S. Davis secretary. __ The Chair stated that the object of the meet- ing, as he understood it, was for the purpose of taking action to relieve those already drafted in the First Ward and those who may here- after be drafted. Mr. D. U. Pearce, to meet the case, offered a preamble setting forth that as the members of the club who are drafted are required wreport Tor duty furnish subtitutes before the draft is conciuded,ard before the exact amount due @ach drafted man can be ascertained, accom- panied by a resolution, instructing the officers to pay not exceeding $500 to each nan drafted &s soon as he is accepted, and after the close of the draft the balance of the money to be paid ! him. Mr. B. F. M. Hurley suggested the adoption of areselution directing the issuing of war- ants for such sum of money for the purpose of procuring substitutes for those drafted or to be drafted not to exceed —— hundred dollars, and that in view of another draft in the District no Money shall be divided pro rata among the Mpembers drafted unless the quota shall be Hlied. Mr. R. Ethot raised « point of order that the constitution provided for the distribution of the funds in a manner different from that con- templated in the resolutions, (the equal distri- bution among all those dratted.) A question was asked now many had been drafted in the First Ward, when the Chair sta- ted that be understood that out of over fifty ia that ward four bad been drafted, and from what he bad learned there wns but little doubt but another dratt would be made in that ‘ward. A centleman here anneunced that he was one of the drafted ones, and he proceeded to give his experience in trying to putin a@ substitute. He had tried to get in tbree but they were re- jected, and he believed it almost impossible to get one in withont the aid of a substitute bro- wer. A lengthy debate ensued between Messrs, Hurley, Lyles, Elliot, Holzlander, Davis, and others, which terminated in the adoption of a motion offered by Mr. Elliott, toappointacom- mittee of five to consider and repert a plan whereby the objectof the meeting could be at- tained, and Messrs. R. Elliott, L. Holzlander, H. Lyles, B. F. M. Hurley, and J. W. W. Mc- Gill, were appointed and immediately retired, the meeting taking & recess mean while. In a short time the committee returned, and Mr. Elliot made a majority report, sigaed by Messrs. Hoizlander, Mc(+ill, and himself, pro- viding for instructing the Board of Directors to pay the members who may be drafted, not the enrollment lists ready to be hands of the collectors, and that every person enrolled should be promotly vis- ited, it was necessary that the numbe: of col- lectors should be enlarged. exceeding ten in each ward, #100, to assist them in procuring substitutes. r. Huriey presented a minority report signed by Mr. Lyles aud himself, providing for the payment of $31) toeach man drafted, unless be 1s exempted. A spirited aebate ensued on these reports, and the majority report was, on motion of Mr. E. C. Eckloff, amended by striking ont the limitation of the number to be benefitted to 10 to each ward; adopted. Mr. Eliott then raised a point of order, that the resoiution wus unconstitutional, and another debate, partaking somewhat of a per- sonal character, took place, which was, hewever, cut short by Mr. Lyles raising another point, that Mr. Elliott's point of order should not be discussed all night, and tha President, (Mr. Lioyd) he having come, ruled Mr. Ellictt’s point to have not been well taken. Mr. Elliott appealed from this decision and, the question being taken, the Chair wassus- taimed, and the majority report, as amended, was adopted . Mr. Ejiiott offered a resolution giving the privilege to any member, so wishing, to with- draw bis subscription, which was laid on the table, and the meeting adjourned. RG eames FovcrtH Warp Drarvr Mextinc.