasurer reported that up to last evye- Ding the total cash receipts amounted to 24,910.75, and expenditures 24,392, leaving a balance on hand of 3555. To this balance is also to be added $4(4) reported by the finance committee and collected during the evening. Mr. Tompkins, from the committee which Rad visited the Provost Marshal, under in- tructions, to endeavor to secure a turther re- action of the quotaof the Fourth Ward, re- ‘ported tbat they had been courteously re- ceived. He stated that the original quota of the city was 27,000, and he had thrown off 33 per cent, thus giving credit, as he believed, for the recruits and substitutes putin and for the erreneous enrollments. He was taken to Alexandria and passed examination for the 2d D. 0. regiment. He was brought to the city to be mustered in, but the mustering officer would not receive him unless accompa~- pied by an officer of the regiment. He went back to Alexandria and was placed in charge of Capt. Harrover to be attended to. There ‘Was nothing heard from the recruit by his pa- Tents until upon inquiry they learned that Capt. Harroyer had brought him to Washing- ton buthad toreturn him on account of the informality of his papers. Yesterday Mr. Larner ascertained that the young man had been mustered in and accredited to George- town. The bounty offered by Georgetown is $300, but there is #25 extra for those who bring & recruit; that #25 somebody got, who the Pres- ident did not know, but one thing is certain, ‘we were cheated out of that man. Mr. Curtis said that some one from the Fourth Ward had been passing throagh the Third Ward collecting money, and he thought that each ward should farnish its own money without working to the disadvantage of its neighbors. The President.—If the people of the Fourth Ward are so mean 4s not to aid their own poor but worthy neighbors in such an hour as this, we of the Third Ward can afford to allow tho poor fellows to collect a little in our district to help them. [Applause ] The President called for volunteers to serve on the committee to-day attending to recruits. He wanted tc relieve those who had been ser- ving from the beginning. It is the interest of every one to act promptly and industriously inthis matter. A number appearto depend on the Council appropriation, but it is his (the President's) opinion they depend on a broken stick. In the first place, the Corporation has not got $50,000. In the secend place, they can't borrow it. Mr. Curtis.—The tax payers can pay it, I reckon. Taxthem! Tax them!