—Tae Citizens of the Fourth Ward held an adjourned meeting to take measures in relation to the draft, on Saturday afternoon—Mr. Lloyd pre- Siding, and J. C. Clayton acting as secretary. The committee to revise the enrollment, re- ported that they had discovered thus far that the ward should receive a credit of one bundred and seven men—those who are en- Tolled and were in the service or furnished substitutes. Lieut John Y. Donn, of the ist District regi- mnt, made h statement in regard to Adjutant Young, of bis regiment,on whom a vote of censure had been passed growing out of put- ting aman in theservice. Lieut. D. explained that the man who it had been charged through Adjutant Young, had been wrongfully credited to Georgetown, thereby the Fourth Ward be- ang cheated out of the man, had been recruited to the credit of Georgetown before the Fourth | Ward committee approached him. Mr. Chauncey made the amende honorable @s tar as he was concerned, stating that the committee had been deceived by the man who had the recruit in charge, and expressed the belief that Lieut. Young was innocent of the charge made. Lieut. Donn stated that he hrd three recruits ‘which would be put in to the credit of the ‘ward on Monday. The committee on recruiting reported that they had pat in five recruits during the day. ‘Mr. Grossmayer offered a series of resolutions giving permission to all who ha“ subscribed to the $100 fund to withdraw theis subscriptions and form aciub to procure substitutes to ex- empt all the members of the club, the members obligating themselves to subscribe such addi- tional sum as is necessary to accomplish the Object. Laid on the table. r. T. B, Perricks offrred a resolution pro- viding that all mone4 raised for the recruiting fund remaining on hand after the draft shall be divided equally among those drafted and accepted. Mr. Utermehle made 8 few remarks deprica- ting anything which looked like the forming of an exemption club save for the purpose of put- ting in recruits. He believed that if the money paid into exemption funde had been paid into a recruiting fund the quota of the city would have been filled long since. Mr. Frazier stated that the police of the Fourth ward had over $400in hand which they ‘would turn ever on Monday. Mr. Perrick’s motion was then adopted and the meeting adjourned to Tuesday evening. On Monday (to-day) the drawing takes place in the 4th and Sth election cistric:s of Prince George's county, ee S8vENTH WaRD ExemrrioN ASSOCIATION. A meetiog of this assoviauou was held Sacur- day night at Isiand Hall, Mr. C.S Noyes prese ident and Mr. W. J. Mariagh secretary. A communication was received from Wesley Zion Charch Association of colored pe pie, staling that since their previous report tney had coliected an additional sum of 852.25 in cash and $155 on guaraaty fond. Mr. John H Semmes reported the progress made in recruiting for the qrots of the ward. He complained of considerable sharp pr ictice which had been indulged into the detriment of the Seyenth Ward, and of ‘he Disirict, pat he intended investigating the matter next week. Mr. F. A. Boswell reported, as one of th+ committe attending the conventinn of wards that Georgetown and the Third and Sixth ‘Wards were not represented there. They had agreed on $2/4) as the bounty to be given sub- stitutes and recruits. He thought the Fourth, Fifth, and Sixih Wards had no menes, and though the Seventh Ward had not overmucn, it would do better by acting independently Mr F. A. Bartle, another of the committee, said he would like to have action teken on the matter. He thought the Second, Fourth and Fifth Wards had but little money, they ki-w the Seventh Ward had money; and it see o°4 as though it was sn effort to bind other w rds against using the advantages the possession of money gave them. Georgetown and the Third Ward were not bound by theact on of the com- Mittee, and could by offering | bounties, take all the recruits. He did not like the ac- tion of the committee in keeping the ma‘ter fromthe public. The price determined on was $200, and it ought to have been reported in the morning papers, that thecity at large could know it, and act accordinly. Mr. W.S. The meeting then adjourned until Monday evening, at half-past seven. —— Fire.—Yesterday afternoon a barn on Cor- coran’s farm, pear Harewood Hospital, took fire and was consumed. The dry combustibie material of which it was constracted burned very rapidly, and resisted the efforts of the sol- diers and citizens toextinguish it before the ar- rival of the firemen. The steam engine Rucker and the Hook and Ladder of the 3d division of the fire department, were soon on the spot, and rendered efficient service in saving the other property in that vicinity. 3d division was informed that a company of soldiers were quartered in the barn, and that several were missing, but this report has not been confirmed.
